Oregon 2100: Urban Form And Settlement Patterns, Nohad A. Toulan

Center for Urban Studies Publications and Reports

In 1987 New York City adopted the report of its "Commission on the Year 2000." A year later Los Angeles followed the same course and approved a report prepared by its "Los Angeles 2000 Committee." In Oregon we have been equally active in the development of alternative scenarios and strategic plans for the year 2000. The Oregon Progress Board and its Benchmarks is just one example. Others include Portland's Civic Index process and Future Focus, METRO's Goals and Objectives study and LCDC's Growth Management Study. These studies and numerous others across the country reflect a the desire to enhance, or …

Ethnic Minorities In Portland: A 1990 Census Profile, Carl Abbott

Center for Urban Studies Publications and Reports

In the last two years, Portlanders of all backgrounds have begun to pay serious attention to the problems and opportunities created by the increasing racial and ethnic diversity of their metropolitan area. The Oregonian and the broadcast media have focused a number of stories and reports on racial relations and racial tensions. The broad-based strategic planning efforts of the Civic Index project (1989-90) and the Portland Future Focus planning program (1990-91) have pinpointed racial and ethnic relations as one of the central issues that will determine the quality of life in the growing metropolis. The City Club of Portland is …

State Economic Development Information Systems, Sheila A. Martin Aug 1991

State Economic Development Information Systems, Sheila A. Martin

Institute of Portland Metropolitan Studies Publications

The expanded role of state governments in economic development has increased their need for a wide variety of economic, demographic, and marketing information. Many state governments have responded to these needs by developing systems to deliver economic and related information to state and local economic development offices, businesses, and the general public. This paper reports the results of a survey of economic development officials designed to disclose information about how extensive automated system development is, as well as to learn about system structure and operating characteristics, the quality and quantity of the data distributed, and any particular system strengths and …

A Comparative Analysis Of U.S. Foreign Policy In Iran And The Philippines, Christina M. Blumel Jul 1991

A Comparative Analysis Of U.S. Foreign Policy In Iran And The Philippines, Christina M. Blumel

Dissertations and Theses

This paper is a comparative analysis of U.S. foreign policy towards Iran and the Philippines. The question which prompted this research topic was simple: why was the outcome for the United States so different in terms of subsequent relations with each state after the downfall of the Shah and Ferdinand Marcos? Both leaders were important U.S. allies in strategic states that had benefited from foreign aid. Opposition groups in each state resented this support of their repressive leaders. Unlike Iran, good relations with the Philippines continued during the Aquino presidency, without the resentment and mistrust which prevented good relations after …

The Effect Of Urbanization And Modernization On Family Structure In Oman, Sultan M. Al-Hashmi

Dissertations and Theses

This thesis was designed to describe family change in Oman as it undergoes urbanization and modernization. A survey questionnaire to measure these changes was developed. Some questions were developed in two forms for a comparison of family change across two generations. Respondents were asked to answer the questions as they applied to their current family situation. They were then asked to consider, according to their best recollections, what the situation was in their parents' generation.

Profiling Rural America: A Guide To Data Sources And Analytical Techniques, Sheila A. Martin, Richard Mchugh Jul 1991

Profiling Rural America: A Guide To Data Sources And Analytical Techniques, Sheila A. Martin, Richard Mchugh

Institute of Portland Metropolitan Studies Publications

Evaluating the economic conditions of local economies is an important input to the decisions of policymakers, firms, and individuals. General impressions of the condition of national or state economies obtained from aggregate data often mask important subs tate differences in economic performance.

State economic profiles are useful tools for presenting the dynamics of substate economic change. Because their economic conditions and environments can be very different, rural and urban areas are often compared in such profiles.

This report describes the major components of a complete economic profile, with special emphasis on rural-urban comparisons. A catalog of data sources and a …

Effects Of Setting On Japanese Esl Students' Interaction Patterns, Noriko Yamamoto Jun 1991

Effects Of Setting On Japanese Esl Students' Interaction Patterns, Noriko Yamamoto

Dissertations and Theses

Japanese ESL students are often evaluated negatively by their teachers because of their quiet verbal behavior in the classroom; yet, this study suggests that such silence may be situation specific. The purpose of this study is to describe characteristics of eight Japanese ESL students' production and interaction by comparing with those of four non-Japanese students, across three settings: teacher-fronted, group work, and NS-NNS conversation.

The Orenco Community Plan, Chuck Beasley, Mark Becktel, Vince Chiotti, Ruth Curtis, Hong Gao, Francie Royce, Ron Skidmore, Lynne Storz

Master of Urban and Regional Planning Workshop Projects

This document was produced by the eight students in the 1991 Comprehensive Planning Workshop, the capstone of the graduate-level urban planning curriculum at Portland State University.

Each year, the workshop members help a local government with a project that it lacks the resources to do by itself. This year, the City of Hillsboro asked that a community plan be developed for the Orenco area in Washington County, Oregon. Because of Orenco's unique character, Hillsboro would like to have the guidance a community plan provides when it deals with the area.

