This paper analyzes the effects of dollarization, where a country (C) uses money produced by another country (M). We derive a general formula to determine the "optimal" rate of inflation, which maximizes M's welfare but does not take into account any loss to C. We show how this inflation varies with relative income size and output growth. Estimates of the "optimal" inflation rate are made for some countries. We also analyze a contract, under which M shares a fraction of total potential seignorage with C to induce M to inflate at a rate which leads to no seigniorage accruing to …

This article discusses the quality of commercial and library-sponsored AskA services and uses this as a prediction for the success of the programs. The authors also explore the idea of the commoditization of information and its acceptance rates in different countries, and use these to predict the success of commercial and library-sponsored AskA services both in the United States and abroad.

Prostitution, hustling, and sex work are forms of labor, not erotic preferences or identities as are gay, lesbian, bisexual, and transgender, but sex workers and queers alike are stigmatized and criminalized for consensual sexual activity. The state – federal, state, and local law enforcement – routinely interferes with certain types of sexual activity. Enforcement of laws regulating sex behavior often varies given the discretion of local police. In her 1989 essay “Thinking Sex,” Gayle Rubin positions sex-for-money, prostitution, with pornography, promiscuous sex, pornography, and homosexual sex in the low status “outer limits” of the contemporary American sex hierarchy; while heterosexual, …

Queer Zagreb is an international festival that took place for the first time in Croatia from April 25-30, 2003. It presented an extensive program which included theater, dance, film, and visual art, as well as a symposium of papers from around the globe focused on queer sexuality, art and activism. It was a pioneer event of its kind in post-communist Europe, and was presented throughout the city in some of Zagreb's most established venues.

The problem of who I legally am in the world I live in has been vexatious throughout my adult life. Like other transsexual people worldwide, I face an inadequate legal framework in which to exist. Some of us live within states and nations that recognise the difficulties and attempt to provide a route way through the morass of problems that arise; others barely, if not at all, even acknowledge our being. The Role Of The Icma In Promoting Performance Measurement Through ‘Standards’: 1927-1956, Dan Williams

This paper examines the role of the ICMA in promoting performance measurement during the years of Clarence Ridley’s administration. Clarence Ridley received his Ph.D. at Syracuse University in 1927 and soon, thereafter, became the executive director of the ICMA. His Ph.D. topic constitutes the first book specifically focused on performance measurement. It differs from other performance measurement literature of that era in that it is more instrumental and oriented towards management objectives and standards. In contrast, earlier literature, such as that of Charles Beard or William Munro, provided significant consideration to the performance of government as a political entity. This …

Children are a spur, a commitment, a way of imaging the future—but all too often these sorts of phrases just rattle around a vacuum, their utterance the beginning and end of the commitment. We emphasize “the best interests of the child,”but this gloss provides a moral imperative to all manner of uncompleted projects and unfulfilled policies. Likewise, the use of children’s images or presence in public forums of all types gives a patina of honorableness to practices and plans that never actually make good on the promissory note of childhood. Telling - or writing - a story about an event in your life is telling a social story. Autobiographical narrations are also, to be sure, personal and unique, but the social nature of narrating is often overlooked in research and education. In particular, to appreciate what young people are doing when we ask them to share their personal experiences in public institutions like school, we need a theory to guide our reading of narratives as conversations.

This is the curriculum for a program known as "REAL MEN," an acronym for "Returning Educated African American and Latino Men to Enriched Neighborhoods." A collaborative effort, the REAL MEN program was a public health intervention based at Rikers Island and at a community-based organization, Friends of Island Academy, for young men, ages 15-19, who were leaving jail and returning to their home communities. The curriculum for this program was designed to reduce drug use, HIV risk, and rearrest by helping participants examine alternative paths to manhood and consider racial/ethnic pride as a source of strength.

Historical investigation is never easy, but deciphering gay and lesbian history often turns out to be more than usually convoluted. The players lead at least two lives—public and private — and secrets abound. Clues appear in unconventional sources, beyond the library and beyond theory. If you are lucky, the search develops its own momentum. This is how the story of undercover girl Angela Calomiris (1915-95), "Angie" to her friends, whose life was touched by extraordinary events, revealed itself to me.

November 1978: a popular religious and civic leader from San Francisco named Jim Jones leads over 900 people—mostly African-Americans and many from San Francisco—to murder and suicide in a remote jungle community of Guyana called "Jonestown." Though far from San Francisco, the catastrophe strikes at the heart of the city's public life. Only nine days later, on November 27, ex-police officer and city Supervisor Dan White enters San Francisco City Hall and assassinates Mayor George Moscone and Supervisor Harvey Milk. After four gratifying years, i have decided to step down as the executive director of CLAGS to focus again on research, writing, and teaching. As much as I have enjoyed the position and as proud as I am of all we have accomplished, the truth is, I don't have the temperament of an administrator. I'm yearning to teach graduate students again, to be more available to my undergraduate students at Baruch, and eager to jump back into the scholarship that I've had to put aside since 1999.
