This study, conducted by researchers at the Maine Rural Health Research Center, provides updated information and addresses gaps in knowledge about rural non-urgent ED use. Understanding the rates of non-urgent ED use among rural adults and the factors associated with this use can inform policy and practice efforts to reduce unnecessary and inappropriate use of EDs in rural communities.

The MDA spearheads an initiative to enhance Medicaid anesthesia services reimbursement, aiming to address the disparity between current rates and commercial standards. Despite recent improvements in Medicaid dental benefits, access to care remains hindered by low anesthesia reimbursement rates. The MDA advocates for a substantial investment to increase reimbursement to 85% of commercial rates, garnering support from various medical associations. This collaborative effort marks a significant stride towards achieving equitable Medicaid reimbursement. Grassroots advocacy is pivotal in influencing state budget decisions, urging constituents to engage with legislators via MDA text alerts.

Why Citizens Engage In Co-Production: A Theoretical Framework And Experimental Evidence, Seulki Lee, Chongmin Na

Research Collection School of Social Sciences

Co-production has been embraced as a robust strategy to improve service quality and create public value. Despite growing interest in citizens’ motivations to engage in co-production, there remain some major gaps in the literature. This study proposes a theoretical framework of factors that influence co-production and offers experimental evidence as to the effects of those factors from an online survey experiment with a sample of 1,297 Koreans. The findings show that public service motivation, driven by normative motivations, is associated with greater willingness to co-produce. We find little effect of monetary or non-monetary rewards, input legitimacy, or individual characteristics such …

The Democratic Republic of the Congo is one of the poorest and most troubled nations in the world. With a convoluted and often tragic history, a significant cause of economic underdevelopment and political instability in the Congo has been the illicit expropriation of the country’s vast reserves of high-value minerals. In the early 2010s, Congress attempted to address the “conflict minerals” dilemma through the enactment of Section 1502 of the Dodd Frank Act. Purpose: The most significant document to ensure effective and compliant design, implementation, monitoring, and enforcement of a program of special education services in the United States is the Individualized Education Program (IEP). Although IEPs have been used to document procedural compliance with the Individuals with Disabilities Education Act (IDEA) for individual students, IEPs also provide extensive data that can and should be used by a variety of stakeholders including speech-language pathologists (SLPs), school administrators, and state education agencies to design targeted professional development and collectively improve programs, processes, and outcomes in special education.

Watson Institute for Urban Policy and Research at Kean University, in partnership with New Jersey Legislative Black Caucus, under the leadership of the Honorable Assemblywoman Shavonda E. Dignity: A Journal of Analysis of Exploitation and Violence

Victims of sex trafficking and women purportedly involved in prostitution voluntarily face a complex web of interconnected challenges when attempting to escape their current circumstances. By analyzing the shared and distinct challenges faced by these women, the paper aims to inform policymakers and service providers, offering recommendations to empower women seeking to escape exploitation through multidisciplinary and interconnected networks of providers. This study surveyed 74 women in Detroit, Michigan, using nonprobability convenience sampling over a 10-month period in 2020. The Guna Yala Comarca is the autonomous, self-governed territory of the Guna people, one of seven Indigenous groups in Panama. The Comarca is located on Panama’s eastern Caribbean coast and includes 365 coral islands. Forty nine Guna communities and roughly 32,000 individuals live in the territory. The Guna General Congress is the highest authority, and each community has a local congress. As a low-lying coastal region, Guna Yala is especially vulnerable to climate change and is already impacted by sea level rise, biodiversity loss, and changing precipitation patterns. This qualitative data brief provides findings from the Vermont baseline needs assessment, conducted in collaboration with research staff at the University of Southern Maine's Catherine Cutler Institute, with the goal to identify current and future opioid use disorder (OUD) treatment needs and barriers in rural Vermont. Morocco’s disaster management strategy has evolved in reaction to historical crises. On September 8th, 2023, the Al Haouz region of Morocco was struck by a 7.2 magnitude earthquake. The area was especially vulnerable to such a disaster due to its underdeveloped infrastructure, remote location, and lack of services. As the last phase of the disaster management cycle is unfolding, seven months after the earthquake, this research assesses the successes and challenges of the response and establishes areas of improvement to implement in national policies to optimize future crisis management across all four stages of the disaster management cycle.

In enacting war and terrorism, armed combatants frequently and deliberately utilize sexual violence to target civilians. This crime is widespread, systemic, and organized, and its perpetration against vulnerable populations is a haunting reality of warfare. Although scholarship has speculated about the motivations behind conflict-related sexual violence (CRSV), no one answer is sufficient to grasp a phenomenon whose constitution is complicated by a multitude of variables. Since the beginning of the 21st century, as Morocco transitions from solely being a transit point to Europe to becoming a destination country for Sub-Saharan migrants, policies have been implemented to improve migrant integration. Morocco launched the National Strategy on Immigration and Asylum in 2015 which strives to ensure accessibility to essential services for migrants, such as education, healthcare, and integration into the workforce. Global health partnerships have been identified as crucial to achieving the Sustainable Development Goals and targets related to health and wellbeing. Specifically, the Global Fund, UNAIDS Joint Programme, and the World Food Programme are examples of some of the relevant partners currently engaged in this work, filling roles in global health financing, governance, and delivery. Current literature has identified that the effective engagement of stakeholders in partnerships can be crucial in effective project implementation and that global health partnerships during the era of the Millennium Development Goals did impact health outcomes. Proportionally in armed conflict is one of the key principles of international law, playing a crucial role in ensuring that both civilians are protected in armed conflict, but also that a military is able to accomplish its goals. This paper attempts to discern if the international legal infrastructure is well equipped to deal with proportionality in armed conflicts, especially in regard to contemporary armed conflicts. As the impacts of climate change increase, the EU and its member countries are attempting to achieve carbon neutrality by 2050. The adoption of electric vehicles is proving to be a promising solution to achieve this goal, and specifically, reductions in the transport sector emissions. This study analyzes the potential costs and benefits resulting from a mass adoption of electric vehicles in Lisbon by 2050. Through a cost-benefit analysis, this study aims to quantify the major costs and benefits associated with electric vehicles.
