Faculty Of 1000 And Vivo: Invisible Colleges And Team Science, John Carey
Faculty Of 1000 And Vivo: Invisible Colleges And Team Science, John Carey
Publications and Research
Within the traditional model of scholarly communications, "invisible colleges" facilitate a process of social diffusion that fuels the growth of scientific specialties. This diffusion of ideas operates not through published journal articles but rather through informal communications between researchers. In recent years, researchers have availed themselves of collaborative Web 2.0 forums such as blogs, wikis, and social networking sites to meet their need for increasingly sophisticated vehicles of informal communication. Examinations of the database Faculty of 1000 and the semantic web application VIVO help to illustrate how invisible colleges have migrated to a networked environment where they can play an …

Center for LGBTQ Studies (CLAGS)
As I write this, the snow is slowly melting: the residue of the blizzard that brought 2010 to a close (and ground the East Coast to an almost complete halt). The stillness of the air outside fosters a kind of meditativeness, although it's hard to get a firm grasp on the events of the past few weeks. After what seemed like an endless parade of false starts, Congress finally overturned Don't Ask, Don't Tell, a policy that came into being at the same time as our newest crop of undergraduates. And at almost the same moment, the DREAM Act, legislation …

Visiting Clags As A Scholar In Residence, Tuula Juvonen
Center for LGBTQ Studies (CLAGS)
A year ago I was most excited to receive a letter of invitation from CLAGS' executive director Sarah Chinn to spend the autumn term 2010 as a Scholar in Residence. The idea of returning to CLAGS after 16 years of absence was particularly intriguing for me because I found my last visit there in 1994 most valuable and inspiring for my scholarly work. And I was not to be disappointed this time either.

The History Of Evaluation Through Regulatory Impact Analysis: A Path From Accounting To Accountability, Daniele Capone, Dan Williams
The History Of Evaluation Through Regulatory Impact Analysis: A Path From Accounting To Accountability, Daniele Capone, Dan Williams
Publications and Research
Evaluation of public policy is an important element of intervention by government in the economy and society. This paper analyzes the path of evaluation in the U.S. system through development in related scientific fields and through the use, by different administrations, of Regulatory Impact Analysis (RIA). The history of evaluation shows that over time there has been a bipartisan acknowledgement of the importance of these tools and an interesting change in the approach and use of them. At the beginning, RIA and evaluation were conceived as control and accounting instruments with a strong use of economic analysis, but afterwards, they …
Critical Collaborations: An Information Literacy Across The Curriculum Project, Sheila Beck, Devin Mckay
Critical Collaborations: An Information Literacy Across The Curriculum Project, Sheila Beck, Devin Mckay
Publications and Research
The article focuses on a collaborative project aimed at investigating the effect of integrating four classroom assignments from different disciplines with critical thinking skills. Entitled "Collaboration and Information: Critical Thinking Skills Across Curriculum," the different goals of the project include having the students understand what information is, the type of information needed and its appropriateness, and the application of research skills using critical thinking. In this study, it has been demonstrated that the greater the breadth and depth of responses to the scenario, the greater the research process skills.

Information Is Social: Information Literacy In Context, Jen Hoyer
Information Is Social: Information Literacy In Context, Jen Hoyer
Publications and Research
This paper aims to discuss traditional conceptions of information literacy as created within an academic context to address information needs within this context. It seeks to present alternative realities of information use outside the academic sector, and to suggest that information literacy instruction within academia does not go far enough in preparing students for the information society beyond university. The aim is then to follow this by discussion of appropriate information literacy models to prepare young people for information use in a variety of workplace environments.

Opportunity/Threat Spirals In The U.S. Women's Suffrage And German Anti-Immigration Movements, Roger Karapin
Opportunity/Threat Spirals In The U.S. Women's Suffrage And German Anti-Immigration Movements, Roger Karapin
Publications and Research
Many have noted that protesters sometimes expand political opportunities for later protests, but there has been little analysis of how this occurs. The problem can be addressed by analyzing opportunity/threat spirals, which involve positive feedback among: actions by challengers (bold protests and the formation of alliances between challenger groups); opportunity-increasing actions by authorities and elites (elite divisions and support, procedural reforms, substantive concessions, and police inaction); and threat-increasing actions by authorities and elites (new grievance production and excessive repression). Interactions among these eight mechanisms are demonstrated in two cases of social movement growth, the U.S. women's suffrage movement of the …
Introduction To Gis Using Open Source Software, 1st Ed, Frank Donnelly
Introduction To Gis Using Open Source Software, 1st Ed, Frank Donnelly
Open Educational Resources
This tutorial was created to accompany the GIS Practicum, a day-long workshop offered by the Newman Library at Baruch College CUNY that introduces participants to geographic information systems (GIS) using the open source software QGIS. The practicum introduces GIS as a concept for envisioning information and as a tool for conducting geographic analyses and creating maps. Participants learn how to navigate a GIS interface, how to prepare layers and conduct a basic geographic analysis, and how to create thematic maps. This tutorial was written using QGIS version 1.5 "Tethys", a cross-platform (Windows, Mac, Linux) desktop GIS software package.
Failure To Adapt; Intelligence Failure And Military Failure As Functions Of Strategic Failure?, David Firester
Failure To Adapt; Intelligence Failure And Military Failure As Functions Of Strategic Failure?, David Firester
Dissertations and Theses
The following paper looks at intelligence failures and military failures through the lens of adaptation failure. This paper asserts that there is reason to believe that certain causal elements of alleged intelligence failures reside more so in the province of politics, than in the collection and analysis domain of intelligence tradecraft. This is not to say that failures are exclusively of a political nature, but that looking at politics and the relationship of policymakers to the Intelligence Community yields a preponderance of causal evidence. Secondly, it is suggested that a parallel set of underlying assumptions evident in adaptation failure theory …
The Legal And Political Foundations Of Kosovo's Independence, Mensur Deva
The Legal And Political Foundations Of Kosovo's Independence, Mensur Deva
Dissertations and Theses
The case of Kosovo's independence raised concern regarding setting a precedence for other pro self-determination movements in the world. The critical question is if the Kosovo case actually sets a precedent for these movements or if it is a unique case due to its sui generis situation. This paper is an attempt to analyze the legality and the legitimate right of Kosovo to become an independent state. The study examines the phenomenon of the creation of new states in the world, looking at historical events such as decolonization and the dissolution of communist countries in Eastern Europe. In addition, I …
