In order to provide the best opportunities for children with special emotional needs and behavioral challenges to successfully adjust to kindergarten, professionals and family members need models of support that address policies, staff and family training and partnerships, and individual child-focused services. Moreover, transition must be conceptualized as a process that occurs over time, not as a short term move from one environment to the next. In this article, we discuss a conceptual framework for transition support models for young children with disabilities and their families. In this thesis I explore the inequalities between men and women in relation to marriage and the impact ofexternal pressures on women and their choices within their marriages. I interviewed five married women and one woman in a common-law relationship about the story of their marriage. I used narrative analysis to interpret the verbatim transcriptions of each interview. In the findings I present portions of each woman’s story in her words along with my own interpretative comments. Two historical changes have impacted on women's relationship with work in the last century. The influx of young single women into the paid work force and the participation of married women in the paid work force have changed the world of work for men and women. Middle and upper class women gained access into the public sphere through the caring work of teaching, nursing and social work. Emerging Strong From A Difficult Adolescence: A Qualitative Study Of Resilience, Vivian Horovitch

In-depth semi-structured interviews were conducted with eight, second and third year university students who self-identified as having emerged intact from a difficult adolescence. Questions were asked with regard to stress, protective factors, resources, and coping strategies during adolescence, as well as about how they achieved a sense of well-being. Themes derived from qualitative analysis are highlighted in a chronological life story for each participant. Common themes for participants’ coping during adolescence included distraction and avoidance strategies, such as keeping active with sports, extracurricular activities, religion, or arts. More “mature” coping strategies emerged as participants neared early adulthood. These included strategies …

Interpreting the written texts of pastoral theologians and the research reports on pastoral care and practice in professional journals. I consider the pastor‘s important role as the representative of God and the symbolic nature of the pastor's role. On this basis, I discuss the pastor‘s actions in visiting the hospitalized patients. This study focuses upon youth shelters as non-profit, voluntary organizations, and their relationship with formal child welfare systems. Two case examples, Covenant House (CH) and Youth Without Shelter (YWS) are examined through archival material, participant observations of "shelter culture," and structured/unstructured interviews with front line and managerial shelter workers. These methodological tools provide a distinct portrait of the evolution, the "life stories," and the present day activities of two prominent Toronto youth shelters. This article examines several developments in electronic technology which appear to hold great potential for advancing human well-being and community organization and have already manifested some important portion of that potential in recent years. They are, in order of presentation, electronic communication and networking, electronic advocacy, fund raising support, geographic information systems and data base management. We conclude this brief article with a brief discussion of information poverty and the growing disparity of information haves and have-nots.

A strong dairy economy has both economic and social benefits for Wisconsin. While support for beginning dairy farmers is not the only way to sustain and increase dairy productivity, it is an important strategy that can renew the dairy industry with new farmers. There are many challenges in attracting new people to the dairy business. New dairy farmers often face high start-up costs for land, equipment, and facilities. Volatile milk prices, long hours, and hard work reduce the appeal of a career in dairy farming. In the 1990s, prospective dairy farmers could readily find off-farm jobs that often paid better …

Seven years have passed since the U.S. government approved the commercial use of recombinant bovine somatotropin (rBST), a synthetic relative of a naturally-occurring growth hormone that stimulates milk production in cows. Prior to approval, national controversy over rBST, more popularly known as BGH (bovine growth hormone), raged for almost a decade (Barham, 1996). Opponents and proponents alike envisioned rBST as a juggernaut technology, one that would change the dairy industry in dramatic ways, first and foremost by substantially raising herd productivity and overall milk production and then perhaps by driving away consumers from dairy products. Relatively low and volatile agricultural commodity prices have placed increasing pressure on the state’s farm sector in the 1990s. At the same time, an unusually robust non-farm economy has generated significant demand for rural housing and recreational land development. The result has been a dramatic acceleration in the rate of farmland conversion to non- farm uses over the last 15 years. Non-farm growth pressures have affected many other aspects of Wisconsin’s urban and rural landscape as well. Many grandparents faced with the need to raise their grandchildren have health risks that could destabilize any family structure established for the child. This is especially problematic for grandparents of color who have higher health risk factors than their white counterparts. This article describes the physical and mental health status and behaviors of 100 African American grandmothers who are the primary caretakers for their grandchildren. The findings suggest the physical functioning of the grandmothers is at a level that could jeopardize the quality of life with their grandchildren. Examining its implementation will provide important information about how it can function as a practice model, and therefore facilitate the development of this emergent model. The present study focuses on the implementation of a pilot project designed to incorporate the strengths perspective in therapeutic foster care. This article reports on first-year employment experiences of a randomly selected sample of 213 Illinois TANF leavers. Aggregate employment levels were 70 percent at exit, and leavers typically generated earnings from a single full-time job. However, employment often was unstable, so that only about one-fourth of leavers had the same job both at exit and when interviewed 10-11 months later. Employment instability resulted from the marginal or temporary nature of many jobs, as well as employment barriers such as health problems and lack of day care. Average wage levels easily exceeded the minimum wage and grew during the first year …

