Maine Implements The Clean Air Act: Federalism, Environmentalism And Interest Group Accountability, Jon Reisman

Maine Policy Review

The implementation of environmental policy initiatives often brings about a complex interplay between science and policy, public opinion, interest groups, federal and state mandates, and political machination. Jon Reisman uses Maine’s recent experience of compliance with the 1990 Clean Air Act to illustrate this complexity. In doing so, he addresses several important, but often ignored, issues, such as stakeholder participation in the policy making process, interest group accountability to implementation, and the long term consequences to the environment if these issues are avoided.

Purchasing power parity (PPP) is an equilibrium condition equating the nominal exchange rate between two countries with the relative price of an identical bundle of goods in each country. Previous time-series researchers use price indicies to study PPP, so they study relative PPP. We use new data that measures price levels, so we test absolute PPP. Price levels provide a test of absolute PPP because, unlike price indicies, do not contain a base period in which the nominal exchange rate equals the price ratio by construction. We find support for absolute PPP.

Recent studies of puchasing power parity (PPP) account for the possible presence of unit roots in nominal exchange rates and relative price indicies by applying standard unit-root tests to real exchange rates, which are ratios of nominal exchange rates and relative price indicies. These studies occasionally find evidence of PPP but, as a whole, the evidence is not definitive. Standard unit-root tests impose a restrictive dynamic structure between nominal exchange rates and relative price indicies. I specify and estimate a generalized dynamic structure. This paper outlines the historical background and financing of the Oso condensate project, examines the benefits of the project in terms of revenue expectation, infrastructure development, employment and investment opportunities, benefit to the communities and owners of the project, as well as underline the potential constraints. For the ease of presentation, the paper is organised into sections and an introduction. Section I describes the features of the project while section II analyses the benefits. Section III outlines the potential constraints and section IV is summary and conclusion.

This paper presents an approach for integrating simulation modeling and analysis capabilities within the workflow management system (WFMS) being developed in the Large Scale Distributed Information Systems (LSDIS) Lab at the University of Georgia. Simulation modeling can be used for studying the efficiency of workflow designs as well as studying the general performance and reliability of WFMSs. We also discuss the importance of using sophisticated monitoring and animation capabilities, and the use of workflow management technology to advance simulation technology itself. Finally, we demonstrate a sample simulation where tasks and task managers are simulated.

Palynological Characteristics Of Near-Shore Shell-Bearing Pliocene Through Holocene Sediments Of Florida, Georgia, And South Carolina, Fredrick J. Rich

Seventeen pollen-bearing samples· from sites in South Carolina, Georgia, and Florida were analyzed for their pollen content. The samples range in age from Late Pliocene to Holocene. The initial objective of the study was to use the samples to help define the age of the physiographic feature known as Trail Ridge. All samples were marine sediments, and many were from marine mollusk-dominated strata. Pollen of Pinus and Quercus were abundant in all samples; Taxodium was abundant in about half of them. Carya, Liquidambar, Compositae, Gramineae, and ChenopodiaceaeAmaranthaceae were present as accessory taxa. Dinoflagellate cysts, microforams, and pyrite were present, or …

We suggest an intelligent controller for an automated vehicle to plan its own trajectory based on sensor and communication data received. Our intelligent controller is based on an artificial intelligence technique called learning stochastic automata. The automaton can learn the best possible action to avoid collisions using the data received from on-board sensors. The system has the advantage of being able to work in unmodeled stochastic environments. Simulations for the lateral control of a vehicle using this AI method provides encouraging results.

In this paper, we analyze systematically the downward (property flow) and the upward (individual flow) views of inheritance for different categories of inheritance networks. We observe that both these views assign the same meaning to tree-structured hierarchies, and explain the divergence in the interpretation of more general networks in terms of their expressive power. This simple analysis sheds light on the inherent nature of nonmonotonic inheritance and can form the basis for the design of efficient algorithms for certain classes of queries.
