Three population monitoring methods were evaluated in support of a trap/vaccinate/release program for controlling a bat variant of rabies virus in skunks (Mephitis mephitis) in Flagstaff, Arizona (USA). Skunks were the primary species targeted for population monitoring during the program, but feral cats were also monitored as they represented an abundant secondary vector species capable of rabies transmission. Skunks were vaccinated and released, except for a subset tested for rabies. All captured cats were placed in the local animal shelter. Spotlight surveys essentially did not detect skunks, and were not able to detect reductions in the cat population. …

he National Wildlife Research Center (NWRC) functions as the research arm of the Wildlife Services (WS) program, an agency of the U.S. Department of Agriculture, Animal and Plant Health Inspection Service. Located on the Foothills campus of Colorado State University, WS-NWRC helps WS manage wildlife conflicts by providing scientific information on damage or threats to human health and safety, and by developing new tools and management techniques. WS-NWRC research activities emphasize economically, environmentally and socially acceptable methods that reduce or stop wildlife damage effectively without risk to humans, wildlife or the natural environment.

Browsing elk often splinter woody stems. During the spring, the stems may be stripped of bark below where they break the stem. Deer damage inflicted on seedlings is similar to elk damage. Frame-of-reference interaction consists of a unified set of 3D interaction techniques for exploratory navigation of large virtual spaces in nonimmersive environments. It is based on a conceptual framework that considers navigation from a cognitive perspective, as a way of facilitating changes in user attention from one reference frame to another, rather than from the mechanical perspective of moving a camera between different points of interest. All of our techniques link multiple frames of reference in some meaningful way. During the summer of 2000 the Nebraska Game and Parks Commission (NGPC) undertook a vascular plant survey of the Winnebago and Omaha Indian reservations in northeast Nebraska. All funding for the project was provided by the NGPC. The primary objective of the project was to identify all native and exotic plant species growing on the reservations and to identify traditional uses of these plants by the Winnebago, Omaha and HoChunk people. What Is A Reasonable Attorney Fee? An Empirical Study Of Class Action Settlements, Theodore Eisenberg, Geoffrey P. Miller

Determining an appropriate fee is a difficult task facing trial court judges in class action litigation. But courts rarely rely on empirical research to assess a fee’s reasonableness, due, at least in part, to the relative paucity of available information. Existing empirical studies of attorney fees in class action cases are limited in scope, and generally do not control for important variables. To help fill this gap, we analyzed data from all state and federal class actions with reported fee decisions from 1993 to 2002 in which the fee and class recovery could be determined with reasonable confidence.

In this paper, a novel approach for automatic matching, ranking and retrieval of video clips is proposed. Motivated by the maximal and optimal matching theories in graph analysis, a new similarity measure of video clips is defined based on the representation and modeling of bipartite graph. Four different factors: visual similarity, granularity, interference and temporal order of shots are taken into consideration for similarity ranking. These factors are progressively analyzed in the proposed approach. Maximal matching utilizes the granularity factor to efficiently filter false matches, while optimal matching takes into account the visual, granularity and interference factors for similarity measure. …

In this paper, a new two-phase scheme for video similarity detection is proposed. For each video sequence, we extract two kinds of signatures with different granularities: coarse and fine. Coarse signature is based on the Pyramid Density Histogram (PDH) technique and fine signature is based on the Nearest Feature Trajectory (NFT) technique. In the first phase, most of unrelated video data are filtered out with respect to the similarity measure of the coarse signature. In the second phase, the query video example is compared with the results of the first phase according to the similarity measure of the fine signature. …

