Maine Policy Review
Energy and environmental policies have always been intertwined, but the exact nature of those interrelationships is often difficult for the non-technical reader to understand. In an analysis that was originally included in an appendix of the Report of the Maine Commission on Comprehensive Energy Planning, the former director of Maine's Office of Energy, John Flumerfelt, provides a clear and concise graphical summary of the relation between energy use and air pollution in Maine. His presentation frames the issues in ways that identify important energy and environmental questions for the state.

A Model Study Of Hydrodynamic And Water Quality Characteristics Of The Rappahannock Estuary, Virginia, Kyeong Park

A laterally integrated, two-dimensional, real-time model, consisting of linked hydrodynamic and water quality models, is developed and applied to the Rappahannock Estuary, Virginia. The hydrodynamic model, based on the principles of conservation of volume, momentum and mass, predicts surface elevation, current velocity and salinity. The water quality model, based on the conservation of mass alone, predicts eight parameters; dissolved oxygen (DO), chlorophyll 'a', carbonaceous biochemical oxygen demand (CBOD), organic nitrogen, ammonia nitrogen, nitrite-nitrate nitrogen, organic phosphorus and inorganic phosphorus. The model equations were solved using a two time level, finite difference scheme. The hydrodynamic model was calibrated and verified using …

The Charleston Side-Channel Reservoir has been experiencing extensive shoreline erosion since its completion in 1982. A diagnostic/feasibility study of the reservoir in 1992 rated shoreline erosion as the second largest source of sedimentation. Sedimentation reduces the reservoir volume, increases nutrient loading, and increases water turbidity.
As a part of Clean Lakes Program Phase II, the use of willow cuttings for bank stabilization was proposed as a possible treatment for shoreline erosion. While the use of willows for streambank stabilization has been extensively reported, lake documentation is rare. Heavy metal inhibition of anaerobic digestion of municipal sewage sludge has been investigated over the past 50 years. Many assays began with steady-state conditions and observed the rate at which total gas or methane production decreased due to toxicant inhibition. These methods required considerable time and labor. Modified Warburg respirometers and serum bottle assays reduced much of the effort, but each method has limitations in terms of complexity, cost, and accuracy.

This study involved pre-burn and post-burn inventories of herbaceous and woody vegetation, a post-burn tree survival survey, the development and implementation of a management plan for the savanna restoration site and the development of general guidelines for savanna restoration. An herbarium collection was made, 242 species representing 64 families were found on the site.
There were several significant changes in the density and frequency of vegetation after the burn. The following herbaceous species increased significantly in frequency: Agalinis tenuifolia (Vahl.) Raf, Ambrosia artemisiifolia L., Carex spp., Cassia fasciculata Michx., Desmodium glabellum (Michx.) DC., Dichanthelium acuminatum (Sw.) Gould & Clark var. …

Executive Summary. The Arkansas State Plant Board (ASPB) has completed a monitoring project in Ashley County, Arkansas. Twenty-nine samples from 23 wells were analyzed for 10 pesticides commonly used in Ashley County. The only detection was Metolachlor, at 0. 71 ug/L, in one well. When the well was subsequently resampled no pesticides were detected. Fifteen of the wells were also tested for nitrate. In one of the wells nitrate was measured at 10.3 mg/L. The other wells were all below 0.05 mg/L. Extensive quality assurance (QA) data collected during the project indicate that 94% of the pesticide data meet all …

There is much unknown about the extent of pesticide contamination of groundwater in Arkansas. In recent years, several research studies have been conducted where wells for irrigation and domestic uses have been sampled and analyzed for pesticides (Lavy, 1988; USGS,1993; Nichols, et al., 1993). For state and federal regulatory agencies, evaluation of the potential ground water contamination begins with considering those areas in Arkansas where pesticides are used and where the ground water is vulnerable to contamination. Bulk and thin film samples of Bi₂₋[subscript x]Pb[subscript x]Sr₂Ca₂Cu₃O[subscript y] compounds were prepared by suitable methods. The thin film and bulk samples were exposed to argon gas at temperatures of about 2000 °C and pressures of about 300 atm. in a ballistic compressor (BC) and then cooled at a rate of about 10⁵ °C/sec. The samples before and after this treatment were examined and compared using a transmission electron microscope (TEM), a scanning electron microscope (SEM), an energy dispersive spectrometer (EDS) , and an x-ray diffractometer (XRD). Marine invertebrates growing epifaunally on red mangrove (Rhizophora mangle) prop roots in the Indian River, Florida, USA, were studied in a small mangrove island (Jim Island) through which a number of channels had been cut. Roots hanging down into the water supported diverse epifaunal communities including sponges, oysters, barnacles, bryozoans, and ascidians. To determine what factors control species' population dynamics and contribute to the high degree of spatial heterogeneity characteristic of communities in this unique habitat, two hypotheses were tested: (1) Distributions of species on the roots are controlled by differential growth and mortality due to physical features; and (2) …

