Smart Growth
Across New England communities have been experiencing a rapid outward surge of development away from our community and downtown centers. Effects of sprawl include a loss of wildlife habitat, farm and timber lands; increased costs of community services and higher taxes; auto-dependency, longer commutes, and increased congestion; increases in air and water pollution; a sedentary lifestyle and increased obesity; and losses to one’s sense of place and social ties.
State-level responses to sprawl have surfaced throughout New England in recent years. This report describes 11 examples of these responses, representing all six New England states and a diversity of recent …

Long memory processes are widely used in many scientific fields, such as economics, physics, and engineering. Change point detection problems have received considerable attention in the literature because of their wide range of possible applications. Here we describe a wavelet-based Bayesian procedure for the estimation and location of multiple change points in the long memory parameter of Gaussian autoregressive fractionally integrated moving average models (ARFIMA(p, d, q)), with unknown autoregressive and moving average parameters. Our methodology allows the number of change points to be unknown. The reversible jump Markov chain Monte Carlo algorithm is used for posterior inference. The method …

Reconstruction of a bilevel function such as a bar code signal in a partially blind deconvolution problem is an important task in industrial processes. Existing methods are based on either the local approach or the regularization approach with a total variation penalty. This article reformulated the problem explicitly in terms of change points of the 0-1 step function. The bilevel function is then reconstructed by solving the nonlinear least squares problem subject to linear inequality constraints, with starting values provided by the local extremas of the derivative of the convolved signal from discrete noisy data. We introduce a simple-to-use graphical tool that enables researchers to easily prepare time-of-flight mass spectrometry data for analysis. For ease of use, the graphical executable provides default parameter settings experimentally determined to work well in most situations. These values can be changed by the user if desired. PrepMS is a stand-alone application made freely available (open source), and is under the General Public License (GPL). Its graphical user interface, default parameter settings, and display plots allow PrepMS to be used effectively for data preprocessing, peak detection, and visual data quality assessment.

In previous work it was shown that assumptions, y = y' and z = z’, within Lorentz Transformations were needless, and therefore groundless. Because of such assumptions, Lorentz Transformations (LT) depend on the body’s spatial orientation, i.e. the well-known transverse and longitudinal transformations of magnitudes, characterized by different scaling factors. On the contrary, the development of LT without assumptions, brought about new transformations that do not depend on spatial orientation and a unique mass definition, m = °m /[1 –(v/c)^2]^(3/2). In previous work it was shown that instead of the known Lorentz Transformations (LT) the new obtained Vectorial Lorentz Transformations (VLT) were the transformations that truly respected the postulates of the Principle of Relativity and the consideration of the speed of light as a universal constant. Outcome dependent sampling designs are commonly used in economics, market research and epidemiological studies. Case-control sampling design is a classic example of outcome dependent sampling, where exposure information is collected on subjects conditional on their disease status. In many situations, the outcome under consideration may have multiple categories instead of a simple dichotomization. For example, in a case-control study, there may be disease sub-classification among the “cases” based on progression of the disease, or in terms of other histological and morphological characteristics of the disease. His name appears in many of the textbooks from which we train our students today, and also on the spines of several volumes on dislocation theory, including his classic monograph on the subject. He rightly stands among the gods of our field. Ninety years old at his death, he was a sprightly dancer at the frontiers of knowledge, right up to the end.

In the title compound, [Zn(C2H3N)(C16H21N3O)](ClO4)2·H2O, the ZnII ion is coordinated by two pyridyl N atoms, one amine N atom, and an ethanol O atom from the N,N′,N′′,O-tetradentate 2-[bis(2-pyridylethyl)amino]ethanol donor ligand. The fifth coordination site is filled by an acetonitrile N atom, and there is one solvent water molecule in the asymmetric unit. The 2+ charge of the cationic portion of the complex is balanced by two perchlorate counter-anions.

Standard prospective logistic regression analysis of case-control data often leads to very imprecise estimates of gene-environment interactions due to small numbers of cases or controls in cells of crossing genotype and exposure. In contrast, under the assumption of gene-environment independence, modern “retrospective” methods, including the “case-only” approach, can estimate the interaction parameters much more precisely, but they can be seriously biased when the underlying assumption of gene-environment independence is violated. In this article, we propose a novel approach to analyze case-control data that can relax the gene-environment independence assumption using an empirical Bayes framework. In the first part of this letter we discuss electrodynamics of an excitonic condensate in a bilayer. We show that under certain conditions the system has a dominant energy scale and is described by the effective electrodynamics with "planar magnetic charges". In the second part of the paper we point out that a vortex liquid state in bilayer superconductors also possesses dipolar superfluid modes and establish equivalence mapping between this state and a dipolar excitonic condensate. We point out that a vortex liquid state in an N-layer superconductor possesses multiple topologically coupled dipolar superfluid modes and therefore represents a generalization …

We show that there is a link between a standard calculus problem of finding the best view of a painting and special tangent lines to the graphs of exponential functions. Surprisingly, the exponential function with the "best view" is not the one with the base e. A similar link is established for families of functions obtained by composing exponential functions with a fixed linear function. The key tool in the proof is the Lambert W function.

