There is a dual purpose to the Las Vegas 2020 Master Plan Conservation Element. The first purpose is to address the requirements of state law, as provided in the Nevada Revised Statutes (NRS) 278.150(4). This section of the NRS requires that governing bodies in Nevada counties with a population of 400,000 or more ensure that their master plans address a stipulated list of subjects, including a conservation plan.

We describe a regularized and renormalized electrostatic coupling Hamiltonian for hybrid quantum-mechanical (QM)–molecular-mechanical (MM) calculations. To remedy the nonphysical QM/MM Coulomb interaction at short distances arising from a point electrostatic potential (ESP) charge of the MM atom and also to accommodate the effect of polarized MM atom in the coupling Hamiltonian, we propose a partial-wave expansion of the ESP charge and describe the effect of a s-wave expansion, extended over the covalent radius rc, of the MM atom. The resulting potential describes that, at short distances, large scale cancellation of Coulomb interaction arises intrinsically from the localized expansion of the …

This article presents a theoretical investigation of the reaction mechanism of imidazole nitration by peroxynitrite using density functional theory calculations. Understanding this reaction mechanism will help in elucidating the mechanism of guanine nitration by peroxynitrite, which is one of the assumed chemical pathways for damaging DNA in cells. This work focuses on the analysis of the potential energy surface (PES) for this reaction in the gas phase. Calculations were carried out using Hartree–Fock (HF) and density functional theory (DFT) Hamiltonians with double-zeta basis sets ranging from 6-31G(d) to 6-31++G(d,p), and the triple-zeta basis set 6-311G(d). In preparation for the development of a strategic business plan for the City of Cleveland to create an industrial/commercial land bank, the GLFEC conducted a best practices scan that encompassed two phases of primary research. The first phase included a thorough review of more than 41 sources of academic and trade literature on the topics of vacant land utilization and management, land banking, land assembly, and vacant and abandoned property policy. A large single crystal of barium tungstate BaWO4 with dimensions of 22- mm diameter 80-mm length was grown by the Czochralski method using an iridium crucible. The melting point, molar enthalpy of fusion, and molar entropy of fusion of the crystal were determined to be 1775.10 K, 96 913.80 J mol−1, and 54.60 J K−1 mol−1, respectively. The average linear thermal-expansion coefficients are a=10.9526 10−6/K, b=10.8069 10−6 /K, and c =35.1063 10−6 /K in the temperature range from 303.15 to 1423.15 K along the three respective crystallographic axes. Background: Nonhuman primates (NHPs) are essential for biomedical research due to their similarities to humans. The utility of NHPs will be greatly increased by the application of genomicsbased approaches such as gene expression profiling. Sequence information from the 3' end of genes is the key resource needed to create oligonucleotide expression arrays.

Results: We have developed the algorithms and procedures necessary to quickly acquire sequence information from the 3' end of nonhuman primate orthologs of human genes. To accomplish this, we identified terminal exons of over 15,000 human genes by aligning mRNA sequences with genomic sequence. We found …

X-ray and electric field measurements were made during five nearby negative natural lightning strikes in north central Florida during the summer of 2004. The observed X-ray emission typically was detected ∼1 ms before the first return stroke, during the stepped-leader phase, and had energies extending up to a few hundred keV. The X rays were produced in discrete, intense bursts emitted in coincidence with the formation of the leader steps, demonstrating unambiguously that the source of lightning X rays is closely related to the stepping process. In this paper we analyze various methods used for semantic annotation and search in a collection of art and architecture images. We discuss the Art and Architecture Thesaurus, WordNet, ULAN and Iconclass ontology. Systems for searching and retrieval art and architecture image collections are presented. We explore if the MPEG 7 descriptors are useful for art and architecture image annotations. For illustrations we use images from Antoni Gaudi architecture and Claude Monet paintings.

Every living organism on Earth depends on water, many of which must consume liters of fresh water daily. Unfortunately, a readily available source of clean, fresh water is diminishing. Over the years, the fresh water supply has been polluted by biological and chemical sources. The nutrient levels and pesticide chemical contamination of several water locations in the Middle Georgia area were analyzed and monitored by chemistry majors at GC&SU over the past two years.

