Τhe Department of Defense (DOD) seeks to reduce civilian harm caused by military operations and to improve its ability to respond when civilian harm occurs. To this end, Secretary of Defense Lloyd Austin approved and released the Civilian Harm Mitigation and Response Action Plan (CHMR-AP) on August 25, 2022. CHMR-AP is a watershed initiative in which DOD commits to improving its ability to prevent, mitigate, and respond to civilian harm. No amount of prevention or mitigation will eliminate civilian harm in armed conflict, nor does international law demand that civilian harm be eliminated. Since the publication of Barry Posen’s seminal study The Sources of Military Doctrine in the early 1980s, the field has grown extensively. Despite well-known military thinkers’ recent book-length treatments of the topic, most studies of change in the military retain two key commonalities. First, nearly all assume that innovation or adaptation is inherently good and worth pursuing. Second, they agree that militaries are famously resistant to change and accept this as part of the fundamental nature of the military system. Τhe dominant geostrategic framework of international relations today is that of a Great Power competition (GPC) among three rivalrous, globally dominant states: the United States, Russia, and China. After more than two decades of mainly cooperation and collaboration, they drifted into de facto competition at the end of the 2000s. By the middle of the 2010s, their undeclared but obvious rivalry intensified. Fully acknowledged GPC arrived in late 2017 when the United States published its National Security Strategy and declared a formal end to the 25-year era of U.S.-led globalization and active American democratization initiatives.

This study examines the levels of Media and Information Literacy (MIL) among underprivileged communities, shedding light on their digital literacy and online behaviour. Rooted in the UNESCO Media and Information Literacy framework, focusing on specific dimensions of MIL, with an emphasis on assessing the ability to retrieve, critically evaluate, and manage information. 366 participants among the targeted community were involved, where survey instruments aligned with MIL principles were adopted in identifying the strength and areas for improvement for the targeted underprivileged community. Safeguarding personal digital data is crucial and requires appropriate training. However, privacy remains a novel topic, leaving teachers with limited guidance. This study investigates how elementary school students perceive personal data and assesses pre-service teachers’ accuracy in predicting children’s responses. Employing Nissenbaum’s contextual integrity framework, the outcomes of this research offer a nuanced perspective on privacy, considering different recipients and data types. The study surveyed 94 Grade 3 and Grade 5 students, asking them to indicate with which recipients (no one, parents, best friends, class, all other people) they would share specific information. Presidential debates are a valuable, but flawed, method of educating voters about policy issues and candidates. Growing dissatisfaction with presidential debates, and polling evidence suggesting they are failing to inform audiences, creates exigence to reconsider the format of future debates. In this essay, we propose modifications to the format of United States presidential debates, in the interest of facilitating greater clash and audience education. To improve U.S. presidential debates, we draw upon two sources of inspiration: the history of U.S. presidential debates and international experiences with political debates. Such techniques originate in bureaucratic administrations of the 19th century and, even earlier, in slave trade and plantation accounting methods. They were then perfected in logistics and global supply chain management of the twentieth and twenty-first centuries, especially with the advent of information technology. Emerging digital technologies have changed some of the ways that genocides are planned and executed. This paper examines those differences, calling attention to how changes in the execution of genocide should prompt a shift in the approaches to atrocity prevention.
