The maritime transportation industry is an extremely important one for the United States today. Strategic materials are mostly carried by ships; thus, our economy, and to some extent our national defense, depend on the secure and efficient operation of the maritime transportation industry. Anything which could adversely impact on the continued operation of shipping is a matter of grave concern. The hypothesis of this paper is that the U.S. Merchant Marine is currently unable to perform its peacetime or wartime mission.
