Rising angler interest in walleye Stizostedion vitreum, a general decline in natural recruitment in some waters, and increasing demands for stocking have produced a need to evaluate stocking strategies. Such evaluations were the subject of the Walleye Stocks and Stocking Symposium summarized herein. Among walleye stocking evaluations reported in the symposium, 32% of fry stockings, 32% of small-fingerling stockings, and 50% of advanced-fingerling stockings were considered successful. Further improvement in stocking success requires research into the factors that affect survival. Matching stocking times and places to appropriate food resources appears to be a key element in successful introductions of …

This paper examines the subject of the international regulation of the maritime transport of hazardous cargo. For the scope of this paper, hazardous cargo includes all that material which is carried by vessels for market and as waste with the exception of oil. The study examines the trend of the regulatory process by reviewing the development of concern, international agreements, codes and the International Maritime Organization. It also provides a broad overview of international regulations governing the marine transportation of hazardous cargo and the prevention of pollution by hazardous cargo of the marine environment.

Browning Beach is situated on the south shore of Rhode Island just to the west of Matunick. Midway along the barrier beach connecting Green Hill Point and Matunick Point is a narrow strand separating Card's Pond from Block Island Sound. Five homes were built along this section of the barrier beach in the early 1930's. At that time, the homes were situated near the back property lines. Aerial photographs indicate the primary dune system was well established and densely vegetated. The Massachusetts Chapter 91 Waterways Program is a licensing program through which the Commonwealth carries out its responsibilities under the Public Trust Doctrine. It was unclear when this study was undertaken whether public participation in the program development process resulted in a different program than the draft program the state originally proposed in 1986. This qualitative case study was developed based on hundreds of pages of letters, comments and testimony from the public, press clippings and interviews. The primary finding is that public participation, particularly from so-called special interest groups, resulted in a final program which was significantly different from …

Global temperatures are expected to increase as a result of the so-called "greenhouse" effect, causing concern among scientists who fear that the sea level may rise as much as three meters by 2100. Using mid-range seal-level-rise scenarios of 1.5 and 2 meters potential socioeconomic impacts on coastal Bangladesh are discussed. Mitigation banking has been used as a means of facilitating the permit process by removing the negotiation of appropriate mitigation for development from the confines of the permit process. A developer with frequent needs to mitigate for losses associated with Section 404 and Section 10 requirements may, using a mitigation bank, consolidate mitigation and in so doing, potentially reduce mitigation costs. This thesis addresses the potential application of sea-surface temperature (SST) data to economic resource markets. It considers the revolution in technology and the accessibility of timely, accurate SST observations for resource markets. Specifically, it addresses issues related to pelagic fisheries and the fish meal industry. The thesis presents a discussion and overview of the upwelling ecosystem of Peru and the Peruvian anchovy (Engraulis ringens) including quantitative analysis and forecasts for the fishery and fish meal prices. The impact of privately owned sewage treatment plants, a viable alternative to on-site septic systems, is examined in regards to future land-use patterns. It was hypothesized that the use of these facilities would lead to a greater loss of open space, in the coastal City of Gloucester, Massachusetts, than if only conventional on-site septic systems were to be permitted. Constraints to development such as zoning, wetlands, soil characteristics, parcel size, and economic viability were applied to undeveloped property in Gloucester. The armed conflict between Argentina and Britain over the Falkland Islands (Islas Malvinas) early in 1982, resulted in a confusing partition of the maritime area around these islands. The military strategies and policies developed by both countries during and after the war created an unclear situation regarding limits and jurisdictions, thus delaying managerial actions and regulation enforcement over the fishing resources of the area. Several foreign fishing fleets operating in the region at the time, took advantage of the lack of protective legislation and recognized authority, resulting in overfishing of species such as squid and hake. The Rhode Island Marine Debris Pilot Project was initiated in Newport, R.I. during the summer of 1991. The objective of the project was to decrease recreational boaters' contribution to marine debris. Two methods were used to achieve this goal. First, trash and recycling disposal facilities were increased around the harbor. Secondly, educational literature on the environmental consequences of marine debris, and the law that applies to overboard disposal, were distributed throughout the local marine community. Between 26 April and 2 May 1992, students in a utah state university aquatic ecology class visited Lake Powell to do a study of trophic gradients of the reservoir. The main axis of the reservoir was surveyed, as well as less detailed analyses of Moki and Escalante Canyons. The work was conducted in collaboration with personnel from the u.s. Bureau of Reclamation headed by Bill Vernieu, and from the u.s. Geological Survey (Dick Marzolf). Some of their data appear in the physical-chemical section of this report.

Young-of-the-year Bear Lake sculpin Cottus extensus feed throughout the day on benthic invertebrates and cease feeding at night when they migrate to the metalimnion. We investigated their reliance on vision by conducting feeding trials at different light levels in the laboratory. Feeding rate reached a maximum at intermediate light levels (near 10^16 photons sm^–2 ss^–1; approximately 1 lux) but decreased as light intensity increased beyond this range. At this maximum rate, the fish fed nine times faster than they were able to feed in the dark, showing that young Bear Lake sculpin rely heavily upon vision to feed. The light …

This report outlines long-term planning and monitoring activities that occurred in 1991 and 1992 in the Stanley Basin Lakes of the upper Salmon River, Idaho for the purpose of sockeye salmon (Oncorhynchus nerka) recovery. Limnological monitoring and experimental sampling protocol, designed to establish a limnological baseline and to evaluate sockeye salmon production capability of the lakes, are present:ed. Also presented are recommended passage improvements for current fish passage barriers/impediments on migratory routes to the lakes. We initiated O. Although most populations of lake trout Salvelinus namaycush spawn over rocky shoals, use of these substrates by lake trout has not yet been found in Lake Tahoe. Large cobble substrate exists at depths less than 20 m, and steep, fractured, rocky substrate can be found in isolated areas from the surface down to at least 100 m, but no evidence of spawning activity in these areas has been found. Instead, at least a portion of the population spawns on deepwater mounds (40–60 m deep) over beds of the macrophyte Chara delicatula. This is the first known report of lake trout …

Drastic reductions in NO3- leaching have been observed after harvesting of mature red alder (Alnus rubra Bong.) stands. Our objective was to examine whether these reduction were linked to changes in soil N dynamics. Adjacent alder and Douglas fir [Pseudotsuga menziessii (Mirbel.) Franco] stands on young glacial soils (Alderwood; a loamy-skeletal, mixed, mesic, ortstein Aquic Haplorthod) in western Washington were harvested and replanted with either alder or Douglas fir seedlings; reference plots were established in nearby undisturbed stands. Three years after site conversion, when NO3- leaching declined most drastically in the harvested alder plots, net N mineralization and net nitrification …

One set of hypotheses offered to explain the decline of red spruce (Picea rubens Sarg.) in eastern North America focuses on the effect of acidic deposition on soil chemistry changes that may affect nutrient availability and root function. Long-term soils data suggest that soil acidification has occurred in some spruce stands over the past 50 yr, with plant uptake and cation leaching both contributing to the loss of cations. Studies of tree ring chemistry also have indicated changes in Ca/Al and Mg/Al ratios in red spruce wood, suggesting increases in the ionic strength of soil solution.
