In this paper we study the expressiveness of local queries. By locality we mean — informally — that in order to check if a tuple belongs to the result of a query, one only has to look at a certain predetermined portion of the input. Examples include all relational calculus queries. We start by proving a general result describing outputs of local queries. This result leads to many easy inexpressibility proofs for local queries. We then consider a closely related property, namely, the bounded degree property. It describes the outputs of local queries on structures that locally look “simple.” Every …

A survey of recreational boat-based and shore-based fishing in the Leschenault Estuary was conducted between January 1998 and December 1998. The survey estimated the total annual boat-based recreational fishing effort as 33,392 fisher days, with 86% of this effort targeting blue swimmer crabs. The total annual shore-based recreational fishing effort was estimated to be 5,610 fisher days, with 88% of this effort targeting blue swimmer crabs.

The recreational blue swimmer crab catch from the Leschenault Estuary is substantial and exceeds the reported commercial catch. The estimated total recreational catch of blue swimmer crabs was 219,000 crabs or 45.7 tonnes. This …

Alternative futures analysis is a scenario-based approach to regional land planning that attempts to synthesize existing scientific information in a format useful to community decision makers. Typically, this approach attempts to investigate the impacts of several alternative sets of choices preferred by representative stakeholder groups relative to selected environmental or economical endpoints. Potential impacts from each of the scenarios are compared to current conditions of the region in terms of a set of processes that are modeled within a geographic information system. Pain and distress caused by specific research models and techniques raise serious concerns for those in the animal welfare community as well as in the scientific community. Yet good estimates of how much animal pain and/or animal distress is caused by particular techniques or methods are not yet available. The HSUS has compiled a preliminary list of research models and techniques that cause pain and distress. Analyses by the USDA and HSUS indicate that the majority of the animals reported in Column E are used in various testing procedures, with vaccine testing prominent among them. For unknown reasons horses went extinct on the North American continent approximately ten thousand years ago and were subsequently reintroduced by Spanish settlers in the 1400's. As European settlers moved westward, horses were perceived as competition for grasslands and their numbers were curtailed. Wild horses were granted Federal protection in 1959 with the passage of the 'Wild Horse Annie' law and further protected with the passage of the Wild, Free-Roaming Horse and Burro Act of 1971. Through the Department of the Interior, the Bureau of Land Management was charged with management of wild horses on public lands. Physical searches of …

This thesis is a case study of the redevelopment project of the former Armory site in Las Vegas, Nevada, a United States Environmental Protection Agency Brownfield Pilot Project. This investigation uses benefit-cost analysis to determine whether the project is economically feasible. This examination includes a description of the Brownfield program, a description of the site, selection criteria, and the proposed future use of it. The results show that the benefits exceed the costs.

For most of the past 20 years, the environmental industry has been a very significant one, both in Massachusetts and across the country. Some have placed it alongside the electronics, computer hardware, software, biotechnology, fiber optics, and composite materials industries as part of the high-technology sector that has diversified and strengthened the state’s economy. Nationally, environmental industry employment exceeded that of several major manufacturing industries, including chemicals, paper, and aerospace.

Wavelength modulation spectroscopy was employed to investigate water vapor absorption lines in the 1.462 µm wavelength region using an external-cavity diode laser. These measurements were necessary in the development of a lidar (light detection and ranging) instrument for differential absorption measurement of the concentration and movement of water vapor in the Earth's atmosphere. Differential absorption measurements require that the laser frequency remain stable throughout the duration of the measurement. To ensure this stability, the laser output wavelength is monitored and a feedback control loop set up to minimize laser line drift. Three lines were investigated in the 1.462 µm region. …

The remote observations of the temporal and spectral characteristics of the infrared (IR) emissions from exploding ordnance have been correlated with explosion conditions. A Bomem MR-154 Fourier Transform Interferometer with two detectors, InSb and HgCdTe, and a 75 mrad telescope was used to record spectra in the 1.3 - 20 µm range. Data was collected at spectral resolutions of 16 cm^-1 and 4 cm^-1 and temporal resolutions of 0.045 s and 0.123 s respectively. Two field tests were conducted: (1) a set of dynamic drop explosions and (2) a series of static detonations. In most events, the temporal …

The process of cataloging and classifying library materials was one of the first activities transformed by information technology. The introduction of the MARC format in the 1960s and the creation of national bibliographic utilities in the 1970s had a lasting impact on cataloging. The concept of jumping emerging patterns (JEPs) has been proposed to describe those discriminating features which only occur in the positive training instances but do not occur in the negative class at all; JEPs have been used to construct classifiers which generally provide better accuracy than the state-of-the-art classifiers such as C4.5. The algorithms for maintaining the space of jumping emerging patterns (JEP space) are presented in this paper. We prove that JEP spaces satisfy the property of convexity. More than a decade ago Schmidt (1989) called for consideration of animal welfare to become a "firstorder" decision rule in wildlife management concerns, including animal damage control. Although there has been movement in that direction, this clearly has not yet come to pass. This paper takes a brief look at the interests we call animal damage management, animal welfare and protection, animal rights, and environmentalism in order to speculate about their shared concerns and the uncertain future before them. A newly discovered approach to extending General Systems Theory as defined by George Klir through a set of Special Systems is described. General Systems Theory is distinguished from the theory of Meta-systems. Then, a hinge of three special systems is identified between systems and meta-systems. These special systems are defined by algebraic analogies. Anomalous physical phenomena are specified that exemplify the structures defined by the algebraic analogies. The extraordinary efficacious properties of these special systems are explained. These include ultra-efficiency and ultra-effectiveness.
