The aim of this paper is to analyze the role of small and medium enterprises in the economy of Slovakia. The changes of 1989 brought about the changes of society and economy as well. In the period of transformation of the Slovak economy, small and medium enterprises have been often considered to be a critical element of economic revival. These guidelines are designed to guide the Department of Fisheries staff and community groups (the proponent) on the process for developing a proposal for a Fish Habitat Protection Area (FHPA). The guidelines: 1. Describe the role and function of Fish Habitat Protection Areas; 2. Guide proponents in selecting a suitable site for an FHPA; 3. Describe the process to be used to develop a proposal for an FHPA; 4. Describe the methodology to be used to develop a management plan for an FHPA; 5. Ensure consistency between applications.

This survey provides a preliminary review of the activities of pumpout facilities in the No Discharge Areas of Massachusetts. It highlights areas of concern, identifies potential improvements and focuses further research.

Based on data from Massachusetts Coastal Zone Management, there are 100 pumpout facilities in Massachusetts, located in 56 towns. Of these 52, have one or more pumpout boats. Due to financial limitations and the time available, any attempt to survey all these facilities was beyond the scope of this study. However, it had been suggested that from CZM’s, DMF’s and EPA’s standpoint, the areas of greatest interest were those …

This paper presents a new recursive Bayesian learning approach for transformation parameter estimation in speaker adaptation. Our goal is to incrementally transform or adapt a set of hidden Markov model (HMM) parameters for a new speaker and gain large performance improvement from a small amount of adaptation data. By constructing a clustering tree of HMM Gaussian mixture components, the linear regression (LR) or affine transformation parameters for HMM Gaussian mixture components are dynamically searched. An online Bayesian learning technique is proposed for recursive maximum a posteriori (MAP) estimation of LR and affine transformation parameters. This technique has the advantages of …

We consider a container terminal discharging containers from a ship and locating them in the terminal yard. Each container has a number of potential locations in the yard where it can be stored. Containers are moved from the ship to the yard using a fleet of vehicles, each of which can carry one container at a time. The problem is to assign each container to a yard location and dispatch vehicles to the containers so as to minimize the time it takes to download all the containers from the ship. This paper presents the estimation of travel time on highways based on macroscopic modelling. The focus is on real-time values as compared to average or static values. The macroscopic models are used for distributed and time/space lumped settings and corresponding travel time estimation functions and algorithms are developed. The implications of these algorithms for the implementation of various incident management and traffic control strategies are also discussed.

We consider rather general operators mapping valuations to (sets of) valuations in the context of the semantics of logic programming languages. This notion generalizes several of the standard operators encountered in this subject and is inspired by earlier work of M.C. Fitting. The fixed points of such operators play a fundamental role in logic programming semantics by providing standard models of logic programs and also in determining the computability properties of these standard models. Abstract: This paper describes the development of a fiscal impact tool for New Hampshire communities (HT -4-NH). FIT -4-NH belongs to a family of computergenerated fiscal impact assessment models designed to estimate the impacts to local government revenues and expenditures that result from economic changes. In the past, work in this area has centered on the completion of countylevel models for the midwestern states. FIT-4-NH is unique in that it was designed for rural community-level use in the northern New England region of the country.

The spectral reflectance of 3 species of seagrass was measured in different habitats at 3 estuaries in southeastern Australia during each of the 4 seasons of 2000. Seagrass species were spectrally distinct regardless of whether the leaves were fouled by epibionts even though spatial and temporal variability in reflectance was observed within each species. The visible wavelengths that penetrate water fortunately coincide with the regions of maximum absorption by plant photosynthetic and accessory pigments. Mapping of benthic plants to species level is possible using a hyperspectral sensor that has narrow bands centred on pigment-related spectral features in the visible, e.g. …

Spectral feature computations continue to be a very difficult problem for accurate machine recognition of speech. In this work, which focuses on vowels, a new spectral peak envelope method for vowel classification is developed, based on a missing frequency components model of speech recognition. According to the missing frequency components model, vowel recognition depends only on the spectral (harmonic) peaks. Smoothing and interpolation of the spectra, performed in the standard cepstral analysis method commonly used in automatic speech recognition, actually loses valuable information and results in reduced recognition accuracy. In recent years, a new appreciation for the role of diazotrophy in the oceans has emerged. This dissertation reports on three modeling studies designed to investigate ecological processes associated with Trichodesmium spp., the most conspicuous marine diazotroph: (1) characterization of a generalized model Trichodesmium and issues of macronutrient resource competition; (2) carbohydrate ballasting by Trchodesmium and implications for the formation of surface accumulations; and (3) the vertical distribution of Trichodesmium and implications for detection from space.

The first study focuses on issues of nitrogen and phosphorus competition and ecosystem structure. It utilizes a simple ecosystem model that includes dissolved nitrogen …

Relationships between indigenous Americans and non-indigenous settlers of the western United States were determined in great part by the presence or absence of natural resources for which the groups competed. This paper is a study of the shifting patterns of inter-ethnic relations and governmental policies towards Indians and resources in Washington and Oregon from the 1850s to the present. We explore the connections between natural resource endowments on aboriginal lands, beliefs about indigenous peoples, and changing governmental policies affecting indigenous American communities in the two states.
