The prior appropriation doctrine has governed the allocation and use of water in the western United States since the 1850s. The shifting nature of water demand is bringing about changes in the traditional legal system. This conference will consider the fundamental principles of the prior appropriation doctrine together with the important new developments in the law now underway throughout the West.

The HSUS is working on several fronts to stop the exploitation of our nation's pets. In January, we were instrumental in establishing a coalition to abolish pound seizure-the practice of relinquishing pound and shelter animals for research purposes. Consisting of 11 of the country's leading animal welfare organizations, The National Coalition to Protect Our Pets will be working with local groups to outlaw pound seizure on a state-by-state basis. This study investigates the relationship between the remaining residents of Appalachian Eastern Kentucky's Red River Gorge area and their environment with special emphasis on the historical and current social factors that play a role in their refusal to vacate the area. For two decades, these people have faced the possibility of losing their land and homes to area development projects while they have simultaneously become aware of what it can mean to be labeled "Appalachian". The Minnesota Housing Report is compiled on the basis of monthly housing reports furnished to the Minnesota Real Estate Research Center at St. Cloud State University. Funding to permit preparation of the Minnesota Housing Report is provided by the Educational Foundation of the Minnesota Association of REALTORS and St. Cloud State University.

The reports are supplied by fourteen cooperating local real estate boards representing 71.5 percent of Minnesota's population. The boards represent various areas of the state and thus provide a picture of housing diversity between regions as well as housing trends within regions.

The purpose of this study was to develop an integrative theoretical approach to the study of individuals' behavior in organizations, and to present an application of the approach to understanding the performance of Reserve Officer Training Corps (ROTC) cadets. Individuals' perceptions of the environment were proposed to exist at three levels of analysis: (1) psychological climate (i.e., individual); (2) group climate; and organizational climate. Further, climate perceptions were proposed to result from the simultaneous influence of objective (i.e., actual) situational characteristics, and individuals' needs and characteristics. The study examined the Black church laity's expectations of the urban minister regarding his involvement in specific social and political issues that confront inhabitants of urban areas. A survey was administered to individuals in Black churches of different protestant denominations in a Southeastern Virginia City in order to determine the degree of the laity's expectations. Specifically, the survey sought answers to the questions: Do Black church laity expect the minister to deal with socio-economic and political problems in urban areas? and, What particular urban problems do the laity expect the minister to offer leadership in facing or solving?

The HSUS is launching an all-out offensive to bring an end to the terror and torture endured by millions of animals used in product-safety tests for cosmetics. In recent years, pressure from the animal-welfare community has prompted cosmetic companies to begin developing more humane methods of testing their products. Despite what appears to be progress, findings of a new HSUS study indicate that non-animal alternatives for testing cosmetics may never be implemented on an industry-wide basis unless consumers take action now.

In discussing animal welfare it is very easy for the discussion to become bogged down by misunderstandings. Commonly the first misunderstanding arises over the definition of animal welfare. In the content of this article we will take it for granted that any definition includes the physical well-being of the animal as well as ensuring that the animal can fulfill much of its genetically controlled behavioral repertoire. The second misunderstanding arises when the political and scientific assessments of the subject are meshed together. A stunning method that will reliably render an animal insensible to pain and sensation prior to hoisting and bleeding is essential to prevent suffering. Cardiac arrest stunning is more effective than conventional electric stunning. In cardiac arrest stunning, an electric current is passed through both the brain and the heart to produce permanent insensibility. Since the animal is killed by the electricity it cannot revive during hoisting, bleeding, or slaughtering procedures. In contrast, conventional electrical stunning induces reversible insensibility for a short period of time.
