Electronic rulemaking, or e-rulemaking, offers the potential to overcome some of the informational challenges associated with developing regulations. E-rulemaking refers to the use of digital technologies in the development and implementation of regulations. The use of these technologies may help streamline and improve regulatory management, such as by helping agency staff retrieve and analyze vast quantities of information from diverse sources. By taking better advantage of advances in digital technologies, agencies might also be able to increase the public's access to and involvement in rulemaking. Microscopic Analysis For Water Stressed By High Electric Fields In The Prebreakdown Regime, R. P. Joshi, J. Qian, K. H. Schoenbach, E. Schamiloglu

Analysis of the electrical double layer at the electrode-water interface for voltages close to the breakdown point has been carried out based on a static, Monte Carlo approach. It is shown that strong dipole realignment, ion-ion correlation, and finite-size effects can greatly modify the electric fields and local permittivity (hence, leading to optical structure) at the electrode interface. Dramatic enhancements of Schottky injection, providing a source for electronic controlled breakdown, are possible. It is also shown that large pressures associated with the Maxwell stress tensor would be created at the electrode boundaries. Our results depend on the ionic density, and …

The South Coast Regional Initiative Planning Team (SCRIPT) has divided the South Coast region of Western Australia into six sub-regions. The Esperance Sandplain and Mallee subregions encompass the Esperance agricultural district, which contains about 1.5 million hectares of agricultural land. This publication describes the groundwater trends, risk of shallow watertables, and technical feasibility of salinity management in the soil-landscape zones within the Esperance agricultural district.

Areal Distribution And Bulk Rock Density Variations Of The Welded İncesu Ignimbrite, Central Anatolia, Turkey, Ulrike Mues-Schumcher, Rolf Schumacher, Lothar Georg Viereck-Götte, Petra Lepetit

The 2.8 Ma İncesu ignimbrite is one of the most densely welded ignimbrites of the Cappadocian Volcanic Province. Estimates of areal extent and volume reveal at least 7,760 km^2 and 38 km^3 of erupted magma. The source area can be located beneath the northeastern flanks of the Erciyes Dağ-Koçdağ stratovolcano. Today, the ignimbrite typically forms relatively small plateaus or isolated remnants and caps on hill tops. Field characteristics of the deposit include a local dark-brown or black basal vitrophyre and horizontally zoned changes in colour which correspond to changes in modal composition. In previous studies, the stratigraphy of the Menderes Massif was divided into a Precambrian core and Mesozoic cover associations, the core consisting of gneissic granites and high-grade schists and the cover of mica schists and platform-type marbles. It has also been proposed that the two associations are separated by an unconformity although nowhere is this relation clearly observed. In this study, the Bafa and Kavaklıdere areas in the southern part of the massif have been examined. Geochemistry And Geochronology Of Orthogneisses In The Derbent (Alaşehir) Area, Eastern Part Of The Ödemiş-Kiraz Submassif, Menderes Massif: Pan-African Magmatic Activity, Ersi̇n Koralay, O. Özcan Dora, Fukun Chen, Muharrem Satir, Osman Candan

Turkish Journal of Earth Sciences

Pan-African basement rocks and the Palaeozoic cover series of the Menderes Massif are exposed around Derbent (Alaşehir) in the eastern part of the Ödemiş-Kiraz submassif. Garnet-mica schists of the Pan-African basement are intruded by the protoliths of orthogneisses and Triassic leucocratic orthogneisses. This study focuses on the geochronology and geochemistry of orthogneisses related to the Pan-African evolution of the Menderes Massif in latest Proterozoic time. Geochemical data suggest that the orthogneisses were derived from S-type, peraluminous, syn- to post-collisional granitoids of calc-alkaline affinity. The increased transmission, observed in the EXAFS region of their X-ray absorption spectra, as cuprate materials go through the superconducting transition temperature Tc is correlated with a critical increase in Abrikosov Vortex expulsion in zero magnetic field as the temperature T →Tc.

