Numerous policy makers around the world have implemented carbon dioxide (CO2) cap and trade programs in an effort to combat global climate change. However, under this policy option emitters face incentives to both overstate prior emission levels and then exaggerate emissions reductions induced by regulation. I first build a simple conceptual model which demonstrates these incentives for fraud, and then outline institutional conditions which could plausibly enhance, or else reduce, firm incentives to disseminate erroneous emissions data under this policy option. Next I analyze real world evidence suggesting that duplicitous emissions data, particularly for the pre-regulatory period, is a serious …

This report, prepared by the Caster Family Center for Nonprofit and Philanthropic Research documents the results of a systematic needs assessment prepared for the San Diego End Extinction (SDEE) initiative. This led to the development of integrated Health, Safety and Environment (HSE) Management Systems in many organizations, including universities. This paper will address the negative effect that fracking and natural gas pipelines are causing for the global environment. Growing need for fuel has spiked the demand for natural gas, a nonrenewable resource, which is not sustainable and has harmful effects on the environment. Additionally, this paper will expose the risk associated with two proposed pipelines which are intended to cross through the state of Virginia. If constructed, the pipelines could cause serious damage to Virginia’s delicate ecosystems, endanger native species and interfere with the livelihood of residents. It has been scientifically demonstrated that high altitude, mountainous regions such as the Himalayas are extremely susceptible to and at accelerated risk of the effects of climate change. The regions of Lower Dolpa discussed in this work, Juphal, Dunai, Chun, and Dapu, lie in a glacial watershed, and are at present risk of landslides, floods, wildfires, and rely on agricultural and transhumant livelihoods that are uniquely susceptible to the impacts of changing temperature and weather patterns. The Virginia Institute of Marine Science published the first Tidal marsh Inventories using data collected in the early 1970's. Using high resolution color infra-red imagery from 2009 a new Tidal Marsh Inventory has been developed for the York River Watershed in 2010. Marsh boundaries were generated using heads-up digitizing techniques at a scale of 1:1,000. Each marsh polygon was classified by morphologic type: fringe, extensive, embayed, or marsh island. Marshes were ground-truthed in the field where a community type index was assigned to each marsh based on plant community make-up. Each marsh was also coded with a marsh number which …

Cooperative positioning (CP) utilises information sharing among multiple nodes to enable positioning in Global Navigation Satellite System (GNSS)-denied environments. This paper reports the performance of a CP system for pedestrians using Ultra-Wide Band (UWB) technology in GNSS-denied environments. This data set was collected as part of a benchmarking measurement campaign carried out at the Ohio State University in October 2017. Pedestrians were equipped with a variety of sensors, including two different UWB systems, on a specially designed helmet serving as a mobile multi-sensor platform for CP. As the world’s population continues to grow, global energy crises are expected to rise in the future, thus accelerating the demand for renewable energy technology, particularly solar photovoltaics. The energy sector will face an increasingly complex array of interlocking challenges - technological, environmental, health, economic, and regulatory. In this paper, we study CdS, a widely used buffer material in thin film photovoltaics, to assess and monetize environmental, health, and socio-economic externalities associated with the use of the material. The term Blue Carbon (BC) was first coined a decade ago to describe the disproportionately large contribution of coastal vegetated ecosystems to global carbon sequestration. The role of BC in climate change mitigation and adaptation has now reached international prominence. To help prioritise future research, we assembled leading experts in the field to agree upon the top-ten pending questions in BC science. Understanding how climate change affects carbon accumulation in mature BC ecosystems and during their restoration was a high priority. Since 1991, 14 state and federal prisons have been built in Appalachia with a recent proposal for a federal prison to be constructed in Letcher County, KY. Contradicting the narrative that Appalachia remains separated from the national economy, the ills of carceral growth are apparent throughout the region. This study examines the proposal to build a federal prison in Letcher County, KY. The purpose of this study is to gain further insight into the impact that the carceral state, including its promise of economic development, has on environmental harm and land exploitation in the region.
