Government For Metropolis: A Nashville-Davidson County Proposal, Daniel R. Grant

MTAS History

With the filing on March 28 of a proposed metropolitan government charter, Nashville and Davidson County have moved one step closer toward creating a new species of local government, one that is distinctly metropolitan in its design. The metropolitan charter, to be voted on June 17, would abolish the City of Nashville and Davidson County and consolidate their functions in a single "Metropolitan Government of Nashville and Davidson County."

2. Medieval Feudalism, Robert L. Bloom, Basil L. Crapster, Harold A. Dunkelberger, Charles H. Glatfelter, Richard T. Mara, Norman E. Richardson, W. Richard Schubart

Section II: Medieval, Political and Economic Development: Feudalism and Manorialism

Feudalism was the natural response to the greatest political need of the Dark Ages: security. Since there was no central government capable of providing this security, men fell back on their own resources, making local arrangements. Already, in the last chaotic centuries of imperial rule, Roman magnates had supported, and had been supported by, groups of clients. Among the Germanic tribes beyond the imperial frontiers, a roughly similar system of armed personal retainers had existed. From these precedents and from sheer necessity, feudalism was created in the Carolingian state in the ninth and tenth centuries. Thence it was transplanted in …

Xiii. Political Liberalism And Nationalism, 1815-1871, Robert L. Bloom, Basil L. Crapster, Harold A. Dunkelberger, Charles H. Glatfelter, Richard T. Mara, Norman E. Richardson, W. Richard Schubart

Section XIII: Political Liberalism and Nationalism, 1815-1871

The first half of the nineteenth century saw the emergence of two secular faiths which became key features of Western thought: political liberalism and nationalism- Their tenets were not wTiblly ne^ As~early as the lourteenth century when medieval feudalism was giving way to the rising national state, Marsiglio of Padua (c. 1275 - c, 1343) had announced that political authority was properly lodged in the people. The seventeenth century had produced in John Locke (1632-1704) a man whose ideas on government later became a wellspring for political liberalism. The same era also found nationalism accentuated by colonial rivalries and mercantilist …

Section XIII: Political Liberalism and Nationalism, 1815-1871

Political liberalism was first stabilized in Great Britain and the United States. Although the British avoided many of the difficulties that beset the Continent immediately following Napoleon Bonaparte's downfall in 1815, they had succumbed temporarily to the spirit of reaction. The Industrial Revolution brought to England considerable social discontent which was accentuated by the economic difficulties of the postwar years. Radical agitators insisted that evolutionary reform was not possible in an England where the masses were not genuinely represented in Parliament. When the malcontents adopted extremist measures — strikes, mass meetings, and riots — the propertied and politically effective classes …

Section XIII: Political Liberalism and Nationalism, 1815-1871

Before either political liberalism or nationalism could become institutionalized, the Continent passed through a period of conservative reaction. Taking their cue from Edmund Burke, who "as early as 1790 strove to discredit France's great experiment by associating it with the excesses of reason and revolution, many people blamed liberalism for the quarter century of war, and chaos that followed. The "Reign Terror" in France, under the sway of Madame Guillotine, gave a connotation of horror to the slogan of "liberty, equality, and fraternity," Conservativeminded folk tended to regard the abstract ideas of freedom, brotherhood, and a society without class distinctions …

Section XIII: Political Liberalism and Nationalism, 1815-1871

As we have already suggested in the opening paragraphs of this chapter, the roots of political liberalism antedated the nineteenth century. The philosophic principles of this creed were based on earlier ideas such as natural rights and utilitarianism. Political liberals held that human actions to be moral must be voluntary, and that a society seeking to follow the laws of nature must cherish individual liberty. Since they believed human reason was capable of discerning these laws, liberals believed that enlightened self-interest was an accurate guide for political action. In the next chapter we will take note of the kinship which …

Section XVIII: The Western World in the Twentieth Century: The Historical Setting

In the first year of war, while Poland succumbed to German armored columns, on the western front the contestants were stalemated. Then, in the spring of 1940, Germany struck through the neutral Netherlands and Belgium and overran France. Norway and Denmark were also captured. Scenting carrion, Mussolini acted the jackal and brought Italy into the war on Germany's side at what he confidently expected was the moment of victory. For a year only Britain held out against the Axis, protected by her island position and the air umbrella provided by the Royal Air Force. Late in 1940, Mussolini invaded Greece, …