Presently, most tabu search designers devise their applications without considering the potential of design and code reuse, which consequently prolong the development of subsequent applications. In this paper, we propose a software solution known as Tabu Search Framework (TSF), which is a generic C++ software framework for tabu search implementation. The framework excels in code recycling through the use of a welldesigned set of generic abstract classes that clearly define their collaborative roles in the algorithm. This paper considers several variations of an optimization problem with potential applications in such areas as biomolecular sequence analysis and image processing. Given a sequence of items, each with a weight and a length, the goal is to find a subsequence of consecutive items of optimal value, where value is either total weight or total weight divided by total length. There may also be a specified lower and/or upper bound on the acceptable length of subsequences. Observation Of And Model For Nonlinear Mode Conversion In A Non-Neutral Plasma, Grant W. Hart, Bryan G. Peterson, Ross L. Spencer

The nonlinear interaction of the two lowest Trivelpiece-Gould modes in a non-neutral plasma has been observed. Because of coupling in the nonlinear terms of the continuity and momentum equations, the two modes can exchange energy and convert one to the other. This can be modeled using the cold fluid equations and the averaging method. Experimentally, this process always stops with the lower frequency mode dominating the final state. Numerical integration of the model suggests that this occurs because the higher frequency mode is more strongly damped than the lower frequency mode.

Sprawl is neither the ordained nor the inevitable outcome upon the New England landscape. A coordinated response to sprawl by the public and private sectors is possible, and could dramatically improve land use patterns and reduce the cost of local government. For the New England states, such a response would include, among other elements, legislation to eliminate existing gaps in the land use laws of each state – gaps that presently encourage or sanction sprawling development. Holocene Slip Rate Of The Wasatch Fault Zone, Utah, From Geodetic Data: Earthquake Cycle Effects, Rocco Malservisi, Timothy H. Dixon, Peter C. Lafemina, Kevin P. Furlong

GPS data define a broad zone of present day deformation in the eastern Basin and Range province, western US. Using finite element models with elastic upper crust over viscoelastic lower crust/upper mantle and incorporating earthquake cycle effects, we show that these data are consistent with a model whereby most contemporary fault slip is focused on the Wasatch fault zone. Modeled rates of horizontal extension are 3.0–4.5 mm/yr, in agreement with Holocene geologic data. This report describes the soils, hydrology, natural vegetation and farming systems of the East Mortlock catchment and provides information on the threats to agriculture, infrastructure and natural resources caused by land degradation. East Mortlock covers over 800,000 hectares in the central wheatbelt. Rapid Catchment Appraisal aims to document salinity risk and management options by addressing all threats to the natural resource base, rather than isolating salinity as a separate issue.

Using Reconstructability Analysis To Select Input Variables For Artificial Neural Networks, Stephen Shervais, Martin Zwick

We demonstrate the use of Reconstructability Analysis to reduce the number of input variables for a neural network. Using the heart disease dataset we reduce the number of independent variables from 13 to two, while providing results that are statistically indistinguishable from those of NNs using the full variable set. We also demonstrate that rule lookup tables obtained directly from the data for the RA models are almost as effective as NNs trained on model variables.

This study examines the variation in the distribution of the concentration of atrazine, a triazine herbicide used in Kentucky to control weeds primarily in corn fields. Atrazine is known to have carcinogenic properties and is an endocrine disruptor in aquatic species even at low concentrations. This paper presents a model of the dynamic behavior of the yellowtail rockfish of the Pacific Coast of the United States. The purpose of the model is to generate endogenously the historical data for fish population, fishing vessels, regulatory parameters, and fish harvest. The model was subjected to a variety of tests to determine its sensitivity to changes in key parameters and initial values, including extreme conditions. Model results indicate that acceptable biological catch and fleet capacity must be adjusted quickly in response to changing conditions, in order to improve fishery sustainability. The Timber Rattlesnake (Crotalus horridus) occurs in discontinuous populations throughout the eastern and central United States. The species exhibits high levels of polymorphism in morphological traits, especially in coloration and pattern. Previous studies recognized either distinct northern and southern subspecies or three regional morphs (northern, southern, and western), but conflicting data sets and limited geographic sampling of previous studies have left the relationships among those regional variants unclear.
