This is an excellent description of the history of Army technical intelligence during World War II. It gives good descriptions of technical intelligence in the various theaters of operation and of the lessons learned from each. The experience in the Pacific Theater was highlighted. The use of a Technical Intelligence Company in the Pacific has proven an influential model for the organization of technical intelligence in the field in later wars. The modern US Army vision of the technical intelligence developed during World War II. Shortly before World War II, Army Technical Services had been instructed to set up intelligence sections in the offices of their chiefs. The technical services were bureaus which supplied weapons, equipment, and services to the Army, managed the careers of officers in the related branch, trained specialists, and organized and trained special purpose military units. Hence, if good municipal government is to prevail, the accounting system must be so designed and operated as to produce the required fiscal information. For this reason the Municipal Technical Advisory Service is grateful for the opportunity to make available to municipal finance officers and other officials in Tennessee this publication, a "Manual of Accounts." Under the terms of legislation passed by the 1951 General Assembly, cities and counties in Tennessee have been authorized to levy a tax on the retail sale of beer, effective April 1, 1951. This bulletin has been prepared as a guide for city officials in the preparation of necessary local legislation and in the establishment of essential administrative procedures.