The restoration of New Orleans and the rest of the Mississippi delta after Hurricane Katrina can become another disaster waiting to happen, or it can become a model of sustainable development. Sea level is rising, precipitation patterns are changing, hurricane intensity is increasing, energy costs are predicted to soar, and the city is continuing to sink. Most of New Orleans is currently from 0.6 to 5 m (2?15 feet) below sea level. The conventional approach of simply rebuilding the levees and the city behind them will only delay the inevitable. Atmosphere and ocean general circulation model (AOGCM) experiments for the Intergovernmental Panel on Climate Change Fourth Assessment Report (AR4) are analyzed to better understand model variability and assess the importance of various forcing mechanisms on stratospheric trends during the 20th century. While models represent the climatology of the stratosphere reasonably well in comparison with NCEP reanalysis, there are biases and large variability among models. In general, AOGCMs are cooler than NCEP throughout the stratosphere, with the largest differences in the tropics. Around half the AOGCMs have a top level beneath ~2 hPa and show a significant cold bias in their …

[1] Simulations of the stratosphere from thirteen coupled chemistry-climate models (CCMs) are evaluated to provide guidance for the interpretation of ozone predictions made by the same CCMs. The focus of the evaluation is on how well the fields and processes that are important for determining the ozone distribution are represented in the simulations of the recent past. The core period of the evaluation is from 1980 to 1999 but long-term trends are compared for an extended period (1960–2004). Comparisons of polar high-latitude temperatures show that most CCMs have only small biases in the Northern Hemisphere in winter and spring, but …

Logic programming has always been a major ontology modeling paradigm, and is frequently being used in large research projects and industrial applications, e.g., by means of the F-Logic reasoning engine OntoBroker or the TRIPLE query, inference, and transformation language and system. At the same time, the Web Ontology Language OWL has been recommended by the W3C for modeling ontologies for the Web. Naturally, it is desirable to investigate the interoperability between both paradigms. Horn-SHIQ has been identified as a fragment of the description logic SHIQ for which inferencing is in PTIME with respect to the size of the ABox. This enables reasoning with larger ABoxes in situations where the TBox is static, and represents one approach towards tractable description logic reasoning. In this paper, we show that reasoning in Horn-SHIQ, in spite of its low datacomplexity, is ExpTIME-hard with respect to the overall size of the knowledge base. Resonant interaction between longitudinal-optic (LO) phonons and electrons bound on shallow donors in GaN is studied using magnetoluminescence of neutral-donor bound excitons (D0X). The experiments were performed on high-quality freestanding GaN material and heteroepitaxial GaN layers grown on sapphire. In addition to the principal recombination channel of D0X, in which donors are left in their ground states, two-electron satellites (TES) involving different excited donor excitations, as well as replicas of the principal D0X transition due to LO phonons, were observed for the oxygen and silicon donors. Our differential BV photometric observations, acquired with an automated telescope at Fairborn Observatory, show that HD 71636 is an eclipsing binary. From follow-up red-wavelength spectroscopic observations we classify the primary and secondary as an F2 dwarf and an F5 dwarf, respectively. The system has a period of 5.01329 days and a circular orbit. We used the Wilson-Devinney program to simultaneously solve our BV light curves and radial velocities and determined a number of fundamental properties of the system. Comparison with evolutionary tracks indicates that both stars are well ensconced on the main sequence. The age of the system is about …

[1] We compare global magnetohydrodynamic (MHD) simulation results with an empirical model and observations to understand the magnetic field configuration and plasma distribution in the inner magnetosphere, especially during geomagnetic storms. The physics-based Lyon-Fedder-Mobarry (LFM) code simulates Earth's magnetospheric topology and dynamics by solving the equations of ideal MHD. Quantitative comparisons of simulated events with observations reveal strengths and possible limitations and suggest ways to improve the LFM code. We present simultaneous multicolor infrared and optical photometry of the black hole X-ray transient XTE Jill 8+480 during its short 2005 January outburst, supported by simultaneous X-ray observations. The variability is dominated by short timescales, ∼10 s, although a weak superhump also appears to be present in the optical. The optical rapid variations, at least, are well correlated with those in X-rays. Infrared JHKS photometry, as in the previous outburst, exhibits especially large-amplitude variability. Isoprostanes (iPs) are prostaglandin-like molecules derived from autoxidation of polyunsaturated fatty acids (PUFAs). Urinary iP levels have been used as indices of in vivo lipid peroxidation. Thus far, it has only been possible to measure iPs derived from arachidonic acid in urine, because levels of iPs/neuroprostanes (nPs) derived from ω3-PUFAs have been found to be below detection limits of available assays. Study on modeling human psychomotor behaviour based on tracked motion data is reported. The motion data is acquired through various integrated inertial sensors, and represented as Euler angles and accelerations. The Minimum Message Length (MML) algorithm is used to identify frames of intrinsic segmentations and to acquire a classification basis for unsupervised machine learning. The classification model can ultimately be deployed in recognizing certain skilled behaviors. The prior results are analyzed as FSMs' (Finite State Machines) to extract the potential rules underlying behaviors. The progress made so far and plan for further work is reported.

This paper presents an architecture and an FPGAbased prototype of an autonomous intelligent video surveillance camera. The camera takes the advantage of high resolution of CMOS image sensors and enables instantly automatic pan, tilt and zoom adjustment based upon motion activity. It performs automated scene analysis and provides immediate response to suspicious events by optimizing camera capturing parameters. The video output of the camera can be optimized to any region of interest while the camera continues to monitor the entire scene. Field trials of the prototyped camera have verified the proposed architecture.
