Final Environmental Impact Statements (ID)

This Final Environmental Impact Statement documents the analysis of seven alternatives, which were developed for possible management of the 1.8 million acres administered by the Targhee National Forest in Idaho and Wyoming. Alternatives developed in detail are identified as 1, 2, 3, 3M, 4, 5 and 6. Alternative 3-M is the Forest Service's Selected Alternative. This FEIS has been prepared following public review periods for the DEIS and Proposed Revised Land and Resource Management Plan, during which approximately 12, 000 comments were received from 2,300 individuals or organizations.

On September 18, 1996, President Clinton designated about 1.7 million acres of federal land in southern Utah as the Grand Staircase-Escalante National Monument. The monument, which covers an area larger than the State of Delaware, is administered by the Department of the Interior's Bureau of Land Management (ELM). Within this land area, mineral leases, grazing allotments, and other land-use authorizations remain valid despite the area's designation as a national monument. In 1982, a federal coal lease was issued for approximately 60% of the federal coal lands located in the Carbon Basin. Because this lease was still in effect at the time the current BLM land use plan (the Great Divide Resource Area Resource Management Plan-RMP-1990) covering the Carbon Basin area was prepared, it was exempt from the coal screening/planning requirements. However, development of this lease was never pursued and the lease expired in 1992. Also at the time the Great Divide RMP was prepared, there was no other interest expressed by industry in obtaining federal coal leases in the area. …

The Greybull Valley Irrigation District proposes to construct an off-channel dam and reservoir to supply irrigation water to farmers in the lower Greybull River Valley. Three alternatives were evaluated: the proposal (Lower Roach Gulch Reservoir), the Blackstone Gulch Reservoir and the No Action Alternative. The Environmental Impact Statement discloses potential environmental impacts from implementation of the alternatives. The Draft Environmental Impact Statement (DEIS) was made available to the public in January, 1997 with a 60 day comment period ending on March 18, 1997.

A model for photothermal lens signal generation in a cylindrical sample cell under constant irradiance excitation is described and tested. The model is developed with and without the assumption that the sample cell does not change temperature over the irradiation time. In both cases, the photothermal lens is predicted to be parabolic in form with a strength that is independent of sample cell radius. The predicted irradiance independence suggests that incoherent illumination can be used to perform photothermal lens spectroscopy in low-volume cells. Diffraction Effects In Single‐ And Two‐Laser Photothermal Lens Spectroscopy, Stephen E. Bialkowski, Agnes Chartier

A simple method for calculating the effects of optical geometry on photothermal lens signals is shown. This method is based on calculating cumulative electric-field phase shifts produced by a series of Gaussian refractive-index perturbations produced by the photothermal effect. Theoretical results are found for both pulsed-laser and continuous Gaussian laser excitation sources and both single- and two-laser apparatuses commonly employed in photothermal lens spectroscopy. The effects of apparatus geometry on the resulting signal are shown. Analytical time-dependent signal results are found for small signals. Analytical pump–probe focus geometry results allow direct optimization for certain conditions. The calculations indicate that the …

Hill Air Force Base (AFB), UT, is responsible for the operation and maintenance of the Utah Test and Training Range (UTTR). The range contains waste-water treatment and disposal facilities that consist of two infiltration ponds operated in parallel, followed by an emergency overflow basin that safeguards against unexpectedly high flow rates. A previous evaluation concluded that the existing facilities should be replaced, at a relatively high cost and with no possibility for beneficial water reuse. The U.S. Army Construction Engineering Research Laboratories (USACERL) was requested to further evaluate the system and to identify cost-effective, feasible alternatives. Investigators collected water, bottom-sediment, soil, and biological samples at more than 50 sites in the San Juan River area during 1993-94. Sample sites included (1) sites located within Department of the Interior irrigation project service areas, or areas that receive drainage from irrigation projects; (2) reference sites for comparison with irrigation project sites; and (3) sites located within the reach of the San Juan River from Navajo Dam to 10 miles downstream from the dam.