Correction Of Chromatic Aberration With An Electron Mirror, Michael Stewart Mauck

The theoretical basis for using electron mirrors as correctors of chromatic aberration is presented and an experimental verification of correction of chromatic aberration is demonstrated. A hyperbolic electrostatic electron mirror operating in its converging range and at unity magnification was used as a corrector. A novel separating system with deflections taking place at image planes was developed to implement the mirror without impairing the resolution. Correction was demonstrated in an electron optical probe system. The chromatic aberration was measured by means of the shadows cast by a fine mesh placed near the final image. The purpose of this project was to conduct a systematic inventory of rare plant species on the Pine Ridge District of the Nebraska National Forest. The objective of the inventory was to locate rare plant occurrences and compile information on their location, status and any possible threats. Four areas within the Pine Ridge District were identified as priority areas for the inventory fieldwork. The four tracts included the Soldier Creek Wilderness Area, a tract encompassing the East and West Ash Creek drainages, a middle unit tract, and a tract which straddles U.S. Highway 385 and encompasses a number of timber …

The City of Auburn is faced with a number of problems relating to its dependency on two karst springs, Auburn and Summers Springs, to meet its water requirements. Besides being extremely vulnerable to contamination, the springs often discharge and insufficient volume of water needed for public consumption and dilution of the City’s treated wastewater. Throughout North America there is a growing interest in constructed wetlands, both as relatively inexpensive, low-maintenance systems for removing nutrients from wastewater, and as a means of using municipal wastewater to enhance wildlife habitat and create public use opportunities. Because wetlands appear to have good potential as a component in the overall management of scarce water resources, the Bureau of Reclamation (Reclamation) has undertaken several cooperative research and demonstration projects to evaluate their effectiveness in a variety of local environments.

Concerns have been raised over the potential impacts of the Animas/LaPlata project and the regulation of Navajo Dam. Flow depletions in the San Juan River may adversely affect the remnant population of the native fish, particularly the endangered Colorado squawfish and the razorback sucker. A multiyear research program is currently being conducted on the San Juan River as a result of a Jeopardy Opinion delivered by the U.S. Fish and Wildlife Service on Animas/LaPlata and the subsequent Reasonable and Prudent Alternative that was accepted. oysters have been harvested from Virginia waters as long as humans have i):'lhabited the area. Depletion of natural stocks in the late 1880's led to the establishment of regulations by public fisheries agencies. A survey of bottom areas in which oysters grew naturally was completed in 1896 under the direction of Lt. Baylor, USN. These areas (over 243,000 acres) were set aside by legislative action for public use and have come to be known as the Baylor survey Grounds or Public oyster Grounds of Virginia, and are presently administered by the Virginia Marine Resources commission (VMRC). Thermal decomposition experiments on dichloromethane in absence and presence of added O2 and/or 4 and in argon bath gas were conducted in a tubular flow reactor. The thermal reactions were studied at 1 atmosphere pressure with residence times of 0.3 - 2.0 seconds in the temperature range from 680 to 840 °C.
The degradation of dichloromethane and the decomposition product distributions were studied in both oxidative and pyrolytic reaction environments. The slowest decay of dichloromethane occurred when CH4 was present and 02 was absent. The concentration of all products, (except HCl, CO, and CO2 in the oxidation), …

In this study, immobilized activated sludge from a municipal wastewater aerobic treatment plant has been evaluated as a potential biosorbent for the removal of heavy metals from liquid waste streams. The method of immobilization consists of entrapment of the microorganisms in calcium alginate beads.
The affinity of immobilized activated sludge to cadmium, lead, chromium and copper has been evaluated under well defined laboratory conditions.

Pentachlorophenol(PCP) has long been used as a preservative in the wood industry. The disposal of the used treated wood poles in landfill is of an environmental concern.
The study presented in this paper was designed to determine the leaching of pentachlorophenol from treated aged wood. An analytical method for HPLC determination of PCP was developed and validated to perform the analysis of pentachlorophenol in samples of the oringinal wood and leaching solutions.
