Energy Efficiency And Conservation: New Legal Tools And Opportunities, John Dernbach, Robert Mckinstry, Darin Lowder

Many new and ambitious energy efficiency and conservation laws are being enacted at all levels of government—and with greater financial incentives than provided previously. These innovations are intended to overcome or minimize market barriers such as principal-agent problems, information and transaction costs, high internal discount rates, and up-front capital needs that discourage cost-saving investments. Innovations such as public-private partnerships also require significant legal input and creativity for the client to reap the often remarkably large energy and cost savings. This article reviews a range of these tools, especially financial legal mechanisms, that could help significantly reduce U.S. energy consumption.

Systems thinking is a fundamental learning methodology in sustainability education and in some K-12 standards-based education systems in the United States. However, there is little research and practical application on the use of systems thinking in environmental education, especially at the elementary level. This thesis uses a case study on climate change to assess whether a pedagogy based on systems thinking can fulfill learning objectives derived from the Illinois Learning Standards for Science (ILSS) and provide further insights and understandings on the subject being studied. Climate change interacts with and can often amplify the negative impacts of invasive species. These interactions are not fully appreciated or understood. They can result in threats to critical ecosystem functions on which our food system and other essential provisions and services depend as well as increase threats to human health. The Invasive Species Advisory Committee to the National Invasive Species Council recognizes the Administration’s commitment to dealing proactively with global climate change. Global climate change is likely to be the most challenging environmental dilemma of the 21st century because its impacts on ecosystems and human society are transnational in scale and long term in scope. Due to its high scientific complexity and uncertainty and high political and economic sensitivity, mitigating the problem will require interdisciplinary cooperation and collective and sustained efforts on the part of all nations. Sufficient domestic support from both government and the lay public will not only be significant to the success of an international climate regime, but also crucial to the effectiveness of potential domestic climate policies.

Climate change biology is seeing a wave of new contributions, which are reviewed herein. Contributions treat shifts in phenology and distribution, and both document past and forecast future effects. However, many of the current wave of contributions are observational and correlational, and few are experimental in nature, and too often a conceptual framework in which to contextualize the results is lacking. Understanding the population demography, species distribution and biogeography of Australia’s megafauna is essential for understanding their extinction. This process is only just beginning, and this article discusses these aspects while concentrating on a particular region; the southern Lake Eyre Basin (SLEB). It is also the first detailed description of the distribution of megafauna across that region of central Australia. The data are based on an extensive longitudinal study of 41 palaeontological sites spread across 250 000km2. Megafauna adaptation and response to extensive environmental change during the late Quaternary is reflected in the composition and distribution of 21 megafauna species found …

This award supports a project for physical properties research on snow pits and firn/ice cores with specific objectives that include stratigraphic analysis including determination of accumulation rates, annual layers, depth hoar, ice and wind crusts and rates of grain growth with depth. Studies of firn densification rates and how these parameters relate to the meteorology and climatology over the last 200 years of snow accumulation in Antarctica will also be investigated. Invasive species are second only to habitat destruction as the greatest cause of species endangerment and global biodiversity loss. Invasive species can cause severe and permanent damage to the ecosystems they invade. Consequences of invasion include competition with or predation upon native species, hybridization, carrying or supporting harmful pathogens and parasites that may affect wildlife and human health, disturbing ecosystem function through alteration of food webs and nutrient recycling rates, acting as ecosystem engineers and altering habitat structure, and degradation of the aesthetic quality of our natural resources. Climate change means two things for local stormwater managers – that storm events will become more severe, and rainfall will, in many instances, become more erratic, causing enhanced periods of drought and flood. Two approaches are needed to deal with the eventualities: mitigation and adaptation.
While urbanization increases stormwater runoff and decreases the lag time of stormwater discharge, there is also a resulting lack of infiltration and reduction in evapotranspiration (Brunke and Gonser 1997). Stormwater detention, retention and infiltration have attempted to compensate, resulting in the concentrated point location infiltration of stormwater, which replenishes groundwater and baseflow. Legal scholarship has come to accept as true the various pronouncements of the Intergovernmental Panel on Climate Change (IPCC) and other scientists who have been active in the movement for greenhouse gas (ghg) emission reductions to combat global warming. The only criticism that legal scholars have had of the story told by this group of activist scientists – what may be called the climate establishment – is that it is too conservative in not paying enough attention to possible catastrophic harm from potentially very high temperature increases. The effects of climate change on many wildlife species is a new area of research. Long&ndashterm data sets on raptor populations may hold the key to documenting these impacts from local to ecosystem scales. The Michigan bald eagle (Haliaeetus leucocephalus) population has been monitored continuously since 1961, and virtually all reproductive outcomes are known since 1963. The bald eagle population at Voyageurs National Park, Minnesota has been monitored continuously since 1973. There is a great deal of uncertainty as to how biological communities respond to changes in land use and climate change, a situation particularly relevant in protected areas such as national parks that were designated to conserve specific biological features. Utilizing extant vegetation data sets with repeatable methodology can provide opportunities for insight into previous vegetation change and provide base line data for long-term monitoring projects useful for modeling vegetation community trajectories. The accelerating pace of human-influenced climate change and our growing awareness of its negative public-health, environmental, and economic consequences compel decisive action. In recent years, many institutions of higher education have taken leadership roles to promote sustainability and climate neutrality at the campus level. In January 2008, Bucknell University became a signatory to the American Colleges and University Presidents Climate Commitment (ACUPCC). Under this agreement, Bucknell is required to prepare a comprehensive inventory of greenhouse gas emissions by May 2009, to update the inventory every other year thereafter, and to implement tangible emissions-reducing actions in the short-term (two years). The passage of AB 32 in 2006 initiated the need for city planners in California to consider the quantification of greenhouse gas emissions at the community level in order to develop policies and programs to reduce emissions in the future. Although local jurisdictions are not required to quantify and report emissions at this time, the AB 32 Climate Change Scoping Plan recommended a reduction goal for local governments of 15 percent below today’s levels by 2020 to ensure consistent reduction goals at the state and local levels.

Climate change could worsen environmental conditions that affect real estate values, such as extreme weather events and coastal erosion. But policies to prevent climate change can also affect real estate values, for example through higher energy prices and land use regulation. This lecture will examine the linkages between the climate change risks, climate policy, and real estate markets. We will also discuss the likely regional economic effects of recent proposed climate legislation.

Considerable attention has focused on the climatic effects of global climate change on biodiversity, but few analyses and no broad assessments have evaluated effects of sea-level rise on biodiversity. Taking advantage of new maps of marine intrusion under scenarios of 1 and 6 m sea-level rise, we calculated areal losses for all terrestrial ecoregions globally, with areal losses for particular ecoregions ranging from nil to complete. Marine intrusion is a global phenomenon, but its effects are most prominent in Southeast Asia and nearby islands, eastern North America, northeastern South America, and western Alaska.