Orenco was an incorporated city in the early years of …

Empathy, Holonomic Brain Processes And Patanjali's Sutras: A Study Of Western And Eastern Models Of Perception As They Relate To Empathic Communication, Dana Ralston Mccullough May 1991

Empathy, Holonomic Brain Processes And Patanjali's Sutras: A Study Of Western And Eastern Models Of Perception As They Relate To Empathic Communication, Dana Ralston Mccullough

Dissertations and Theses

Communication scholars, psychologists, teachers and social scientists recognize the importance of empathy to effective communication; however, its essential nature remains a mystery. The nonverbal and subjective aspects of empathic perception make it difficult to study with traditional Western scientific tools. Existing studies of empathic process concentrate primarily on the early or the latter stages. The central steps are seldom addressed. A method is needed for following empathic perception to its core processes and exploring the principles that govern its nature. Systems science offers a viable alternative method of studying empathy through analysis of models, emphasizing principles of interaction and process.

Identity Formation : A Comparison Of Adolescents Adopted Through Agency Versus Private Placements, Judith Kay Bentley

Dissertations and Theses

The purpose of this study was to investigate factors which might influence the identity formation process in adopted adolescents. Specifically, this research looked at agency versus independent adoption placement as a choice reflecting the adoptive parents' preference for involvement with or distance from a possible adoptive family support network before and after placement. Subjects were also divided according to those whose family had belonged to an adoptive family support group and those who had not. The study involves a combination of descriptive and correlational research methods.

An Assessment Of Behavior Associated With Reproduction And Infant Caretaking In A Captive Family Group Of Saguinus Midas Midas, Melissa Elizabeth Martenson Apr 1991

An Assessment Of Behavior Associated With Reproduction And Infant Caretaking In A Captive Family Group Of Saguinus Midas Midas, Melissa Elizabeth Martenson

Dissertations and Theses

The present study gathered both general and specific information about the behavior of a captive family group of Saguinus midas midas [red-handed tamarins] housed at the Washington Park Zoo, Portland, Oregon, USA. Saquinus midas midas is a rarely studied species, and detailed information about the behavior of this species is virtually nonexistent. For this reason, this study collected information about both activity budgets and social grouping within this family group.

The primary focus of this study was, however, the socialization of captive juvenile tamarins with respect to several behaviors relevant to reproductive success among the Callitrichidae. The behaviors assessed were: …

Focal Point, Volume 05 Number 02, Portland State University. Regional Research Institute

Research and Training Center - Focal Point

In this issue of Focal Point we address the special needs of lesbian and gay youth and their families. The United States Department of Health and Human Services' 1989 Report of the Secretary's Task Force on Youth Suicide defines gay and lesbian youth as those who have a primary attraction to members of the same sex for intimate and sexual relationships (4). A variety of explanations have been offered to describe the origins of individual sexual orientation. While homosexuality may involve both elements of nature and nurture, the origins of sexual orientation are generally believed to be established during early …

The Function Of Phrasal Verbs And Their Lexical Counterparts In Technical Manuals, Brock Brady Mar 1991

The Function Of Phrasal Verbs And Their Lexical Counterparts In Technical Manuals, Brock Brady

Dissertations and Theses

This study investigates the use of phrasal verbs and their lexical counterparts (i.e. nouns with a lexical structure and meaning similar to corresponding phrasal verbs) in technical manuals from three perspectives: (1) that such two-word items might be more frequent in technical writing than in general texts; (2) that these two-word items might have particular functions in technical writing; and that (3) frequencies of these items might vary according to the presumed expertise of the text's audience.

The technical manual was studied because it is the fundamental genre of technical writing and is applicable to a wide audience. Both "lay" …

A Ranking Of U.S. Graduate Programs In Urban Studies And Urban Affairs, James G. Strathman Mar 1991

A Ranking Of U.S. Graduate Programs In Urban Studies And Urban Affairs, James G. Strathman

Center for Urban Studies Publications and Reports

A ranking of 33 Urban Studies and Urban Affairs graduate programs in the U.S. is developed from peer ratings obtained in a program survey and from citation activity reported in the Social Sciences Citation Index over the 1986-89 period. In addition, a breakdown of citations by broadly defined subject areas is presented. The survey revealed a difference between Ph.D. and MUS/MA programs in the perceived relative importance of peer evaluation and citations as rating criteria. The survey results also indicate that the degree of familiarity with other programs is lower than what has been observed in most social science disciplines.

Nasality In Kisi, George Tucker Childs Jan 1991

Nasality In Kisi, George Tucker Childs

Applied Linguistics Faculty Publications and Presentations

This paper presents the various manifestations of nasality in Kisi, a Mel language belonging to the Southern Branch of (West) Atlantic. In this language, as in many West African languages, nasality plays a prominent role in the language's sound system and grammar. Nasality in Kisi is realized phonetically on both consonants and vowels and phonologically on consonants. There are even cases of 'spontaneous nasalization', situations in which there is no nearby nasal segment to contribute the nasal feature. Nasality may also function in the morphology and is used expressively for emphasis. The findings reported here will be of use to …
