On 22 June 2005 the Senate of the Commonwealth of Australia voted to establish an inquiry into workplace harm related to toxic dust and emerging technologies (including nanoparticles). The inquiry became known as the "White" Inquiry after Mr Richard White, a financially uncompensated sufferer of industrial sandblasting-induced lung disease who was instrumental in its establishment. The "White" Inquiry delivered its final report and recommendations on 31 May 2006. This paper examines whether these recommendations and their implementation may provide a unique opportunity not only to modernize relevant monitoring standards and processes, but related compensation systems for disease associated with workplace-related …

Visible emission from Rb optical pumping cells was characterized under a range of conditions relevant to the production of laserpolarized xenon (including temperature, partial pressures, and D1-resonant 795 nm laser power). Bright 421 nm (6P --> 5S) emission was consistent with energy-pooling processes of the type: Rb*(5P1/2) + Rb*(5P1/2,3/2) --> Rb*(6P1/2,3/2) + Rb(5S1/2), with processes transiting through 5D states likely contributing at higher temperatures/lower N2 partial pressures. Under such conditions a number of Rb lines may be observed, indicating population of Rb states to P9D (~31822 cm^-1). Such energies exceed those required for efficient production of laser-induced plasma.

This article presents and analyzes algorithms that systematically generate random Bayesian networks of varying difficulty levels, with respect to inference using tree clustering. The results are relevant to research on efficient Bayesian network inference, such as computing a most probable explanation or belief updating, since they allow controlled experimentation to determine the impact of improvements to inference algorithms. The results are also relevant to research on machine learning of Bayesian networks, since they support controlled generation of a large number of data sets at a given difficulty level. Electronic structure and intramolecular exchange constants are calculated for three cyanide-bridged molecular magnets, Tp#1;FeIII#1;CN3MII#1;DMF4#4;2#1;OTf2 ·2DMF #1;MII=Mn,Co,Ni #1;abbreviated as Fe2Mn2, Fe2Co2, and Fe2Ni2 that have been recently synthesized, within a generalized-gradient approximation in spin-polarized density-functional theory #1;DFT. Here Tp#1;=C3#1;CH32HN2#4;3BH, OTf =O3SCF3, and DMF=HCON#1;CH32. Due to strong ligand fields present in the Tp#1;FeIII#1;CN3#4; − units, the Fe3+ ions exhibit a low ground-state spin of S=1/2. Our calculations show that the metal ions in the Fe2Mn2 molecule interact antiferromagnetically via cyanide ligands, while those in the Fe2Co2 and Fe2Ni2 molecule interact ferromagnetically. Signal regression and image regression, in which the outcomes are scalars and the predictors are one-dimensional signals or multidimensional images, are of interest in many scientific fields. The principal statistical challenge is how to reduce the dimension of the predictors in what would otherwise be a severely ill-posed problem. A liquid-crystal optical phased-array technology that uses stressed liquid crystals provides a new type of tip-tilt wavefront corrector. It demonstrates a very fast time response (10 kHz) and high beam-steering efficiency (similar to 91%). The new technology presented here will allow for a nonmechanical, high-speed correction with simple device construction.

The spatial resolution of microbathymetry maps created using robotic vehicles such as ROVs, AUVs and manned submersibles in the deep ocean is currently limited by the accuracy of the vehicle navigation data. Errors in the vehicle position estimate commonly exceed the ranging errors of the acoustic mapping sensor itself, which creates inconsistency in the map making process and produces artifacts that lower resolution and distort map integrity. We present a methodology for producing self-consistent maps and improving vehicle position estimation by exploiting accurate local navigation and utilizing terrain relative measurements. Electrochemical detection in capillary electrophoresis requires decoupling the voltage applied to the working electrode from the separation voltage applied across the capillary. End-capillary electrochemical detection achieves this by placing the electrode just outside the ground end of the separation capillary. Obtaining adequate signal-to-noise in this arrangement requires using small inner diameter capillaries. Decreasing the inner diameter of the separation capillary, however, increases the difficulty of aligning the microelectrode with the open end of the capillary. Using scanning electrochemical microscopy (SECM), the position of the capillary opening is determined while electroactive material is continuously emerging from the end of the capillary. …

Little is known about user behavior toward what we call preventive computer technologies that have become increasingly important in the networked economy and society to secure data and systems from viruses, unauthorized access, disruptions, spyware, and similar harmful technologies. We present the results of a study of user behavior toward preventive technologies based on the frameworks of theory of planned behavior in the context of anti-spyware technologies. We find that the user awareness of the issues and threats from harmful technologies is a strong predictor of user behavioral intention toward the use of preventive technologies. Numerical simulations of large aspect ratio, three-dimensional rotating Rayleigh-Bénard convection for no-slip boundary conditions have been performed in both cylinders and periodic boxes. We have focused near the threshold for the supercritical bifurcation from the conducting state to a convecting state exhibiting domain chaos. A detailed analysis of these simulations has been carried out and is compared with experimental results, as well as predictions from multiple scale perturbation theory. We find that the time scaling law agrees with the theoretical prediction, which is in contradiction to experimental results. We also have looked at the scaling of defect lengths and defect …

We propose a new reflective liquid-crystal diffraction grating design attained by combining the use of a polymer wall to reduce the detrimental effect of the fringing electric field in a high-resolution grating and a quarterwave plate to make the device polarization independent.