Postsecondary education is the key to exiting from poverty permanently. Yet, the PRWORA allows women only up to 12 months of vocational training while on welfare. This paper focuses on bringing back the importance of investing in the education of poor women, particularly the postsecondary education of poor women with children, to the forefront of the welfare debate. In this paper we review federal and state level welfare policies toward postsecondary education of poor women with children. Some states are interpreting federal welfare policy strictly and allowing only up to 12 months of vocational training while on welfare. Other states …

Attribution Of Blame In Father-Daughter Incest Cases: Perceptions Of Social Workers And Case Aides, Jane E. Leclair

This exploratory study exarnined the attribution of blame in father-daughter incest cases by surveying the perceptions of 100 social workers and case aides. The random sample of 74 women and 26 men were mailed a self-repoft survey packet including two Likert-type, ordinal level scales: The Jackson Incest Blame Scale (JIBS) which measured offender, victim, societal and situational factors; and the JEL Blame Scale which measured mother blame. With a response rate of 30Vr, findings were reported in the median and mode. JIBS findings indicated most blame was aftributed to the offender, little to the victim, with varying amounts of blame …

Child Protective Services (CPS) has been defined as an ineffective system. Common criticisms are that the system is overburdened and that family preservation policy pressures CPS to reunite families that can't be repaired. However, empirical analyses that identify the deficiencies of this organization are limited. This study utilizes case files and in-depth interviews with interventionists within and outside of CPS to explore the issue. Results reveal that the most common criticisms of the system do have merit. However, it reveals additional system limitations. Results suggest that the child protective system is characterized by an individualistic approach and that this focus …

This study develops a technique to estimate and project annual rates of poverty for a large metropolitan area for various segments of its population. The annual estimates and projections are based upon the official rates compiled by the Bureau of the Census.

Using Los Angeles/Long Beach as the site of the experimental example, the evidence reveals a substantially increasing trend in the incidence of poverty for the overall metropolitan population. This increase is caused by the dramatic rise in poverty within the Hispanic and Children population groups. Trends in poverty are negative, however, for the Elderly, Blacks, Female Family Heads …

This research provides a preliminary descriptive analysis of the impact of new welfare sanctions on recipients living in a southern metropolitan region. The data from this phone survey indicate that many families report considerable hardship no matter why they exited from welfare. Compared to those who left voluntarily, those who were sanctioned off welfare were significantly different in terms of having unmet medical needs, going without food, and having their utilities turned off. Given the high number of problems reported and the low income reported by these respondents, it is not surprising to find that only 10 percent of former …

The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 has instituted major changes in providing for the poor in the United States. This article examines the importance of evaluating the impact of this legislation from a social work perspective. Using Mannheim as a theoretical orientation, welfare reform is examined in relation to dominant ideologies of the 90's. The salience of social work research, particularly qualitative research, in evaluating welfare reform outcomes is explored. This study examines the impact of structural adjustment policy (SAP) on the welfare of Zimbabweans, particularly women and children and draws some parallels with economic policy in the US and its effect on social welfare programs and the poor. The paper argues that economic structural adjustment programs (ESAPs), introduced by the World Bank and the International Monetary Fund as major international financial institutions in economic globalization, have been an inappropriate public policy for Zimbabwe.
