Journal of Cybersecurity Education, Research and Practice

This paper should be of interest to the readers of this journal because it addresses a subject that has received little scholarly attention; namely, local government cybersecurity. The U.S. has over 90,000 units of local government, of which almost 39,000 are “general purpose” units (i.e., municipalities, counties, towns and townships). On average, these governments do not practice cybersecurity effectively (Norris, et al., 2019 and 2020). One possible reason is that they do not adopt and/or implement highly recommended cybersecurity policies. A few semesters ago I was discussing the value of secondary sources with a student when they paused to think, then described secondary sources as “kind of like the 80/20 Rule, but different.” I’d never heard of the 80/20 Rule, but I jotted it down onto a Post-It note to look into later. Fast-forward to today and I now introduce my students to what I’ve dubbed “the 80/20 Rule for Legal Research” in all classes about secondary sources.

Under Title IX and the 2011 Dear Colleague Letter, universities were reminded of their obligation to educate, prevent, and respond to sexual assaults and other forms of gender-based violence. The current study used a survey packet including a Rape Myth Acceptance scale, questions about related education, and a scale rating participants’ level of confidence on seven vignettes. The sample indicated participants were more likely to recognize whether consent was given than they were to recognize whether the vignette met legal standards for sexual assault. The results can provide universities with information to better individualize their sexual assault prevention efforts.

U.S prison reform policies such as the Prison Rape Elimination Act pacify the government and the public into believing that prisons are a less harmful place for vulnerable inmates. However, thousands of transgender inmates in the United States experience extraordinary rates of violence and discrimination for their gender identity. There are difficulties in determining exact statistics of gender-based incidents of assault due to dueling structures of legal power and questionable support from prison authorities. However, from available information, trans inmates report dehumanizing prison environments that severely impact their wellbeing. This investigation explores the significance that offices of gender have for queer university students in Chile. It is based on the historical Mayo Feminista protests and the resulting passage of Ley 21.369, which aims to regulate sexual assault, gender violence, and gender discrimination in higher education. This law mandates Chilean universities to have offices of gender specifically dedicated to meeting these goals. This study draws on interviews to learn from the lived experiences of queer university students and directors of the offices of gender. Environmental Protection Agency, the Supreme Court expressly adopted the major questions doctrine and used it to invalidate the Clean Power Plan, a rule intended to reduce carbon dioxide emissions from power plants. This opinion has been controversial and has left many commentators concerned that it may hamper the ability of administrative agencies to aggressively and flexibly regulate.

Common to many post-conflict societies, former political prisoners and combatants in Northern Ireland are often portrayed as security threats rather than as potential contributors to societal peacebuilding processes. This distrust limits their ability to contribute to the transitional landscape and additionally hinders desistance processes during their reentry from prison. Drawing from the work of Maruna, LeBel, and others on “wounded healers,” this article critically examines the restorative justice work of ex-prisoners who have become involved in leadership roles within community based restorative justice. This work concerns the use of temporary documentation by migrants in transit through Mexico, specifically an identification known as the Clave Única de Registro de Población (CURP.) In recent years, migrants have employed a strategy entailing applying for asylum in Mexico solely to obtain a temporary CURP, falsely believed to provide safe transit through Mexico. Past research on similar temporary documentation concludes that issuing permission to travel through the country is typically ineffective at providing safety from corruption and crime. The preceding season (2021/22) had set a high bar, considering that Singapore law schools took the top two spots in the NICA Law School Rankings. The purpose of this qualitative phenomenological study was to understand the threats of school violence to children and school personnel employed in the South Central and Southeastern part of the United States and to identify strategies to mitigate these threats.
