For decades, police departments in every part of the United States have been scrutinized for incidents of excessive and unjustified force. Some departments kill more of the citizenry than others, both with and without justification. Attention is drawn to Minnesota in the decade since the advent of the Black Lives Matter movement, through and after the murder of George Floyd and subsequent racial reckoning. Existing scholarship categorizes factors as individual and contextual, both of which are included in partial least squares regression performed on crowdsourced data and responses to Law Enforcement Management and Administrative Statistics surveys from 29 departments in …

This article examines the relationships between substance abuse, criminal justice, and public health in the United States, with a specific focus on Medication-Assisted Treatment (MAT) within drug treatment courts. The analysis uncovers the limitations of punitive measures, particularly within the framework of President Richard Nixon's "War on Drugs," revealing the need for evidence-based solutions like MAT in criminal justice. The pivotal role of MAT in addressing opioid addiction within drug courts is explored in detail, and data is presented supporting its effectiveness. This thesis situates state constitutionalism in the modern context of federal constitutional paralysis. By tracing patterns of state constitutional development, we find that states were always the fundamental setting of democracy, and there has always been critical action happening at state legislatures, in state courts, and through state constitutional change. State constitutions provide an active means to achieve progress and protect rights not federally enshrined (and thus, endangered by the political process). This thesis explores the feasibility of implementing a Drone as First Responder (DFR) program within the Los Angeles Police Department (LAPD), analyzing the operational, social, and financial implications compared to traditional police helicopter usage. The thesis investigates helicopter flight patterns, demographic correlations, and the potential for drones to provide a less invasive and more cost-effective aerial support system. Through analyzing the cases of public opinion in Russia and South Africa, this thesis explores the nature of strategic narratives and the effects that they have on public opinion. Using the Russia-Ukraine conflict as a case study, it is conclusive that while strategic narratives are important and impactful, they are not the only factor that shape domestic and international public opinion. In Russia, while narrative has swayed a large portion of the population, there are those who’s stances can be attributed to the pressure to conform to the Russian nationalist majority. This thesis uses qualitative research methods to: (1) assess the extent and capabilities of Russia’s modern chemical and biological weapons programs, (2) assess Russian compliance with arms control agreements, (3) determine the threats Russian chemical and biological weapons pose to NATO security, (4) assess NATO’s existing strategy against the modern chemical and biological threat, and (5) provide recommendations for U.S. and NATO policies and programs to mitigate the threat of these programs in the short and medium term. The Supplemental Nutrition Assistance Program, or SNAP, is one of the most important welfare programs the United States government offers. In fiscal year 2015, one in every seven Americans received SNAP assistance. Previously called food stamps as they were first introduced with the passing of the Food and Agriculture Act in 1977, this program has been helping individuals struggling with food insecurity for decades (Ziliak 2016). The role of judicial officials to release independent decisions remains a vital component to the very existence of the judicial branch. However, due to disagreement over various individual court’s interpretation of their respective state constitution, numerous state legislatures have begun to introduce bills that significantly weaken state judiciaries. The electoral victory of President Ferdinand Marcos Jr. has been attributed to a range of factors such as misinformation, patronage, and populism. We argue that Marcos’ electoral victory should not be treated as an isolated instantaneous event, but rather a result of a shift in the country's political narrative due to the legacy of his predecessor. The shift to illiberal populism is tied to the public's continued support for Duterte's flagship policies as well as in the proliferation of populist rhetoric on social media. Institutional Design And The Predictability Of Judicial Interruptions At Oral Argument, Tonja Jacobi, Patrick Leslie, Zoë Robinson

Examining oral argument in the Australian High Court and comparing to the U.S. Supreme Court, this article shows that institutional design drives judicial interruptive behavior. Many of the same individual- and case-level factors predict oral argument behavior. Notably, despite orthodoxy of the High Court as “apolitical,” ideology strongly predicts interruptions, just as in the United States. Yet, important divergent institutional design features between the two apex courts translate into meaningful behavioral differences, with the greater power of the Chief Justice resulting in differences in interruptions. Purpose
This paper aims to explore the extent and characteristics of Canadian university reporting of and policy regarding greenhouse gas emissions from air travel. It identifies current approaches’ details and limits and recommends improvements.
Design/methodology/approach
The study developed questions and considerations for analysing reporting and policy, reviewed university documents and webpages and contacted university staff.
Findings
Roughly 20% of Canadian universities report flight emissions. Figures vary by factors of over 100 even when normalized or expressed as a percentage of institutional emissions. Inter-university differences in data collection and emissions calculation practices shape reporting. Canadian university air travel emissions cannot be …

The group we know today as the “Religious Right” (“R.R.”) has been in contention with the LGBTQ+ movement since the early 1970s. Using a single case study method, I analyze how, if at all, Religious Right framing and LGBTQ+ counter-framing evolved at a point in time where the R.R. recognized it was losing its fight against same-sex marriage. Using Arizona’s 2013 Senate Bill 1045 (one of the nation’s first bathroom bills) as a case study, I find that the Religious Right translates protectionist framing from its anti-gay marriage crusade into its anti-trans rights offensive, and the LGBTQ+ movement also responds …

A staggering number of White women voted for Trump in 2016. Why did this demographic, whose racial and gender identity so closely resembled that of the Democratic candidate, deny themselves descriptive representation in the Oval Office? A closer look at the political history of feminism and anti-feminism reveals that these results should not have been surprising. Combining the lens of the political economic theories of Racial Capitalism and the Precariat, and applying them to a historical analysis of the US immigration system and its modern implications in US States, we are better able to understand to manner in which the immigration regime works to provide a cheap, exploitable labor force for US industry elites. This thesis examines the use of violent repression by dictators and the ways in which that violence is remembered, particularly through the lenses of literature and film. The first chapter will deal with the questions of when dictators choose to use violence as opposed to other forms of repression and against whom the violence is used. To do so, it will employ select cases to test a number of possible answers. This article explores the use of religious symbolism in the populist rhetoric of Poland's Law and Justice (PiS) party and Hungary's Fidesz party. Both parties leverage historical and cultural narratives emphasizing Christianity's role in their national identities to legitimize their political agendas and mobilize support. The study examines how these populist leaders incorporate religious imagery and language to create a moral dichotomy between the “righteous people” and the “corrupt elite,” thereby deepening societal divisions and undermining democratic governance.
