This report shares the findings from an action research project conducted on behalf of Global Partnership for Education’s (GPE) Education Out Loud (EOL) programme by the Management for Development Foundation (MDF) and the Australian Council for Education Research (ACER) Consortium, in its capacity as global learning partner (GLP). The project involved working directly with three organisations (grantees) in receipts of EOL funds, across five GPE countries. The Consortium supported them to conduct action research projects, which tested the underlying assumptions of their programme’s theory of change, in order to validate their approaches to advocacy and policy influencing (API) and support …

Community Integration Experiences Of Formerly Homeless Persons With Serious Mental Illness (Smi) Housed In Washington Dc Using The Housing First Model, Gwendolyn Harter

Two interventions which have been successful in housing and maintaining housing for individuals who have serious mental illness and are classified as chronically homeless are the Housing First Model and community integration. Currently existing models of community integration were created using dated information and definitions, created from a medical model and not a social framework. Therefore, this dissertation used a phenomenological approach to define community and whether, by that definition, the participants feel integrated into the community. This included the interviewees’ experiences with Pathways to Housing DC and transitioning from homeless to housings and the Housing First Model.

The public administration literature provides many assertions as to what causes a city manager to consider when to remain in their position or relocate to a new position. This study identified variables that impact the decisions to change cities. This research surveyed current city managers in northern Midwest states to explore which variables make a difference. The variables were categorized to include considerations about personal concerns, career motivations, and organizational contexts. Kenya's nascent digital land registration system has already captured the attention of the nation's print media. This study investigated how two prominent newspapers, The Daily Nation and The Standard, framed and presented this complex issue, potentially shaping public perception and influencing policy decisions. Identity crimes pose serious risks and challenges for youth in foster care. As young people move through various out-of-home placements and schools, their personal data are often widely disseminated, difficult to secure, and thus vulnerable to theft and misuse. When they transition from foster care to adulthood, identity crime victims with compromised credit histories may be denied loans, employment, and/or housing during the already-precarious period of emerging adulthood. The revenue generating ability of state and federal motor fuels taxes, colloquially “gas taxes”, is declining due to decreasing fuel consumption and rising inflation. These taxes make up the largest proportion of transportation funding for most state governments and the federal government, so assessing ways to close these existing and ever-growing funding gaps is a pressing issue across the United States (U.S.). This thesis examines the economic reforms undertaken by Poland and the Czech Republic during the 1990s transition period. It seeks to ultimately differentiate reform quality between the Czech Republic and Poland in terms of well-being. The basis of reform success is determined using a quality of life scale that spans economic, health, and environmental indicators. Reform quality is then assessed based on improvements in well-being, instead of high-level economic metrics that often evaluate in a manner that fails to capture individual citizen sentiment. Most Americans rely on social security as a significant source of retirement income, but without congressional action, the program’s projected insolvency threatens to reduce benefits for all covered retirees. This thesis explores a path forward to legislating a fix by evaluating several proposed provisions. First, this thesis analyzes the premises and purposes of the program’s structure. By intentional design, program executives and lawmakers fostered acceptance of the program as a type of insurance. The Washtenaw County (MI) Prosecutor’s Office’s Pre-Plea Diversion Program (PPDP) aims to divert eligible misdemeanor defendants from the criminal justice system, offering rehabilitative programming to reduce reoffending and minimize the collateral consequences of a criminal conviction with case dismissal. This research assessed whether PPDP participants were less likely to be re-arrested in the six months following program completion compared to a sample of defendants facing similar charges within the same court. It was hypothesized that the PPDP would effectively reduce re-arrest, with community service and mental health counseling proving particularly impactful. Indigenous communities in Panamá face the same challenge that many Indigenous communities experience around the globe: a lack of recognition of their land rights. Over the last several decades, the Panamanian government has developed policies and ratified international agreements that recognize Indigenous rights. The comarcas that institutionalize these rights have had some success. However, despite a seemingly progressive framework for recognition, Indigenous communities across the country continuously have their rights violated by conservation projects and resource extraction efforts in the name of economic development. This paper examines the disenfranchisement of formerly incarcerated people and the steps by which they can participate in civic society again. It delves into the history of these laws, both in the United States and abroad, and the philosophies behind disenfranchisement. It then uses Florida’s Amendment 4 as a case study in current debates surrounding voting rights. After a literature review on voting, it assesses the voting population inside prisons in states that allow it and includes policy recommendations for these states. This thesis examines the determinants of the usage of carbon offsets within the California cap-and-trade program for greenhouse gas emissions. It also investigates the relationship between a firm’s investment in offsets and its financials for publicly traded companies. Entity-level data from 2013 to 2020 was used, which was sourced from the California Air Resources Board. Multiple regression analysis was used to investigate factors that correlated with offset usage and whether offset usage correlated with EBITDA. This thesis fuses Chicane Latine Studies (CLS) and Public Policy methodologies to explore how student-centered organizations can incorporate Decolonial Feminism into their program evaluation pedagogy. In today’s society, the political economy, influenced by structural biases, gravely impacts marginalized communities by overlooking holistic wellbeing as a valid priority. Embodying Decolonial Feminism can help community organizations fight back against systemic inequities and redefine for themselves their existence. A starting point is adjusting how organizations conduct program evaluations. Emerging technology is having a substantial impact on strategic stability. This thesis will analyze the impact of developing hypersonic weapon systems globally on strategic stability. Hypersonic weapons are defined as weapons that travel at least five times the speed of sound (Mach 5). Hypersonic Strike Weapons (HSW) are hypersonic weapons capable of maneuvering at hypersonic speeds that makes them much more difficult to engage when traveling at such high speeds. Introduction: U.S. Navy service members are primarily between the ages of 18 and 30 years and often required to be outside for extended periods of time in geographical locations with increased and often unfamiliar ultraviolet indexes that collectively increase their risk for skin cancer. Becoming Bridge Citizens: Educating For Social Justice In Conflict-Affected Settings, Stella Mi Cheong Cheong, Rowena Azada-Palacios, Kamille Beye

This study draws on empirical data to fine-tune the theoretical concept, ‘bridging civic identity’, which we propose as an educational aim in conflict-affected settings. We analyse interview data from Liberian respondents and North Korean migrants living in South Korea, using a conceptual framework based on the notions of ‘bridge citizens’ and agency. The analysis reveals the following: (1) that a high sense of agency is related to resourcefulness and fortitude, (2) that identifying oneself as a ‘bridge citizen’ is connected to recognising others as such, and (3) that concrete, large-scale aspirations of social justice for the larger community – and …
