This chapter reviews the efforts of Russia and the United States to conclude agreements on the control or reduction of their inventories of nuclear warheads and military fissile materials. While some of the negotiations attempted to codify arms limitation and reduction measures, others were aimed at constraining the spread of fissile materials and technologies to the non-nuclear weapon states (NNWS). A number of the negotiations had elements of both arms control and non-proliferation.

The thermal and photochemical decomposition of aqueous solutions of nitrous acid and nitrite ion were studied, with a focus on the production and subsequent reaction of hydroxyl radicals. The production of these radicals in aqueous solution may be determined indirectly by disappearance of nitrous acid, or more directly by their interaction with a radical scavenger. Benzene was used to scavenge hydroxyl radical and the products of reactions with hydroxyl radical as well as nitrous acid were characterized. The roles of temperature and dissolved gases were also examined.

All three title compounds, prepared from bis(3,5-dimethyl-2- nitrophenyl)ditellurium, exhibit high degrees of intramolecular TeÐO coordination. Their TeÐO distances increase in the order C8H8BrNOTe < C8H8BrNO2Te < C8H8Br3NO2Te, with distances of 2.165 (3), 2.306 (1) and 2.423 (6) AÊ , respectively, indicating that C8H8BrNOTe may be more aptly described as 1-bromo-4,6-dimethyl-2,1,3-benzoxatellurazole.

Video events detection or recognition is one of important tasks in semantic understanding of video content. Sports game video should be considered as a rule-based sequential signal. Therefore, it is reasonable to model sports events using hidden Markov models. In this paper, we present a generic, scalable and multilayer framework based on HMMs, called SG-HMMs (sports game HMMs), for sports game event detection. At the bottom layer of this framework, event HMMs output basic hypotheses based on low-level features. An effective solution to model and apply planning domain knowledge for deliberation and action in probabilistic, agent-oriented control is presented. Specifically, the addition of a task structure planning component and supporting components to an agent-oriented architecture and agent implementation is described. For agent control in risky or uncertain environments, an approach and method of goal reduction to task plan sets and schedules of action is presented. Additionally, some issues related to component-wise, situation-dependent control of a task planning agent that schedules its tasks separately from planning them are motivated and discussed.

Well preserved nannofossil assemblages in upper Albian and lower Cenomanian hemipelagic sections from Ocean Drilling Program (ODP) Leg 171B preserve a record of the early history and adaptive radiation of the genus Eiffellithus. Seven distinct taxa are recognized and differentiated, with one previously named taxon (E. monechiae) emended and four new species described: E. praestigium, E. vonsalisiae, E. equibiramus, and E. parvus. Sample census data indicate that most species evolved, rose to dominance, and then rapidly declined to extinction, to be replaced by other members of the genus. The Navajo Sandstone of the American Southwest was deposited at approximately 190 Ma in a giant, subtropical dune field near the western margin of Pangea. From this unit, we report thick intervals of dune cross-strata that were churned by insects and trampled by reptiles. Although dunes continued to migrate freely, the distribution of trace fossils shows that plant life in wet interdune areas sustained high levels of animal activity on the dunes for many thousands of years. Six high-resolution climatic reconstructions, based on diatom analyses from lake sediment cores from the northern prairies of North America, show that shifts in drought conditions on decadal through multicentennial scales have prevailed in this region for at least the last two millennia. The predominant broad-scale pattern seen at all sites is a major shift in moisture regimes from wet to dry, or vice versa (depending on location), that occurred after a period of relative stability.