In this paper we describe an intrinsic developmental algorithm designed to allow a mobile robot to incrementally progress through levels of increasingly-sophisticated behavior. We believe that the core ingredients for such a developmental algorithm are abstractions, anticipations, and self-motivations. We propose a multi-level, cascaded discovery and control architecture that includes the core ingredients. Toward this proposal we explore two novel models: a governor for automatically regulating the training of a neural network; and a path-planning neural network driven by patterns of “mental states” representing protogoals.

Anticipatory systems have been shown to be useful in discrete, symbolic systems. However, non­symbolic anticipatory systems are less well understood. In this paper, we explore the use of anticipation within the framework of connectionist networks to bootstrap from an innate behavior; to drive a reinforcement signal; and to provide feedback on the learnability of a task.

We review our case for strong observational evidence for a relationship between the direction of a pulsar’s motion and its rotation axis. The information comes from calibrated polarization data for 20 pulsars which display linearly polarized emission from the pulse longitude at closest approach to the magnetic pole. Of these 20 pulsars, 10 show an offset in the angle between the velocity vector and the polarisation position angle which is either less than 10◦ or more than 80◦ , a fraction which is very unlikely by random chance. The glassy response of ultrathin films of La0.8Ca0.2MnO3 in the mixed phase to external magnetic and gated electro-static fields have been studied at low temperatures. The response of the resistance to external fields provides direct evidence for a hierarchical energy landscape, with strong cross-couplings between spin and charge. Magnetic coercivity measurements indicate that strong magnetic disorder accompanies the mixed phase in these films. This magnetic disorder, and the resultant coercivity, can be decreased by cooling in a large magnetic field or by electrostatic gating.

We analyze the behavior of the coarse-grained entropy for classical probabilities in nonlinear Hamiltonians. We focus on the result that if the trajectory dynamics are integrable, the probability ensemble shows transient increases in the coherence, corresponding to an increase in localization of the ensemble and hence the phasespace density of the ensemble. We discuss the connection of these dynamics to the problem of cooling in atomic ensembles. We show how these dynamics can be understood in terms of the behavior of individual trajectories, allowing us to manipulate ensembles to create “cold” dense final ensembles. Curium lies at the center of the actinide series and has a half-filled shell with seven 5f electrons spatially residing inside its radon core. As a function of pressure, curium exhibits five different crystallographic phases up to 100 gigapascals, of which all but one are also found in the preceding element, americium. We describe here a structure in curium, Cm III, with monoclinic symmetry, space group C2/c, found at intermediate pressures (between 37 and 56 gigapascals). Ab initio electronic structure calculations agree with the observed sequence of structures and establish that it is the spin polarization of curium’s 5f electrons …

We consider a M/M/1 queue in which the average reward for servicing a job is an exponentially decaying function of the job’s sojourn time. The maximum reward and mean service times of a job are i.i.d. and chosen from arbitrary distributions. The scheduler is assumed to know the maximum reward, service rate, and age of each job. We prove that the scheduling policy that maximizes average reward serves the customer with the highest product of potential reward and service rate.

We live in a ‘‘small world,’’ where two arbitrary people are likely connected by a short chain of intermediate friends. With scant information about a target individual, people can successively forward a message along such a chain. Experimental studies have verified this property in real social networks, and theoretical models have been advanced to explain it. However, existing theoretical models have not been shown to capture behavior in real-world social networks. Elaydi and Yakubu showed that a globally asymptotically stable(GAS) periodic orbit in an autonomous difference equation must in fact be a fixed point whenever the phase space is connected. In this paper we extend this result to periodic nonautonomous difference equations via the concept of skew-product dynamical systems. We show that for a k-periodic difference equation, if a periodic orbit of period r is GAS, then r must be a divisor of k. In particular sub-harmonic, or long periodic, oscillations cannot occur.
