Safeguarding Equity In Off-Site Vehicle Miles Traveled (Vmt) Mitigation In California, Serena E. Alexander, Mariela Alfonzo, Kevin Lee Nov 2021

Safeguarding Equity In Off-Site Vehicle Miles Traveled (Vmt) Mitigation In California, Serena E. Alexander, Mariela Alfonzo, Kevin Lee

Mineta Transportation Institute

Historically, the State of California assessed the environmental impacts of proposed developments based on how it was projected to affect an area’s level of service (LOS). However, as LOS focused on traffic delays, many agencies simply widened roads, which was an ineffective way to reduce greenhouse gas emissions (GHGs). With the passage of Senate Bill (SB)743 in 2013, LOS was replaced by Vehicle Miles Traveled (VMT) as a more appropriate metric by which to gauge the environmental impacts of proposed development. Additionally, SB 743 presented an opportunity for off-site VMT mitigation strategies through banking and exchanges– allowing multiple development projects …

How Do California’S Local Governments Fund Surface Transportation? A Guide To Revenue Sources, Asha Weinstein Agrawal, Kevin Yong Lee, Serena Alexander Nov 2021

How Do California’S Local Governments Fund Surface Transportation? A Guide To Revenue Sources, Asha Weinstein Agrawal, Kevin Yong Lee, Serena Alexander

Mineta Transportation Institute

California local agencies raise the revenue to support high-quality transportation services and infrastructure from a patchwork of federal, state, and local sources. To assist policymakers and transportation experts as they explore options for creating a more sustainable funding system, this report presents an overview of the taxes and fees that currently generate revenue ultimately dedicated to paying for transportation at the sub-state—or “local”—level. The discussion covers federal and state as well as local sources. The report also traces the evolving contribution from each level of government for expenditures on California’s local streets and roads and public transit, looking back two …

Analytical Models For Traffic Congestion And Accident Analysis, Hongrui Liu, Rahul Ramachandra Shetty Nov 2021

Analytical Models For Traffic Congestion And Accident Analysis, Hongrui Liu, Rahul Ramachandra Shetty

Mineta Transportation Institute

In the US, over 38,000 people die in road crashes each year, and 2.35 million are injured or disabled, according to the statistics report from the Association for Safe International Road Travel (ASIRT) in 2020. In addition, traffic congestion keeping Americans stuck on the road wastes millions of hours and billions of dollars each year. Using statistical techniques and machine learning algorithms, this research developed accurate predictive models for traffic congestion and road accidents to increase understanding of the complex causes of these challenging issues. The research used US Accidents data consisting of 49 variables describing 4.2 million accident records …

Promoting Interest In Transportation Careers Among Young Women, Eugene Cordero, Kiana Luong Nov 2021

Promoting Interest In Transportation Careers Among Young Women, Eugene Cordero, Kiana Luong

Mineta Transportation Institute

Transportation remains the largest source of U.S.-based carbon emissions, and reducing emissions from this source continues to challenge experts. Addressing challenging problems requires diverse modes of thinking—and at present the transportation workforce is not diverse in terms of gender, with women occupying only about 14% of the transportation workforce. This research developed and tested a school-based intervention that uses pro-environmental framing and exposure to women transportation role models to help attract more women to transportation careers. To investigate the efficacy of the intervention, the research team studied control and treatment groups of university students using pre- and post-surveys to measure …

Challenges Of Virtual Rds For Recruitment Of Sexual Minority Women For A Behavioral Health Study, Deirdre Middleton, Laurie A. Drabble, Deborah Krug, Katherine J. Karriker-Jaffe, Amy A. Mericle, Tonda L. Hughes, Ronaldo Iachan, Karen F. Trocki

Faculty Research, Scholarly, and Creative Activity

Respondent-driven sampling (RDS) is an approach commonly used to recruit nonprobability samples of rare and hard-to-find populations. The purpose of this study was to explore the utility of phone- and web-based RDS methodology to sample sexual minority women (SMW) for participation in a telephone survey. Key features included (i) utilizing a national probability survey sample to select seeds; (ii) web-based recruitment with emailed coupons; and (iii) virtual processes for orienting, screening, and scheduling potential participants for computer-assisted telephone interviews. Rather than resulting in a large diverse sample of SMW, only a small group of randomly selected women completed the survey …

The Google Tour Project, Colton Saylor Oct 2021

The Google Tour Project, Colton Saylor

Assignment Prompts

Context: This assignment helps culminate our class theme, “Reading and Writing the City,” in which we explore representations of urban life from a variety of perspectives and academic disciplines. Our final unit takes on the issue of gentrification; more specifically, we explore how the issue revolves around stories of either progress or subjugation (depending on who is telling the story). After scaffolding some background on the issue and what it means, students form into groups and create these digital tours that serve as visual essays. In creating their own arguments either for or against gentrification, they take on their own …

Diversity Management Programs: California Local Governments’ Approach To Achieving Representative Bureaucracy, Adrian Cudal Oct 2021

Diversity Management Programs: California Local Governments’ Approach To Achieving Representative Bureaucracy, Adrian Cudal

Master's Projects

Attaining representativeness in a bureaucracy, or the ability for a public organization to mirror the diversity of its constituents, is argued to be a key element to effective and efficient governance. Studies show that implementing diversity management programs can help organizations become more representative and, at the same time, maximize the full potential of their diverse workforce. This study examined the existing and developing diversity management programs in each of the nine Bay Area county organizations and measured the representativeness of each. These programs were analyzed by benchmarking them against the International Personnel Management Association's (IPMA) diversity management best practices …

Juvenile Justice Realignment: A Policy Analysis Of California Senate Bill 823, Stewart Patri Oct 2021

Juvenile Justice Realignment: A Policy Analysis Of California Senate Bill 823, Stewart Patri

Master's Projects

New legislation (Senate Bill 823) in the State of California, to realign the serious felony juvenile offender population from state facilities to county facilities, will go into effect July 1, 2021 (SB823, 2020). County probation departments will now be faced with determining how to provide adequate programming to a new population type of serious offender that includes adults in the age range of 18 to 25 years old. This places pressure on smaller county agencies to either find a cost-effective solution to modify their current facilities and programs or send this population to other county agencies. This research project analyzes …

Ab 5 And Ab 2257 Impacts On Small California Public Agencies, Sarah Robustelli Oct 2021

Ab 5 And Ab 2257 Impacts On Small California Public Agencies, Sarah Robustelli

Master's Projects

With the recent changes, government agencies are struggling to define worker status under the new laws (DeBlanc and Safarloo, 2020). The interest in eliminating independent contractors is tied to concerns about workers in the private sector, specifically the gig economy, being denied appropriate pay and benefits, yet even government agencies are affected by AB 5 changes (Andoyan, 2017, Bergman, 2020). Traditionally, small public agencies use contractors frequently for professional services, specialists, backfill positions, recreation, geographic information systems (GIS), and much more. This research analyzes the following question: What is the impact of Assembly Bill 5 (AB 5) and Assembly Bill …
