Maine Policy Review
Water is essential both to human survival and to the ecosystems on which people depend. Although Maine is blessed with abundant water sources, managing them is crucial for both short and long-term uses. The authors describe the varying time and spatial scales involved in managing water resources, pointing out that policy decisions made at one time can have far-reaching consequences. They provide illustrations of water-resource projects from Maine’s Sustainability Solutions Initiative, ranging in size from Sebago Laketo vernal pools on individual properties.

Teams at the University of Maine Presque Isle and the University of Maine at Forth Kent are engaged in evaluating the potential for forest and grass biomass energy in Aroostook County, funded through Maine’s Sustainability Solutions Initiative. The article discusses how this potential is being evaluated and the possible ways in which expanding grass and wood biomass might benefit farmers and residents of The County. It suggests that using some of Maine’s farmland for fuel might be sustainable with appropriate management and with consideration for potential environmental and socioeconomic drawbacks

Maine is facing challenges in terms of its workforce: education levels lag behind those in the other New England states; population growth is slow; and the economy is undergoing a change that has shifted from manufacturing to more knowledge-based jobs. Catherine Renault, Linda Silka and Jake Ward discuss these challenges, looking at what employers want in their employees and at the kinds of jobs the state is likely to see in the future. In this interview, Robert Kates discusses the challenges of sustainability science in moving from what scientists know to actions that can provide solutions to pressing environmental and development problems. Kates notes that sustainability science has the dual mission of addressing core scientific and intellectual questions, while at the same time addressing development in particular places. He suggests that one of the key questions is how to address long-term trends and transition to a “better synthesis between environment and society.”

The authors give an overview of how research carried out through Maine’s Sustainabilty Solutions Initiative (SSI) improves traditional models of science by providing a fuller picture of the interaction between social and ecological systems. They provide examples of university-community research partnerships, where there is a continuous communication and feedback process that identifies problems and develops projects with a solutions-oriented focus. SSI projects, they argue, “focus on issues that may make lasting improvements to Maine’s quality of place.”

The authors discuss how Maine’s Sustainability Solutions Initiative (SSI) can contribute to economic development in the state. SSI research is covering five of the seven targeted technology areas identified in recent reports as being important for economic development in the state (forestry and agriculture, environmental, information, composites, marine and aquaculture). The authors note how the broad scope of research carried out through SSI provides opportunities to catalyze new commercial opportunities. As important, SSI is providing many students with a unique learning environment that will prepare them for the new knowledge-based economy.

Each year, the Margaret Chase Smith Library sponsors an essay contest for Maine high school seniors. The focus of the 2011 contest was environmental protection. The essay prompt quoted a 1972 statement from Sen. Smith: “We must recognize that we’re not going to eliminate pollution overnight. It’s going to be a hard, long fight. It’s going to take a long time and a lot of sacrifice on the part of each one of us.” By happy coincidence, the essay contest topic fits perfectly with the subject matter of this special issue of Maine Policy Review on sustainability. My dissertation develops and analyzes ecological economic models to study the complex dynamics of an ecological economic system (EES) and investigate various conditions and measures which can sustain a developing economy over the long term in view of resilience and sustainability. Because of the intrinsic complexity of the system, I take a systems approach, using economics as the foundation for the basic structure of an ecological economic model, and system dynamics as the method to build and analyze such a complex ecological economic model. Ecological Literacy, Nutrition Knowledge, And Dietary Practices Among Students At University At Albany, Elaine Hills

University students (N=1,924) at a large public university were surveyed to measure their nutrition knowledge, dietary practices, and ecological literacy. A quantitative measure of ecological literacy was developed for this purpose, reflecting familiarity with nature, awareness of one's personal impact on local and global ecologies, and personal lifestyle choices that demonstrate civic responsibility for the natural environment. The association between nutrition knowledge and dietary practices was compared to the association between ecological literacy and dietary practices. Oxy-reforming is emerging as an interesting alternative to conventional methods of hydrogen generation. The current article characterises this process through analysis of individual reactions: SMR (steam methane reforming), WGS (water gas shift) and CPO (catalytic partial oxidation). Analyses relate to optimisation of thermal conditions thus enabling cost-effectivenes of the process.

The largest source of carbon dioxide emissions globally is the combustion of fossil fuels (coal, oil and natural gas) in power plants, automobiles, industrial facilities and other sources. Generating electricity is the single largest source of carbon dioxide emissions, representing 41% of all emissions. Since 2007 the United States has been more actively considering nuclear power as an option for developing energy. This chapter opens by examining whether the research and development of molecular solar fuels will be characterized in future by its promotion of fundamental societal virtues such as equality and environmental sustainability. As a thought experiment, it presents a vision of some important elements of such a future world—one where energy is primarily not only a matter of global artificial photosynthesis (GAP), but of such virtues. Environmental and public health-focused sciences are increasingly characterised as constituting an emerging discipline—planetary medicine. From a governance perspective, the ethical components of that discipline may usefully be viewed as bestowing upon our ailing natural environment the symbolic moral status of a patient. International collaboration on nanotechnology governance has so far paid little attention to security implications of regulating the use of nanotechnology. For example, the Coalition of Non-Governmental Organizations (initiated by the International Centre for Technological Assessment) developed 'Principles for the Oversight of Nanotechnologies and Nanomaterials' to provide a set of ethical standards for nanotechnology research and development (Kimbrell, 2009). Similar initiatives are observed at the national level, as has been seen in the Swiss Retailers Association Code of Conduct and the UK's Responsible NanoCode (Bowman and Hodge, 2009, pp.149-152). Economic analyses conducted by the West Michigan Wind Assessment indicate that wind energy development could generate economic benefits and new employment in West Michigan; however, much of the economic activity occurs during construction and the local benefits depend on how many turbine parts are manufactured locally. As the wind industry grows in Michigan, a higher portion of the spending to construct new wind facilities could remain in the state.

West Michigan Wind Assessment Issue Brief #6 The economic costs of wind energy development were estimated in compared to costs of coal and natural gas. Excluding subsidies, but including external costs, we found that wind has a lower total cost ($/MWh) than coal, but slightly higher than natural gas.

Since 2006, there has been ongoing research into the correlation of a set of oscillating mood factors and socioeconomic, geopolitical, and natural events with the goal of forecasting increased risks of destabilizing events. While promising results have been forthcoming, it has been difficult to present models that allowed those outside a small circle of specialists to participate. Between July 2007 and June 2010, weekly social mood projections, as published in monthly issues of MoodCompass, were used to develop a model to convert four oscillating mood factors into stock market expectations. In recent years interest in reducing energy consumption at the building levels has been increasing, especially in the higher education sector. Many examples exist of higher education institutions reducing their environmental impact through energy consumption reductions, however the majority of these are anecdotal examples and it is difficult to replicate these initiatives at other institutions, either due to resource constraints, financial constraints, or a lack of reproducible methodology. Biosphere reserves are protected areas which are internationally recognized within the United Nations Educational, Scientific and Cultural Organisation’s Man and the Biosphere Programme for promoting and establishing a balanced relationship between people and nature. Biosphere reserve management is guided by principles of biodiversity conservation; sustainable development; local, national and international partnership and support; local capacity-building; research and monitoring and co-operative management that is multidisciplinary, multi-stakeholder and locally-based. The research evaluated the feasibility of implementing the biosphere reserve concept in the Maltese Islands.
