In this paper, I will attempt to answer two questions: 1) why has school choice legislation been successfully passed at the state level, but not the federal level; and 2) have the school choice programs implemented at the state level been successful? Prime minister Anwar Ibrahim steered his cobbled-together government through economic and sociocultural challenges in 2023, emerging stable but spooked. State-level elections in August sustained each party’s roster of states, but with declining margins for Anwar’s coalition. Fiscal pressures—high debt, declining revenues, rising cost of living, and a persistently weak currency—constrained room for maneuver, while state-level and societal cultural contests tested Malaysia’s multiracial, multireligious tolerance.

Under dictatorships in Spain and Argentina, artists used their mediums to criticize the actions of the Catholic church and oppressive conditions enforced by the government, using allegories, metaphors, and symbolism in their art. What predicts the adoption of informed consent laws for pelvic exams within the United States? As of January 2023, 22 states have adopted informed consent laws for pelvic examinations on women, with eleven being under Democratic control, six being Republican control, and five with divided control between the legislature and gubernatorial level at the time of adoption. Little attention, however, has been given to women’s health mandates outside the issue of abortion and to variation among state partisan adoption regarding informed consent for pelvic exams. This is the first study of countermajoritarianism in the House of Representatives. Although the House is considered a majoritarian institution, intrastate malapportionment remained rampant prior to the 1964 Wesberry decision; the three-fifths clause drove systematic antebellum differences in the number of free people in northern and southern House districts; and widespread voter discrimination in the South led to systematically different levels of turnout. Combined, these factors potentialized roll calls in which the chamber’s majority did not actually represent more free individuals, voters, or electoral supporters than the minority. Despite growing evidence of pro-female bias in the electorate elsewhere, conventional wisdom holds that voters in the Middle East and North Africa (MENA) prefer male candidates, presumably due to sexism. We test this conventional wisdom using a conjoint experiment administered to over 30,000 respondents in six MENA countries. We find both male and female respondents are more likely to express support for female candidates and see them as more capable than their male counterparts, even in stereotypically male domains. Given this policy stalemate, individual states have stepped up to address the national-level shortcomings by publishing state-level Climate Action Plans (CAPs). CAPs mainly consist of emissions mitigation goals and other non-binding policy initiatives that provide a basis for future compulsory legislation.
