A Study To Determine If Service Workers Want Additional Training Regarding Black Issues, Patricia Dickerson, Diane S. Whalen

The study is based upon five research questions which seek to determine service workers’ perceptions of black life experiences, the causes of black clients’ problems, and possible ways to alleviate these problems. Service workers are asked if present modes of intervention are effective in working with black clients. They are further asked if training regarding black issues would help facilitate their working with black clients, and if so, what areas of training would be most useful.

The researchers could have chosen any from among several client groups for this project. It was decided to limit the study to one group, …

The practicum consists of a study of methods of identifying and working with natural caregivers, based on previous descriptions in the literature of natural caregivers and their networks, presented in handbook format, and addressed to social service delivery people.

Most of the natural helping literature describes natural helpers and natural helping networks, Little is available about the worker - helper relationship itself, about how to find natural helpers, and about how to develop and maintain relationships with them. It is this relationship between the worker and the natural helper that we studied and about which we have written.

A Comparative Study Of Persons Completing And Not Completing An Alcoholism Treatment Clinic's Group Intake Process, Timothy W. Hallinan, Eric J. Huelshoff

The present study is concerned with pre-treatment dropouts in an outpatient alcoholism treatment clinic. Previous pre-treatment dropout studies have been made in settings where there is one intake session followed by a treatment program. In the setting of the present study, however, there is an extended intake process, consisting of three (and occasionally four) group intake sessions followed by a session of staffing and then treatment. This study, therefore, differs from previous investigations, in that it considers as "pre-treatment dropouts," those clients who drop out at any point during the intake process, rather than just those clients who do not …

This study sought to explore the resettlement of Indochinese refugees to their new life in Portland, Oregon. Three basic areas were under consideration. The first area dealt with demographic data: who are the refugees and what are their pasts? The second area focused on aspects of successful resettlement: what do refugees seek in order to consider themselves successfully resettled, and how do their ideas of successful resettlement collate with their present state of resettlement? The researchers in this study are concerned about what factors are involved in determining who actually does seek out adjunctive counseling for help in dealing with their diagnosis. In particular, personality factors of those who have cancer are examined. The more known about what motivates a patient to seek counseling, the easier it will be to develop rehabilitation and supportive programs to meet the needs of cancer patients. Hence, sanction for a research project such as this lies in the fact that the question of motivation regarding adjunctive counseling has not been dealt with specifically in the past.

Two hundred and seventy-three clients whose cases had been closed by the Oregon Vocational Rehabilitation Division (OVRD) between March 1, 1976 and February 28, 1977 were interviewed by telephone. They were asked to identify the different methods they had used during their job search, whether they had obtained a job while being served by OVRD, whether they were presently employed, and if employed whether the job was the same or different from the one they had obtained while being served by OVRD. This study is an analysis of a policy, The Indian Self-Determination Act (Public Law 93-638), and consists of a survey designed to examine the perceptions of selected Indian tribal leaders regarding the policy. The findings of the survey are reviewed and analyzed and the study is concluded with a consideration of the implications of the findings for social work. In general, the study is concerned with an aspect of the social policy process. A specific policy is addressed and a survey of perceptions of people effected by that policy was taken. In his testimony to joint hearings before a task force of the welfare reform subcommittee of the US House of Representatives held on November 9, 1977, in Salem, Oregon, as part of a proposed welfare reform bill, H.R. 9030, Professor Norman L. Wyers shared the diverse opinions of participants of Oregon town hall meetings on economic security, entitlement, eligibility and responsibility. The public opinion survey findings revealed Oregonians' support for humanitarian policies, universal benefits, and a focus on job creation over training. Wyers urged policymakers to consider the liberal attitudes uncovered in the survey, emphasizing the need for a steady …