X-Ray diffraction above and below the transition temperature to superconductivity Tc are correlated using SCF-MOLECOLE computations that describe the CuO2 layer (fig. 1) in the field of 9 unit cells of YBa2Cu3O7. The MO symmetry, charge transfer and OAOB bond mobility are compared to the data using the highest occupiedmolecular orbitals, MO-i (HOMO=MO0) bases to construct the layer tight-binding extended state.

A pebbling move on a graph G is defined as the removal of two pebbles from one vertex and the addition of one pebble to an adjacent vertex. The pebbling number f(G) of a connected graph is the least number of pebbles such that any distribution of f(G) pebbles on G allows one pebble to be moved to any specified but arbitrary vertex. Sir Isaac Newton once observed that the first five rows of Pascal’s Triangle, when concatenated, yield the corresponding powers of eleven. He claimed without proof that subsequent rows also generate powers of eleven. Was he correct? While not all rows can simply be concatenated, the powers of eleven can still be easily derived from each. We have uncovered an algorithm the supports Newton’s claim and will prove its validity for all rows of the Triangle.

Widely unknown after their invention by Gallager in 1965, the existence of efficient encoding and decoding algorithms coupled with performance that operates near theoretical limits has led to the rediscovery of LDPC codes. In this work we explore the difficulties and the means by which maximum likelihood estimates can be calculated iteratively when direct solutions do not exist. The Newton-Raphson algorithm can be used to do these calculations. However, this algorithm has certain limitations that will be discussed. An alternative algorithm, Fisher scoring, which is less dependent on specific data values, is a good replacement. The Fisher scoring method converged for data sets available to the authors, that would not converge when using the Newton-Raphson algorithm. We introduce the notion of weak transitivity for torsion-free abelian groups. A torsion-free abelian group G is called weakly transitive if for any pair of elements x, y ∈ G and endomorphisms ϕ, ψ ∈ End(G) such that xϕ = y, yψ = x, there exists an automorphism of G mapping x onto y. It is shown that every suitable ring can be realized as the endomorphism ring of a weakly transitive torsion-free abelian group, and we characterize up to a number-theoretical property the separable weakly transitive torsion-free abelian groups.

We consider the linear, second-order, differential equation (∗) with the boundary condition (∗∗)

We suppose that q(x) is real-valued, continuously differentiable and that q(x)→0 as x→∞ with q∉L1[0,∞). Our main object of study is the spectral function ρα(λ) associated with () and (). We derive a series expansion for this function, valid for λ⩾Λ0 where Λ0 is computable and establish a Λ1, also computable, such that () and () with α=0, have no points of spectral concentration for λ⩾Λ1. We illustrate our results with examples. In particular we consider the case of the Wigner–von Neumann potential.

The Weather Of 1785: An Interdisciplinary Approach To Meteorological Reconstruction Using Forensic Synoptic Analysis, Louis K. Mcnally

The purpose of the work is to discern differences and similarities in synoptic-scale rneteorology by reconstructing the weather of the year 1785 on a daily basis. This is accomplished by compiling data from both homogenous and non-homogenous observational records, and from historical anecdotal evidence as recorded in diaries, archives and contemporary publications. Through this reconstruction, it is possible to infer some characteristics of the global circulation of 1785. With forensic techniques, I develop meteorological parameters from anecdotal evidence. These data are combined with meteorological observational records to produce a database from which semi-diurnal weather maps can be constructed. Sources include …

We reformulate the kinetic description of binary nucleation in the gas phase using two natural independent variables: the total number of molecules g and the molar composition x of the cluster. The resulting kinetic equation can be viewed as a two-dimensional Fokker-Planck equation describing the simultaneous Brownian motion of the clusters in size and composition space. Explicit expressions for the Brownian diffusion coefficients in cluster size and composition space are obtained. For characterization of binary nucleation in gases three criteria are established.
