The purpose of this study is to identify the satisfaction levels within the Department of Defense (DOD) of Hispanic, Latino, or Spanish (HLS) employees. The Office of Personnel Management's (OPM) 2020 Federal Employee Viewpoint Survey (FEVS) is used to identify the perspectives and attitudes of HLS employees as they pertain to organizational and leadership satisfaction. These perspectives are conceptualized using the Leader-Member Exchange (LMX) theory, which points to the relationships among these workplace actors as a principal characteristic of workplace satisfaction and intentions to leave an organization. This study sought to understand this impact by focusing on the perspectives of frontline police officers, detectives, and first-line supervisors from various law enforcement organizations in the Central Virginia Region and within the context of leadership decisions made in response to the COVID-19 pandemic. Does economic growth close labor market-linked gender gaps that disadvantage women? Conversely, do gender inequalities in the labor market impede growth? To inform these questions, we conduct two analyses. First, we estimate regressions using data on gender gaps in a range of labor market outcomes from 153 countries spanning two decades (1998-2018). Second, we conduct a systematic review of the recent economics literature on gender gaps in labor markets, examining 16 journals over 21 years. Our empirical analysis demonstrates that growth is not a panacea. While economic gender gaps have narrowed and growth is associated with gender gap closures specifically …

Drug overdoses surged in the U.S. during the COVID-19 pandemic. Public health experts raised concerns in the pandemic’s early months about how the pandemic and the policies enacted to stem it might increase overdose risk. This brief summarizes the findings of a paper that used national data to identify how states’ COVID-19 policies affected drug overdose rates among U.S. adults ages 25-64 during the first year of the pandemic. Results show that counties located in states that adopted more aggressive in-person activity restrictions experienced larger increases in 2020 than counties located in states with fewer limitations. Prior economic evaluations of the Expanded Food and Nutrition Education Program (EFNEP) perform cost-benefit analyses (CBA) reliant on self-reported behavioral data and unvalidated criteria for disease prevention. This study aims to conduct a CBA of Colorado and Washington EFNEP using an objective biomarker, Body Mass Index, to monetize program benefits. A longitudinal study of a convenience sample of EFNEP participants was conducted utilizing a single-group pretest-posttest design. Results indicate Colorado and Washington EFNEP generates $9.23 of benefits per $1.00 of costs and demonstrate the feasibility and value of using biomarkers in economic evaluations of nutrition education interventions delivered through Extension.

This dissertation consists of four chapters that focus on the policy process of provincial industrial policymaking targeting the manufacturing sector in China. In the first chapter, I introduce an original dataset called the "Chinese Industrial Policy Attention Dataset" (CIPAD). CIPAD contains 612 central-level and 1907 provincial-level Chinese industrial policies issued between 2001 and 2019. A novel design of CIPAD is that the full text of each industrial policy is transformed into a distribution-of-attention vector which records the attention allocation of each policy among 155 finely segmented industrial categories in the manufacturing sector. Across the United States, residents of towns and cities find themselves increasingly concerned with their water supply. In 2022, attention shifted to Jackson, Mississippi, as over 150,000 residents of the majority Black capital city were left without clean water. In this thesis, I discuss this case study as well as cases in Baltimore, Maryland, Flint, Michigan, and Newark, New Jersey, finding that across these cities, there exist patterns of environmental racism and divestment in public resources. A pilot program involving the implementation of public restrooms has caused a significant reduction in public defecation in San Francisco. This research demonstrates the efficacy of this existing working model, which could be similarly implemented in Portland with some adjustments. Portland has the Portland Loos, which are single-stall, outdoor public restrooms. Still, many are not open 24 hours. Researchers have studied children's active travel; however, they have mostly been cross-sectional studies dealing with commuting to school and parental attitudes. To find ways to promote children's active travel, this longitudinal study uses panel data (two time periods) to examine how parents' actual walking and safety perception correlated with children’s walking. Using data from 240 children aged 4-16 and their parents in Portland, Oregon, we estimated a cross-lagged panel model (CLPM) to analyze the continuous relationships. We found that parents with more positive attitudes toward their walking walked more, and their children also walked more in both periods. In addition, …

In 2003, the US government passed the Healthy Forest Restoration Act, which urged wildfire-prone communities to develop Community Wildfire Protection Plans (CWPPs). These plans allow local groups to contextualize risk, practice social learning, and develop social capital while addressing wildfire risk. Within planning realms, however, decision-making power is usually concentrated unequally between social groups which can limit the influence of marginalized communities.
