The Dickey-Lincoln Hydroelectric Dam is a water resources project proposed by the Federal Government (U. S. Army Corps of Engineers). Therefore, in accordance with the National Environmental Policy Act, the Corps of Engineers is required to prepare an environmental impact statement (EIS) on the project. A federal plan or project such as Dickey-Lincoln should take into account its effect upon man's health, safety, welfare and economic well-being, as well as effects upon the surrounding environment. More importantly, project plans should be evaluated in a "manner calculated to encourage harmony between man and his environment." In other words, project plans or …

Two dams are proposed on the St. John River in northern Maine: Dickey, a high earth filled dam immediately above the confluence of the Allagash with the St. John, will have an installed generating capacity of 760 MW; and Lincoln School Dam, 11 miles downstream, a capacity of 70 MW. These dams are scheduled for completion during the mid 1980's. The U.S. Corps of Engineers, New England Division, has been allocated funds to design the project and prepare their own environmental impact statement. Having determined the effects of the project, a second objective is to discuss mitigation of defined adverse impacts. This design memorandum presents for review the revised general plan and data for the Dickey-Lincoln School Lakes project, Maine, U.S.A. and Quebec, Canada to provide the basis for preparation of detailed design memoranda, plans and specifications. This document presents revisions to the basic project plan and related data included in the 1967 General Design Memorandum reflecting current water resource requirements. This memorandum serves as a functional design document and 1s presented 1n Phase II level of detail. However, 1n view of the long period of Inactivity, Phase I features have also been incorporated for continuity of project information.

Shallow wells and soaks with very limited yields were the principal water sources for the early settlers.
Hundreds of such wells were constructed by the Public Works Department in remote areas.
In the early 1930s major development of water supplies from rock catchments was begun in the central wheatbelt.
After the war, larger and more effective earth moving equipment became available. The Public Works Department rehabilitated many old excavated dams as well as constructing new ones.
Roaded catchments were also developed during this post-war period. many farmers took advantage of Public Works Department technical advise and hired a P.W.D. grader …

A Sedimentological Study Of Modern And Ancient Lacustrine Environments At Michael Bay, Lake Huron, Lindsay D. Nakashima

Modern and ancient environments associated with Lakes Algoma and Huron were studied according to attributes of stratigraphy, sediment texture, parameters, sediment size distribution, bedforms, and primary sedimentary structures. Results from a computation of wave refraction diagrams and from an examination of the wave climate characteristics indicate that the modern embayment is low energy.
A sediment texture comparison between modern and ancient environments indicates that higher energy pervailed in the ancient environment relative to the present day environment. The cobble and gravel sediments as well as an extensive belt of foredunes preserved in the ancient environment are evidence of this high …

The exploration for minerals by geophysical means has been confined largely to the search for hydrocarbons and metallics while applications to coal exploration are somewhat limited. However, the surface reflection seismic technique has been successfully applied not only to delineating coal deposits but also as a tool in mine exploitation. Furthermore, channel waves generated underground have demonstrated potential in detecting the presence of faults in advance of the coal face and Vibroisis* experiments have been conducted whereby abandoned underground workings have been detected by surface seismic arrays. Examples of all of the preceeding are presented and discussed.

This report attempts to determine the efficacy of using geographic impact areas as analytical sub-groups for the assessment of the impact of multi-purpose reservoir projects on target communities. The impact areas utilized are: the take area; the below-the-dam area; the urban area; and, the adjacent area. Each area is described in detail and each is analyzed for differences in knowledge, previous experience, and perception of impact on community and family.

Mortality data from two populations, Bowling Green and Lexington, Kentucky, were correlated with atmospheric conditions for this region. The mortality data included the cause of death by respiratory disease, age, sex and race. The respiratory diseases considered in this study were emphysema, tuberculosis, pneumonia, asthma, influenza, acute and chronic bronchitis. The atmospheric conditions considered t have an effect on health were temperature, barometric pressure, relative humidity and precipitation. Mean temperature, mean barometric pressure, and mean precipitation per month were correlated with the death rate per thousand but proved no significance at the .05 level in either study area. A field study of the lower reaches of the Long Creek drainage area in southeastern Allen County, Kentucky, established the karst character of that area. The area heretofore had been described as a non-karst area. Four swallow holes, which individually or collectively totally pirate Long Creek, were identified. Two major resurgences of the pirated flow were located and described. A detailed study of a portion of the Long Creek drainage area revealed thirty-four springs, all of which were pirated at least once, and no flow from these springs reached Long Creek by surficial routes. Dan Richardson's study is "an attempt to analyze present regulatory procedures in the New Jersey coastal zone, with an emphasis on the cost of these procedures to residential developers and housing consumers." Specifically, twenty-one residential developments in a coastal township were monitored from acquisition of land to final approval of the development proposal, and the costs of regulatory approvals, consulting engineering, legal, and governmental fees, as well as holding costs incurred by the developer, were itemized. Real estate agents in Minneapolis, Minnesota, were surveyed to ascertain the nature and degree of any geographical bias in their evaluations of urban neighborhoods. Three hypotheses were confirmed: first, that realty companies cover limited portions of the housing market; second, that overall evaluations by realtors correspond to the vacancy pattern; and third, that individual real estate agents have highly localized views of which areas are appropriate for certain types of home buyers. These empirical findings have implications for the viewpoint that the metropolitan area acts as the information frame or 'whole' in which intra-urban migration can be analyzed.

The regional scope of this study (a three state area of approximately 33,000 square miles) necessitated an initial investigation to determine what data was available. Known and potential sources of data were identified through the use of the Environmental Data Reconnaissance Report* prepared by Comitta Frederick Associates for the United States Depart-ment of the Interior in March 1976. The collected data was then analyzed for its accuracy, reliability, mappability and compatibility with the scope of this study.

This report summarizes the results of system planning, environmental, and location studies for transmission facilities associated with the proposed Dickey-Lincoln School Lakes Project in northern Maine. The studies recommend the construction of two 345-kV transmission circuits from a substation near the project along a route through western Maine into northern New Hampshire and Vermont. The plan will integrate the power produced by the project into the New England Power Pool Transmission System. Five alternate integration plans were identified and studied. This introduction of the St. John River watershed is situated in a transitional zone between the Boreal Forest Formation and the Eastern Deciduous Forest Formation. Second-growth forests representative of these two ecosystems cover extensive areas of the project site. The boreal forest forms a broad transcontinental belt in northern North America and Eurasia, with southern montane extensions. This northern forest is characterized by evergreen, coniferous trees, predominately spruce-fir The eastern deciduous forest, composed of broad-leaved hardwoods, extends throughout the eastern United States except Florida (Dasmann, 1968; Oosting, 1956).

The economic position of industrial chemistry is, nevertheless, significant because many of the region's major corporations are employers of technically-trained personnel and are substantial chemical users.
