This paper surveys the current pattern of growth of the New York City economy and the present pattern of economic decentralization within the New York metropolitan region. Then it assesses what these patterns mean to the City's fiscal position. We consider first the anatomy of growth in the city and region and turn then to its implications for the City's taxable capacity. Having generally characterized the tax base response to these growth patterns, we examine the adequacy of the City's fiscal and governmental system to cope with concurrent pressures for increased public policy alternatives to resolving, or partially resolving, the …

In his Preface to Urban Economics, Wilbur Thompson describes, in terms of industry mix, a system of urban area tradeoffs among income level, income equality, and income stability [9, Chapter 2]. Interstate Distribution Of Benefits From The Federal Budgetary Process, Roy W. Bahl, J. J. Warford

The objective of this paper is to provide a theoretical framework for examining interstate variations in the benefits which accrue from the federal budgetary process. Unlike most traditional analyses, which center on the relative magnitude of net monetary flows between the federal and state governments, this paper incorporates consideration of both a broader definition of federal aid and the notion of interstate variations in the opportunity cost of making use of federal funds. Empirical estimates of such a benefit distribution are presented, but the assumptions required to permit testing are necessarily heroic. In this paper we present a model of a profit maximizing firm in which one price is set for the entire multiperiod planning horizon. One of the consequences of such a pricing policy, if one employs widely used assumptions about demand and cost functions, is a decision rule for choosing the optimal price which may be interpreted as the "full -cost" pricing equation of much recent controversy. The significance of this result lies in the fact that full-cost pricing and profit maximization have often been held to be inconsistent. In a recent paper in this Review, J. Bhagwati and T. N. Srinivasan investigated the question of optimal policies required to attain non-economic objectives like ensuring minimum production and employment levels in particular industries as well as preventing excess importation and consumption of some goods. The framework of Bhagwati Srinivasan's analysis is the traditional trade model. In this note we consider three alternative models which allow for inter-industry linkages, the use of imported intermediate goods and non-traded goods.
