Politics in Michigan had been on a low plane for a number of years. The troubles were many and their roots could be found deep in the structure of the state's government.

In April of 1959, the sagging governmental structure gave way to the extent that the state was unable to meet its payroll. The result was the much publicized "Payless Pay Day" which attracted national and international interest.

A Descriptive Analysis Of The Effectiveness Of Broadcasting By The Church Of Jesus Christ Of Latter-Day Saints In The Northern States Mission Area, Robert W. Donigan

There has been no systematic study of the effectiveness of broadcasting by the Church of Jesus Christ of Latter-day Saints since the advent of TV and the nation-wide telecasting of the Annual and Semi-Annual General Conferences of the Church each April and October. In addition to determining effectiveness, there is a need to discover to what degree people watch or listen to religious programming in general, and what types of religious programs they wouldm most like to have available.

This study had two main purposes. Its first is to test the theoretical proposition that there is a carry-over into other systems of behavior as a result of group cohesion. For example, as scouting activities increased, Aaronic Priesthood activities increased. And according to the reference group theory, individuals join reference groups to fulfill certain needs, wants, goals, etc. In an active Boy Scout program many of these needs, wants, and goals are satisfied as the boys participate in the activities outlined by the Boy Scouts of America. The major purposes of this study have been (1) to define and coordinate principles and policies for religious education in Pacific elementary and secondary schools that are operated by the Pacific Board of Education of the Church of Jesus Christ of Latter-day Saints, and (2) to provide a manual of instructions for administrators and teachers which will help them attain the objectives outlined in this study.
Religious education in the Pacific Schools is an integral part of the entire curriculum, receiving emphasis in religion classes. The Church Seminary system, in contrast, is supplemental to public secular education.
