Despite countless advances in food microbiology and public health regulations, foodborne illness continues to be a major strain on public health outcomes and a costly economic burden. In the United States, many agencies are responsible for ensuring the quality of food, both domestically produced and imported. States and localities are delegated the responsibility of identifying and ensuring sound practices in the latter stages of the food production process, namely the retail distribution of food products to consumers.

India’S Surgical Strikes: Response To Strategic Imperatives, Karthika Sasikumar

In September 2016, militants who were allegedly backed by Pakistan attacked an Indian Army camp in Uri. The government in New Delhi was facing important regional elections. It faced intense public pressure to muster a military response. Such a response, however, ran the risk of triggering a nuclear exchange. Ten days after the Uri attack, India reported that it had carried out ‘surgical strikes’ on terrorist training camps in Pakistan-controlled territory. The paper examines this specific episode in India–Pakistan deterrence dynamics, focusing on the nomenclature ‘surgical strikes’. The paper argues that the choice of the term itself is new and …

Urban Goods Movement And Local Climate Action Plans: Assessing Strategies To Reduce Greenhouse Gas Emissions From Urban Freight Transportation, Andrew R. Goetz, Serena Alexander

This report examines how freight transport/goods movement has been addressed in U.S. city climate action planning. Transportation generally is a major contributor of greenhouse gas (GHG) emissions, and freight transport represents a growing component of transportation’s share. Almost all climate action plans (CAPs) address transportation generally, but we wished to focus on efforts to reduce GHG emissions from freight transport specifically. We analyzed 27 advanced local CAPs to determine the degree to which freight transport was targeted in goals and strategies to reduce GHG emissions. We found only six CAPs that included direct measures or programs to reduce freight emissions. …

Active Transportation And Health Effects Of Safe Routes To Schools (Sr2s) Projects And Planning, Christopher E. Ferrell

On July 29, 2005 Congress passed the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), the federal government’s transportation bill, in part, designating $612 million over five years to go to a relatively new funding program: Safe Routes to School (SR2S). The legislation mandated that state departments of transportation (DOTs) receive annual funding in an amount proportional to the number of primary and middle school grade children enrolled in their states. State DOTs could then grant that money to state, local, and regional agencies, as well as non-profit organizations to fund SR2S programs.

The intention of this study is to explore how de-identification practices for Civil Service eligibility lists (removing personally identifiable information from the hiring list) differ among large U.S. cities that compose of San Francisco’s market. Areas of focus within this study include an analysis of current and past eligibility list creation processes in market cities, as well as the examination of methods used by CCSF and the market cities when using eligibility lists for hiring purposes. How effective is the Walk n’ Roll (WnR) program in promoting active transportation near school zones in San Jose, California? The intent of this research question is to discern the effect of the City of San Jose’s WnR program in encouraging children to actively travel to school (walking/cycling) and using other means such as scooters and skateboards. This research will use data from 2012-2018 to measure the efficacy of the program. Since the end of the Great Recession, San Mateo County has attracted new workers at a record rate without building anywhere near enough housing. This jobs-housing imbalance drives the cost of housing up and forces many moderate and lower-income employees and their families out of the County. A lack of access to quality affordable housing in the County and the entire Bay Area along with limited transportation options means that an increased number of employees drive in and out of the County every workday. The prevalence of security and in‐car video has increased the number of motor vehicle accidents captured on digital video. However, inconsistencies in how to accurately determine time and distance for vehicle speed has led to examinations with varying results. A potential solution for calculating time intervals is to use frame timing contained within many digital video file's metadata, recorded with 0.000001 sec precision. This paper examines a fatal motor vehicle accident where frame timing information was used with distance measurements from reverse projection photogrammetry to calculate vehicle speed.
