Evaluation Of Vertical Equity In Residential Property Assessments In The Lake Oswego And West Linn Areas, James G. Strathman, Dirce Toulan

Center for Urban Studies Publications and Reports

This report presents a statistical evaluation of vertical equity in the pattern of residential property assessments in the Lake Oswego, West Linn and nearby unincorporated areas based on an application of the Paglin-Fogarty method to a sample of recent sales. A vertically regressive pattern of inequity in assessments, which is characterized by systemmatic under-assessment of higher-valued properties and overassessment of lower-valued properties, was found. Based on the entire sample, it was estimated that a typical $75,000 property was overassessed by about $4,700, and a typical $175,000 property was underassessed by $8,800.

Minnesota Housing Reports

The Minnesota Housing Report is compiled on the basis of monthly housing reports furnished to the Minnesota Real Estate Research Center at St. Cloud State University. Funding to permit preparation of the Minnesota Housing Report is provided by the Educational Foundation of the Minnesota Association of REALTORS and St. Cloud State University.

The reports are supplied by fourteen cooperating local real estate boards representing 71.5 percent of Minnesota's population. The boards represent various areas of the state and thus provide a picture of housing diversity between regions as well as housing trends within regions.

Within organizations, managers are constantly choosing with whom they will begin, continue or cease to interact (Fischer, 1977; Kaplan, 1984). Organizations have been defined as "fish nets" of interrelated offices, and can be viewed as social groupings with relatively stable patterns of interaction over time (Katz and Kahn, 1978; Weick, 1969). If such a model of organizing is to move beyond this metaphor, coherent frameworks, and accompanying methods of analysis capable of capturing these emergent processes are necessary. A competitive public economy places greater burden on agencies to cope with uncertainty and change, especially in periods of "turbulent transition." As transition provides new opportunity, we find great variance in the ability of agencies to defend, enlarge or change their public domains. Administrative adroitness seems to be related to both adequate perception concerning change and the capacity to process reliable information, plan innovative programs, and manage conflicting demands. This article looks at critical variables which show promise in explaining how public organizations enlarge their discretion in policy formulation and service delivery during transitional periods. Most of the Western Australian pilchard catch comes from King George Sound and from the southern coast off Albany where the number of vessels allowed to catch has been controlled. Prospects for increasing production in this area are limited. However, there are indications that considerable quantities of pilchards could be caught in waters to the east and west of Albany, in the inshore declared purse seine development zone.
