Executive Summary
The National Park Service (NPS) Natural Resource Condition Assessment (NRCA) Program administered by the NPS Water Resources Division evaluates current conditions for important natural resources and resource indicators using primarily existing information and data. NRCAs also report on trends in resource condition when possible, identify critical data gaps, and characterize a general level of confidence for study findings. This NRCA complements historic resource assessments, is multi-disciplinary in scope, employs a hierarchical indicator framework, identifies and develops reference conditions/values for comparison against current conditions, and emphasizes spatial evaluation of conditions and GIS products.

A number of researchers have recently published new measures of the Supreme Court’s behavior in resolving conflicts in the lower courts. These new measures represent an improvement over prior, cruder approaches, but it turns out that measuring the Court’s resolutions of conflicts is surprisingly difficult. The aim of this methodological comment is to describe those difficulties and to establish several conclusions that follow from them. First, the new measures of the Court’s behavior are certainly imprecise and may reflect biased samples. Second, using the Supreme Court Database, which some studies rely on to assemble a dataset of cases resolving conflicts, …

Executive Summary
The Heartland Inventory and Monitoring Network has sampled permanent monitoring sites in three vegetation community types (restored prairie, successional forest, and bur oak forest) at Homestead National Monument of America since 1998 (includes nine sample years). Network scientists record each species, aerial cover estimates of ground flora, diameter at breast height of midstory and overstory trees, and tree regeneration frequency (tree seedlings and saplings) within these permanent sites.
The park has experienced similar periods of drought and wetness through the monitoring record. Ground cover estimates indicate that prairie litter and bare ground are negatively related; prescribed fire cycles …

Distributary Channel Networks As Moving Boundaries: Causes And Morphodynamic Effects, Robert C. Mahon, John B. Shaw, Wun-Tao Ke, Christopher A. Cathcart

We propose an exploratory model to describe the morphodynamics of distributary channel network growth on river deltas. The interface between deep channels and the shallow, unchannelized delta front deposits is modeled as a moving boundary. Steady flow over the unchannelized delta front is friction dominated and modeled by Laplace's equation. Shear stress along the network boundary produces nonlinear erosion rates at the interface, causing the boundary to move and network elements (channels and branches) to form. The model was run for boundary conditions resembling the Wax Lake Delta in coastal Louisiana, 20 parameterizations of sediment transport, and 3 …

Abstract
This report presents the results of vegetation monitoring efforts in 2018 at Scotts Bluff National Monument (SCBL) by the Northern Great Plains Inventory and Monitoring Network (NGPN) and Fire Ecology Program (NGPFire). This was the eighth year of combined monitoring efforts.
Crew members from NGPN visited eight long-term monitoring plots to collect data on the plant communities at SCBL. This work is part of a long-term monitoring effort designed to provide a better understanding of the condition of the vegetation community and how it changes over time. This report presents the results of vegetation monitoring efforts in 2018 at Agate Fossil Beds National Monument (AGFO) by the Northern Great Plains Inventory and Monitoring Network (NGPN) and the Northern Great Plains Fire Effects Program (NGPFire). This was the eighth year of field work conducted by NGPN at AGFO.

Now that the dust has settled on the Authors Guild cases, this Article takes stock of the legal context for TDM research in the United States. This reappraisal begins in Part I with an assessment of exactly what the Authors Guild cases did and did not establish with respect to the fair use status of text mining. Those cases held unambiguously that reproducing copyrighted works as one step in the process of knowledge discovery through text data mining was transformative, and thus ultimately a fair use of those works. We present a study of the dimensionality and factorial invariance of religiosity for 26 countries with a Christian heritage, based on the 1998 and 2008 rounds of the International Social Survey Programme (ISSP) Religion survey, using both exploratory and multi-group confirmatory factor analyses. The results of the exploratory factor analysis showed that three factors, common to Christian and religiously unaffiliated respondents, could be extracted from our initially selected items and suggested the testing of four different three-factor models using multi-group confirmatory factor analysis. The proliferation of mobile devices in the BRIC countries has prompted them to develop policies to manage the security of these devices. In China, mobile devices are a primary tool for payments. As a result, China instituted in 2017 a cyber security policy that applies to mobile devices giving China broad authority to manage cyber threats. The United States has a similar need for a cyber policy. Mobile devices are likely to become a primary payment tool in the United States soon. DHS has also identified a need for more effective security policy in mobile devices for government operations. This …

Geologic Map And Structural Development Of The Noerthernmost Sur-Nacimiento Fault Zone, Central California Coast, Scott M. Johnston, John S. Singleton, Alan D. Chapman, Gabriella Murray

The Sur-Nacimiento fault exposed along the central California coast (United States) juxtaposes the Salinian block arc against the Nacimiento block accretionary complex, cuts out the majority of the forearc basin and western arc, and requires a minimum of 150 km of orogen-normal crustal excision within the Mesozoic California convergent margin. Despite this significant strain, the kinematic evolution of the Sur-Nacimiento fault remains poorly understood, with diverse hypotheses suggesting sinistral, dextral, thrust, or normal displacement along the fault. This Late Cretaceous–Paleogene strain history is complicated by the location of the fault within a belt of subparallel faults that have accommodated significant …

Executive Summary
This report describes the results of a visitor study at Niobrara National Scenic River (NSR) conducted from July 15 through July 24, 2016. During the sampling period, 253 visitor groups were contacted to participate in the survey. Of those groups, 217 agreed to participate in the study by accepting a mail-back survey packet. Questionnaires were completed and returned by 110 visitor groups, resulting in a completion rate of 51% among those visitor groups that agreed to participate in the study and an overall response rate of 43% for the study.
