Venezuela is a major oil-producing state and a founding member of the Organization of Petroleum Exporting Countries (OPEC). Its leaders resist global efforts to accelerate cuts in carbon dioxide emissions, and the country's low-cost oil supply to Latin America and the Caribbean countries may stall regional transition to alternative energy sources. Venezuela has been criticized for encouraging energy inefficiency with oil subsidies, but new state environmental programs promote conservation.

In 2006, a U.S. Government Accountability Office (GAO) report concluded that “[r]educing the nation’s dependence on oil and carbon dioxide emissions in the next 25 years is not unlike the 1960s challenge to put a man on the moon.” In fact, this analogy may be understated. While the scope of the two challenges is similarly daunting, the consequences of failure are potentially much more serious in the case of the energy challenge. This report outlines preliminary findings about the impacts of climate changes that occurred during 1975 to 2005 on the South West’s people, its economy and natural ecosystems. The report focuses on vulnerability and adaptation, identifying useful pointers for future work, particularly in relation to how well the community, stakeholders and decision-makers understand climate change as an issue and a threat.

Recent evidence suggests that climate change is occurring at an accelerated rate as a result of human-induced greenhouse gas emissions and associated pollutants. Based on a recently completed study, the authors describe the changes Maine’s climate is likely to undergo over the next century. They suggest that while reduction of greenhouse gases is crucial, Maine needs to be prepared to adapt to the impact that our already changing climate will have on various ecosystems and economic sectors within the state

Climate change can have significant ramifications for Maine’s economy. If short-term projections for the next century are accurate, at minimum sea level rise will become increasingly noticeable in association with more severe and destructive coastal storms. Charles Colgan and Samuel Merrill evaluate risk estimates by presenting a case study of the projected consequences of sea level rise and coastal storm damage on the economy of the state’s most vulnerable area, York County’s coastal communities.

Sustainable development would require the United States to maintain and improve human prosperity while at the same time greatly reducing its consumption of energy, materials, water, and land. The scope of the challenge includes, but is not limited to, climate change. This Article suggests the elements of a legal structure for achieving sustainability.

Because achieving sustainable development is a significant learning experience, the United States will need to employ a form of governance—reflexive governance—that requires constant learning and supportive citizens and stakeholders who are also working to ensure sustainability in their own activities. This article explains why policy makers should seriously consider substantial early reductions in greenhouse gas emissions as a part of any post-Kyoto framework, and sets out suggested elements of a framework for early action in a post-Kyoto agreement. Substantial early reductions are needed because of the growing urgency of the climate change science, the precautionary approach identified in the Framework Convention on Climate Change as a decision-making principle, the fact that cost-effective measures are now available, and the significant non-climate benefits (security, economic, social, and environmental) that can be achieved by implementing them. Severe thunderstorms comprise an extreme class of deep convective clouds and produce high-impact weather such as destructive surface winds, hail, and tornadoes. This study addresses the question of how severe thunderstorm frequency in the United States might change because of enhanced global radiative forcing associated with elevated greenhouse gas concentrations. We use global climate models and a high-resolution regional climate model to examine the larger-scale (or “environmental”) meteorological conditions that foster severe thunderstorm formation. Across this model suite, we find a net increase during the late 21st century in the number of days in which these severe thunderstorm environmental conditions …

The persistence and influence of both tropical and extra‐tropical teleconnections on the hydrology of subtropical North America are little understood. Major atmospheric‐oceanic controls on the isotopic composition of the precipitation reconstructed from a 1,000 year old stalagmite are the North Atlantic Oscillation (NAO) and the Pacific Decadal Oscillation (PDO). These teleconnections create decadal‐ to centennial‐scale changes in the seasonal distribution of precipitation. An increase in the winter proportion of annual precipitation coincides with negative phase NAO conditions and a positive phase PDO. However, the PDO's influence appears to be weakened when it is out of phase with the El Niño …

This paper discusses the development of an upper-level college course on Climate Change created as part of an interdisciplinary Honors Seminar Series. The course makes use of multimedia instructional techniques to examine the physical, economic, and political dynamics of climate change. The curriculum includes an appraisal of assorted global warming websites, computer-based simulations and analysis of relevant climate data, as well as a review of the literature and other media including documentaries such as An Inconvenient Truth. The so-called global warming debate subsidized by the fossil fuel industry also is discussed.
