In 2004, the City of Eureka, California, returned 40 acres of land on Indian Island in Humboldt Bay, the site of a massacre in 1860 that brought the Wiyot to the brink of extinction. Ten years later the City of Eureka initiated the extraordinary action of apologizing to the Wiyot for the massacre that occurred 154 years earlier. The official apology which had been released to the public was transformed into a statement of support after review by the City’s legal counsel. New Ways Of Teaching Library Service To Immigrant Communities, Ana Ndumu, Michele Villagran

Outreach to immigrant communities is a long-standing aspect of United States (U.S.) library service. This area of library and information science (LIS) practice is vital given that immigration continues to dominate policy and public discourse. There is a need to advance U.S.- based LIS education so that new library professionals are aware of the sociopolitical implications of engagement with immigrant communities. We introduce a framework to guide instruction on best practices for outreach to immigrant communities within LIS courses. Behavioral Economic Analysis Of Demand For Hypothetical Work Performance: A Partial Replication, Hifsa Khan

Operant behavioral economics is a field that analyzes human decision making by combining concepts of behavioral psychology and consumer demand theory. A relatively new and effective method of collecting data in behavioral economics is the hypothetical purchase task (HPT), which reveals consumers’ demand for a commodity as price increases by asking participants to respond to hypothetical situations rather than having them work for and consume the commodity. Henley, Reed, Kaplan, and Reed (2016) extended the HPT to create a novel task (the Hypothetical Work Task; HWT) to assess workers’ demand for payment under increasing conditions of work effort. New areas of research on veterans are emerging as the field of veterans studies develops and grows. Yet gaps remain in interdisciplinary research efforts on veterans. The research available across disciplines is still too fragmented to coalesce into a full-fledged field of veteran studies, as other categorical, area, and identity fields of study have done so. By surveying research literature of multiple disciplines used in the curricula of higher education-level veteran study programs, this article presents a thematic and integrative review of the state of research contributing to the growing field of veterans studies. Promoting Transit-Oriented Developments By Addressing Barriers Related To Land Use, Zoning, And Value Capture, Shishir Mathur, Aaron Gatdula

This study advances land use, transportation planning, and public finance research by identifying: a) the various land use, zoning, and value capture-related barriers to the construction of transit-oriented developments (TODs); and b) the major strategies that are commonly used or could be used to address these barriers. The value capture (VC) tools include joint development projects, tax increment financing, special assessments, lease/sale of land or air rights, and impact fees. The research finds that while a large proportion of jurisdictions across the US have TODs, land use, zoning, and VC-related barriers often impede their construction. Most transit agencies are not …

COVID-19 brought the public’s attention to the critical value of transportation and supply chain workers as lifelines to access food and other supplies. This report examines essential job skills required of the middle-skill workforce (workers with more than a high school degree, but less than a four-year college degree). Many of these middle-skill transportation and supply chain jobs are what the Federal Reserve Bank defines as “opportunity occupations” -- jobs that pay above median wages and can be accessible to those without a four-year college degree. This study evaluates the demand for truck-only toll lanes on Southern California freeways with owner–operator truck drivers. The study implemented the stated preference survey method to estimate the value placed by drivers on time, reliability, and safety measures using various scenarios geared towards assessing those values. The project team met face-to-face with owner- operator truck drivers near the Ports of Los Angeles and Long Beach to understand the drivers’ perspectives regarding truck-only toll lanes on Southern California freeways. This study attempts to answer the question of how a narrow (9-ft) lane dedicated to Automated Vehicles (AVs) would affect the behavior of drivers in the adjacent lane to the right. To this end, a custom driving simulator environment was designed mimicking the Interstate 15 smart corridor in San Diego. A group of participants was assigned to drive next to the simulated 9-ft narrow lane while a control group was assigned to drive next to a regular 12-ft AV lane. Emergent economic development policies reflect the challenges urban growth coalitions face in attracting the footloose tech-entrepreneurs of the global economy. This convergence between the focus on place and the harnessing of global capital has led to the proliferation of innovation-igniting urban developments (IIUD)—place-based economic development strategies to boost the local knowledge economy. Economic developers are using IIUD strategies to convert areas of the city into entrepreneurial “launch pads” for innovation. Background:
Adolescents and young adults demonstrate the highest rate of unrestrained motor vehicle fatalities, making the promotion of seat belt restraint a priority for public health practitioners. Because social media use among adolescents and young adults has proliferated in recent years, it is critical to explore how to use this tool to promote seat belt use among this population. Social media posts can contain various types of information within each post and this information can be communicated using different modalities.