Professor Norman L. Wyers, representing participants of Oregon town hall meetings and the Oregon Chapter of the National Association of Social Workers, addressed the joint hearings before a task force of the welfare reform subcommittee of the US House of Representatives in Washington, D.D. In his testimony on welfare reform philosophy, Wyers emphasizes Oregonians' strong support for government-sponsored employment (68%) over income maintenance and preference for job development (42%) as a primary strategy. Surprisingly, 56% favor universal benefits, challenging assumptions about selective programs. Wyers warns against work relief proposals in H.R. 9030, citing historical failures. Contemporary American society has established a comfortable reliance upon a large network of total and quasi-total institutions for dealing with certain life threatening events and socially disruptive conditions As a consequence these institutions have become primary locales for dying. It is the principal argument of this paper that although a large proportion of all deaths now occur in institutions, they are generally harsh and unsympathetic in their handling of dying, and particularly insensitive to the social and psychological needs of surviving significant others in the period immediately following a death. This paper discusses the problem of living in a stigmatized inner city community. The reactions of residents are categorized into "Four Moral Careers", and implications for the community of each career are discussed. Major attention is focused upon the "activist" career which aims to overcome the stigma of the community. The activists are discussed and described through the use df materials from intensive interviews of local community leaders who have tried to cope with the stigma of the area. The movement to professionalize social work practice has had few enemies. It has resulted in limited benefits to practitioners, primarily in the areas of status and remuneration. It now appears that this limited progress has carried a high price. Because of social workers' claims of professionalism, they find themselves vulnerable to tests of accountability which are probably unreasonable, given the context of the field's everchanging practice arena.

The Application Of Behavior Modification Technology To The Alleviation Of Selected Social Problems, John S. Wodarski

The application of behavior modification technology to the alleviation of various social problems is reviewed. Specific items discussed are: energy consumption, pollution control, token economies, architectural control of behavior, welfare, worker performance, social action, crime, and social integration. Where relevant, specific studies are summarized. Future developments and implications for social work practice are reviewed briefly.

Discourse Management: Key To Policy Development, Joseph R. Steiner

Skills in discourse management are necessary in order for democratic policy development groups to be productive. These skills, like other skills, are developed by practicing their utilization. A general cognitive framework, however, can assist one in this development. This paper develops and then describes the use of such a general framework.

Public Perceptions Of Rural County Social Service Agencies, Robert W. Bilby, Robert Benson

The Journal of Sociology & Social Welfare

Data gathered via interviews and mailed questionnaires in two rural counties in Western Wisconsin indicate that large segments of the general citizenry and "public opinion leaders" are generally more supportive of social services than common stereotypes suggest, while also voicing criticism of what are seen as inequities in the administration of services. Large majorities view social services as an institutionalized practice in American society, large segments hold negative views of recipients, and the samples studied are in general ill-informed about social service practices. Implications are drawn regarding public information programs aimed at better informing the public about social services.

A Community Organization Typology Of Group Development, Steve Burghardt

The Journal of Sociology & Social Welfare

This paper seeks to close a gap in community organization literature by analyzing the Impact of strategy on small group development and role changes in both leadership and membership. Using literature from social psychology and community practice, It Is argued that a tactical understanding of group dynamics can heighten one's effectiveness as an organizer. The paper then develops a typology of how groups change under different organizing methods. Finally, the work shows how an organizer can more easily "mix and phase" strategies inside the same community group.

Human service organizations form an environment which is both difficult for an individual to transverse and antagonistic to the organizing of clients. The structure of these organizational environments is not conducive to the emergence of client organizations. This issue forms the focus of this paper: the interaction between the structural dimensions of human service, organizational environments and the potential for human service clients to form organizations geared to obtaining accountability from human service agencies. To date, few (if any) empirically based research studies have been executed in exploring the relationship between the recidivism rate of runaways and the three possible types of dispositions they may receive: (1) counseled and released at the intake level; (2) referred to another social agency; or (3) placed on probation. It is critically pertinent to examine this relationship before attempting to plan alternatives to divert the youths from the juvenile justice system.
