In American society, convalescent facility residency is a fact of life for many of the aged. Typically, in these geriatric facilities, eighty to ninety percent of primary patient care services are delivered by unlicensed personnel. Unfortunately, this segment of the convalescent facility employee population tends to be transient, underpaid and overworked, and to feel very low esteem for themselves and their jobs. This situation has produced many service abuses and interaction difficulties in the convalescent facilities. Nearly two years have passed since the United States Congress enacted and the President signed into law the so-called National Energy Act which was actually comprised of five separate acts:

(1) Public Utility Regulatory Policies Act (PURPA)
(2) Powerplant and Industrial Fuel Use Act (FUA)
(3) Natural Gas Policy Act (NGPA)
(4) Energy Tax Act (ETA)
(5) National Energy Conservation Policy Act (NECPA)

Dickey-Lincoln School Lakes Project

The Dickey Lincoln School Lakes Project is a proposed multipurpose project located on the upper reaches of the St. John River in Aroostook County, Maine. Development would consist of two dams with associated reservoirs and hydroelectric generating facilities, five dikes and transmission lines. A more detailed description of the proposed project and its associated impacts is contained within the Revised Draft Environmental Impact Statement for the proposed project.

Dickey-Lincoln School Lakes Project

The purpose of this Draft Supplement (SDEIS) to the Revised Draft Environmental Impact Statement (RDEIS) is to evaluate the environmental impacts of the Fish and Wildlife Mitigation Plan proposed for Implementation in conjunction with development of the Dickey-Lincoln School Lakes Project, Maine (Appendix K, RDEIS and Attachment 1 of the Report). Although the mitigation plan is intended to mitigate rather than impose adverse environmental impacts, the mitigation measures proposed do constitute a major Federal action requiring the development of a supplemental environmental impact statement pursuant to the National Environmental Policy Act of 1969.

Social Organization And Water Control Among The Borana Of Southern Ethiopia, Johan. Helland

Institute for Development Anthropology Papers

The long-term success of pastoral production systems depends on the adjustment of the human and livestock populations, which are potentially expanding, to the range resource, which is finite. Among the Borana of southern Ethiopia, this adjustment has been achieved through a complex socio-political system controlling human reproduction and the maintenance and use of dry-season wells. A complex system of generation classes, known as Gada, helps limit population expansion, and access to water during the dry season is controlled by well councils whose membership and function are based on a flexible, but well defined, system of traditional rules.
