The Milwaukie Storefront was a one year program intended as a catalyst for the downtown and to focus attention on the potential for improved business activity. The Storefront, initiated in September of 1983, served as a technical resource, and as a coordinator and facilitator of promotional events in downtown Milwaukie.

This report describes the Storefront as an organization, looking at its structure and original purpose. A review of the individual projects is presented to demonstrate the range of Storefront activities. Investment decisions for large transportation projects are complex, multifaceted phenomena. Generally requiring many years to bring to fruition, such decisions are often reduced at crucial junctures to raw political deals or technical data analysis on limited items. Throughout the range of alternatives considered, analyses completed and policy-making sessions which contribute to such investments, the imagery of a rational, sequential and wholistic decision making process and substance dominates. A Descriptive Study Of The Relationship Between Cultural Sensitivity In The Acculturation Process And The Second Language Learning Process, Kazuko Ikeda

This is a study to investigate the association between the cultural sensitivity in the acculturation process and the second language learning process. This study is also a partial replication of the study by William Acton (1979) who developed the Professed Difference in Attitudes Questionnaire (PDAQ), which is utilized as a measurement instrument in this study. Acton's concept of socio-cultural equidistant is interpreted from the intercultural communication point of view. The results of the hypothesis testing are inconclusive and incongruous with Acton's study.

Development And Application Of A Water Budget Model For Lake Level Fluctuation, Goose Lake Basin, Oregon-California, Douglas Daniel Nebert

A water budget model was developed to estimate year-end lake volumes of Goose Lake, Oregon-California, to determine whether an accurate reconstruction of lake volumes/levels could be made with several synthesized or partial volumetric components. Components evaluated were the lake level/volume observations, precipitation, streamflow, and evaporation during the data-rich study period, 1946 to 1975. By regressing estimated year-end volumes against actual volumes (using actual volumes as the input at the beginning of each year) a correlation coefficient of 0.97 was obtained. Ethnographic data from the Nchumuru settlement of Wiae, Kete-Krachi District, northern Volta Region, Ghana, are used to examine the manner in which earth-walled houses in Nchumuru traditional settlements are transferred from the systemic to the archeological record. Archeological survey and excavation of two early Nchumuru sites were conducted to establish the extent to which the observed cultural and natural processes of house and settlement development could help identify the location and distribution of prehistoric structural features. The result was the almost complete reconstruction of the location and distribution of structural features at one of these sites. Knowledge of the mechanisms …

This thesis was intended to delineate the factors contributing to the formulation of the Comprehensive Employment and Training Act (CETA) of 1973--a unique attempt at overhauling federal employment and training policy as well as one of the early efforts at devolving control over grants-in-aid to the subnational level.

Information was obtained from the literature on this policy area, plus documentary sources; such as records of Congressional hearings. From this information, an analytical framework was developed, in which factors contributing to the formulation were classified as; contextual, ideological and those in the form of actors' objectives.

Greater Portland: Experiments With Professional Planning, 1905-1925, Carl Abbott

Portland, Oregon grew so rapidly in population and wealth between 1905 and 1912 that the city's business leadership called for a systematic plan for future urban growth. The City Improvement League accepted the architectural recommendations of Edward H. Bennett to develop outward from the city's center through a series of government buildings, neighborhood parks, and parkways. Unfortunately, the local economic boom collapsed in 1912 and ended any chances of implementing Bennett's plan. Six years later, prosperity returned and a new architectural proposal by Charles Cheney gained acceptance, only to be subverted by the post-World War I economic slump.

Perhaps due to the increase in the workforce of mothers with young children, much attention has been directed in the past decade towards the subject of out-of-home child care.

In order to gain further understanding of the socialization of preschool children, an observational study was carried out which was designed to measure the amount of negative behavior expressed by children participating in mixed-age versus same-age preschool groups.

This study examined whether the number of available play materials (toys) affected the occurrence of sharing behavior in preschool children. Eighteen four- and five-year-old children were assigned by age and gender to six same-sexed groups of three children each and were observed during three, 10-minute observation sessions. All groups were observed playing with one toy, two toys, and three toys. The children's play activities with the toy(s) were videotaped, and a behavioral coding system was developed to record those behaviors. The MMPI has been used extensively for the clinical assessment of deviancy among sexual offenders. In order to derive a diagnostic scale for the specific identification of male incest offenders, an item analysis, using MMPI data from offenders, compared MMPI data from a nonoffending control sample. The item analysis results were cross validated with MMPI data from a separate sample of incest offenders. Eleven MMPI items were found to be critical in discriminating male incest offenders from nonoffenders, and these items comprise the Ic experimental scale. The purpose of this study was to develop two tape-recorded synthetic speech discrimination test tapes and assess their intelligibility in order to determine whether or not synthetic speech was intelligible and if it would prove useful in speech discrimination testing. Four scramblings of the second MU-6 monosyllable word list were generated by the ECHO l C speech synthesizer using two methods of generating synthetic speech called TEXTALKER and SPEAKEASY. The present study involved an examination of the delinquency problem in Saudi Arabia within the framework of social control theory. Specifically, the study was based on the thesis set forth by Travis Hirschi, i.e., that delinquent acts result when an individual's bond to society is weak or broken. Also taken into account, however, were the findings from the research of Wiatrowski, et al. that suggest a need for a) some modifications in Hirschi 's conceptual framework and b) inclusion of socio-economic factors in the social control model.

Previous attempts to adequately evaluate orientation-specific colored aftereffects (Mccollough Effects) have thus far been unsuccessful in yielding quantitative measures of relative strengths of the effects. Similarly, little success has been shown in previous attempts to establish what level of illumination is necessary in order to evoke the aftereffects. The present study sought to determine (a) whether threshold measurements could serve as adequate, quantitative dependent variables of the Mccollough Effects, (b) whether photopic illumination was necessary in order to evoke the aftereffect. This study examined the use of humor between workers and managerial personnel of two different treatment teams within a residential treatment center for emotionally troubled youth. Three primary questions guided the research: (1) What indigenous types of occupational humor will be found within the treatment teams?, (2) How will the use of humor vary between front and back regions of treatment work?, and (3) How does occupational status affect the way in which team members target on another to be the "butt" of jokes and other humorous remarks?

This thesis has attempted to describe the controversy between Robert Murphy and Hooker Doolittle over American policy toward the North Africans and French during World War II. The research was based primarily on material from State Department documents found in the National Archives supplemented by material from the French archives as well as memoirs, personal interviews, and histories of the period. In 1982 the Health Care Finance Administration mandated changes in the mechanism and financing of the End Stage Renal Disease (ESRD) Program by the provisions of the Omnibus Budget Reconciliation Act. These changes in finances and procedures became effective August 1, 1983 and have created a state of crisis for ESRD facilities program wide. This study analyzes a large non-profit dialysis program and how its decision making practices were affected 2 by the change in Medicare laws. Application of decision theory in health care provides a basis for this study on the affects of crisis on decision making.
