Barely noticed amid the returns from the 1998 midterm elections was a quiet revolution that goes to the heart of how and where Americans live. While most news accounts focused on the high-profile candidate elections, voters across the nation-in Democratic and Republican areas alike-approved more than 160 state and local ballot measures intended to preserve open space and limit urban sprawl.

The coalition forming around the idea of limiting sprawl includes environmentalists, farmers, big-city mayors, and some developers. But perhaps most important, the so-called "smart growth" movement also includes many suburban voters who are fed up with growth. For example, …

In May 1999, the Great Lakes Environmental Finance Center (GLEFC) conducted a strategy-building workshop in Duluth, Minnesota. The purpose of the workshop was to assist the City of Duluth in its efforts to develop actions leading to the successful redevelopment of the USX/Cement Plant site. Particular emphasis was placed on financing strategies pertinent to properties with a history of environmental contamination, often characterized as brownfields. Due to its long history as an industrial site, the 65-acre Cement Plant had its share of perceived environmental contamination, as well as real contaminants detected during previous site assessments and a current Phase I …

A Woman's Field Is Made At Night: Gendered Land Rights And Norms In Burkina Faso, Michael Kevane, Leslie C. Gray

Gendered social norms and institutions are important determinants of agricultural activities in southwestern Burkina Faso. This paper argues that gendered land tenure, in particular, has effects on equity and efficiency. The usual view of women as holders of secondary, or indirect, rights to land must be supplemented by a more nuanced understanding of tenure. Women's rights are in fact considerably more complex than the simple right to fields from their husbands. First, women's rights to property obtained from men may be coupled with other rights and obligations. In many ethnic groups, women have share rights to the harvest of their …

Rapid environmental assessment is conducted using disparate data sources in the northwestern Gulf of Mexico. An overview of significant physical features in the Gulf highlights the complexities of the large and meso-scale circulations. Spectral analysis of high resolution current meter and drifter data reveals the significant forcing features detectable by readily available observing techniques. These observations are combined with boundary data extracted from the U.S. Navy's Modular Ocean Data Assimilation System (MODAS) through Normal Mode Analysis (NMA). The NMA blending process is described, and surface maps of velocity and convergence are produced. Using statistical and qualitative techniques, the NMA generated …

Enterprise based object oriented (OO) and Unified Modeling Language (UML) modeling makes it possible to build the needed visual environments to organize people, technologies and activities (Arias, 1999d). In our modeling approach, the focus is on "things and relationships between things" described in commonly used terms. The modeling software bridges the so-called "semantic gap" between the people and the computer language (Booch, Rumbaugh & Jacobson, 1999). An object can be a product, a process, a person, a team, a company, an application or the inter-relationship between other objects. Interlibrary loan (ILL) system is one of the important library services provided by most public libraries. Through ILL, public libraries share their collections of reading material and library users are able to access library resources beyond their affiliated libraries. However, the present manual ILL process is inconvenient, inefficient and error-prone. In this project, we developed a system that automated many tedious procedures in the existing ILL system. The new ILL system is realized by a number of Java applets customized for librarians and library users. The new ILL system allows library users to submit ILL requests at any time using …

An aggregation model which allows specification of primary particle size, density, and fractal dimension for two different particle types was written. Three stickiness values are used, the stickiness of each particle type to itself and the stickiness between particle types. Aggregation mechanisms considered include differential settling and turbulent shear. The model is used in three forms. In its simplest form, it operates on a closed system with aggregates breaking up when their size approaches the Kolmogorov scale. If the system begins with two types of primary particles, larger aggregates have uniform composition. A second version of the model includes removal …

A Spatial And Temporal Analysis Of Riparian Vegetation Along Satus Creek On The Yakama Indian Reservation, Kathryn Gellenbeck

Satus Creek provides critical habitat for the Yakima River Basin steelhead. A diverse community of riparian vegetation is important for healthy fish habitat; vegetation changes can affect shade, cover, channel structure, water quality, and food availability. The purpose of this thesis is to analyze and illustrate riparian vegetation change, both temporally and spatially, along three separate reaches of Satus Creek. A Geographic Information Systems approach was applied to assess the vegetation change by comparing plant species composition and density on 1949 and 1995 aerial photographs. Consumption Adjustment Under Time-Varying Income Uncertainty, Douglas Steigerwald, Joon-Ho Hahm

We study the effect of income uncertainty on consumption in a model that includes precautionary saving. In contrast to previous studies, we focus on time-series variation in income uncertainty. Our time-series measure of income uncertainty is constructed from a panel of forecasts. We find evidence of precautionary saving in that increases in income uncertainty are related to increases in aggregate rates of saving. We also find evidence that anticipated income growth rates have less explanatory power for consumption growth rates after conditioning on income uncertainty. The evidence indicates the presence of forward-looking consumers who gradually adjust precautionary savings in response …

This report covers about 94,700 square kilometres of rangelands in the Sandstone-Yalgoo-Paynes Find area of Western Australia. The area lies within 27°S and 30°S latitudes, and 115°30'E and 120°E longitudes and includes the towns of Sandstone, Yalgoo and Paynes Find. The northern, southern, and eastern limits of the survey area are largely defined by the boundaries of the 1:250,000 scale series map sheets.The western limit is the boundary between the pastoral and agricultural area.

Many active stream conduits within karst aquifers transport and deposit non-carbonate, clastic sediment. However, little is known about how these sediments impact conduit development and enlargement rates. For example, can dissolution take place at the sediment/bedrock interface beneath a flowing stream? If not, cavern enlargement might be dominated by flood conditions when the bare rock of the walls and ceiling are in contact with the dissolving fluids. An approach using limestone tablet weight loss experiments, along with water sampling and geochemical modeling, has been undertaken to understand the nature of fluid movement and chemistry with the sediment beneath an active …
