During 2004-2005, the Departments of Electrical and Computer Engineering and Mechanical Engineering at Iowa State University in collaboration with educational colleagues in the Research Institute for Studies in Education piloted a new curricula model to improve student learning through vertical integration of educational activities using new program structures. We offered an experimental course sequence during Fall 2004 and Spring 2005, defined as a “learning stream.” A learning stream is a basic element of a novel program structure designed specifically to vertically integrate subject matter across courses. A learning stream merges and re-organizes material to more effectively present and reinforce key …

This paper reviews the framework and provides new result for the implementation of a new program designed to develop more effective future faculty in engineering. The core of the proposed program will be based on our efforts regarding the recently developed Minor in Engineering Studies (MES). This program will team up effective engineering faculty to train, mentor, and evaluate a select group of graduate students to teach classes in our MES program. The goal is to help the engineering graduate students (the graduate educators) become better communicator and better educators by training non-engineering students in technological literacy classes. This practice …

Strengths Of The Social Safety Net In The Great Recession : Supplemental Nutrition Assistance And Unemployment Insurance, Christopher J. O'Leary, David Walter Stevens, Stephen A. Wandner, Michael Wiseman
Christopher J. O'Leary
The contributors in this book use administrative data from six states from before, during, and after the Great Recession to gauge the degree to which Supplemental Nutrition Assistance (SNAP) and Unemployment Insurance (UI) interacted. They also recommend ways that the program policies could be altered to better serve those suffering hardship as a result of future economic downturns.
Individual Training Accounts And Nonstandard Work Arrangements, Randall W. Eberts
Individual Training Accounts And Nonstandard Work Arrangements, Randall W. Eberts
Randall W. Eberts
This paper was commissioned by the Organisation for Economic and Co-operative Development (OECD) to describe the use of Individual Training Accounts (ITAs) under the Workforce Innovation and Opportunity Act and under its predecessor the Workforce Investment Act (WIA). Particular interest is in the use of ITAs by WIOA participants from nonstandard work arrangements. The study provides detailed information about the use of ITAs by participants of the two adult programs under WIOA, Disadvantaged Adult Programs and Dislocated Worker Programs, and in two states, Michigan and Washington. Information for the WIOA programs is gathered and analyzed from the public-use version of …
Importance Of Community Connections: Strategies For Intervention & Prevention, Teresa Taylor, Jamie Branam Kridler, Mary Langenbrunner
Importance Of Community Connections: Strategies For Intervention & Prevention, Teresa Taylor, Jamie Branam Kridler, Mary Langenbrunner
Jamie Branam Brown
The importance of community connections is vital for successful at risk youth strategies. Collaboration allows for inclusion, fosters trust and the potential for greater success. A holistic community approach provides support, resources and can draw needed parental involvement. Areas for developing collaborative action will be addressed such as community readiness, conflict resolution, diversity, sustainability, and measuring impact. Service-Learning will be defined along with its positive impacts. Research indicates that service-learning can contribute to academic achievement, reduction of risky behaviors, civic responsibility and provides opportunities for career exploration. A strong component of both is that the “true experts” are involved in …

Reflections On The Impact Of Service-Learning/Experiential Education For The Field Of Human Services, Teresa Brooks Taylor, Jamie Branam Kridler
Jamie Branam Brown
The article addresses the importance of a holistic approach to human services by exploring the concept of community through utilizing service-learning/experiential education in human service courses. ACCESS (Achievement, Collaboration, Community, Education, Standards, and Services) illustrates that service learning/experiential education can offer a viable pedagogy for collaborative partnerships between the university, community, students, and faculty. The article reviews important elements of service-learning/experiential education to provide a thorough understanding of the concepts, including reflection on the service experience from students, community agencies, and faculty. Survey results demonstrate ways in which service learning/experiential education aids students in achieving skills and in acquiring a …
Making Sense Of Incentives: Taming Business Incentives To Promote Prosperity, Timothy J. Bartik
Making Sense Of Incentives: Taming Business Incentives To Promote Prosperity, Timothy J. Bartik
Timothy J. Bartik
In evaluating incentives, everything depends on the details: how much in incentives it takes to truly cause a firm to locate or expand, the multiplier effects, the effects of jobs on employment rates, how jobs affect tax revenue versus public spending needs. Do benefits of incentives exceed costs? This depends on the details. This book is about those details. What magnitudes of incentive effects are plausible? How do benefits and costs vary with incentive designs? What advice can be given to evaluators? What is an ideal incentive policy? Answering these questions about incentives depends on a model of incentive effects, …

Phonologically Informed Edit Distance Algorithms For Word Alignment With Low-Resource Languages, Richard T. Mccoy, Robert Frank
Phonologically Informed Edit Distance Algorithms For Word Alignment With Low-Resource Languages, Richard T. Mccoy, Robert Frank
Robert Frank
We present three methods for weighting edit distance algorithms based on linguistic information. These methods base their penalties on (i) phonological features, (ii) distributional character embeddings, or (iii) differences between cognate words. We also introduce a novel method for evaluating edit distance through the task of low-resource word alignment by using edit-distance neighbors in a high-resource pivot language to inform alignments from the low-resource language. At this task, the cognate-based scheme outperforms our other methods and the Levenshtein edit distance baseline, showing that NLP applications can benefit from information about cross-linguistic phonological patterns.
Jabberwocky Parsing: Dependency Parsing With Lexical Noise, Jungo Kasai, Robert Frank
Jabberwocky Parsing: Dependency Parsing With Lexical Noise, Jungo Kasai, Robert Frank
Robert Frank
Parsing models have long benefited from the use of lexical information, and indeed current state-of-the art neural network models for dependency parsing achieve substantial improvements by benefiting from distributed representations of lexical information. At the same time, humans can easily parse sentences with unknown or even novel words, as in Lewis Carroll’s poem Jabberwocky. In this paper, we carry out jabberwocky parsing experiments, exploring how robust a state-of-the-art neural network parser is to the absence of lexical information. We find that current parsing models, at least under usual training regimens, are in fact overly dependent on lexical information, and perform …
An Anatomy Of Conflict Resolution In Africa’S Civil Conflicts, George Klay Kieh Jr.
An Anatomy Of Conflict Resolution In Africa’S Civil Conflicts, George Klay Kieh Jr.
George Kieh
The crises of the post-colonial state in Africa have led to civil wars in various African states. In several of these war affected countries, the state has disintegrated and occasioned myriad adverse consequences, including deaths, injuries, the mass displacement of people, and the collapse of the systems of governance. Against this background, this article examines the methods that have been used to terminate civil wars in Africa, and to set into motion the processes of peacebuilding. The article argues that in order to build durable peace in Africa’s post-conflict societies, the post-colonial state needs to be democratically reconstituted.

Engaging With Difficult Topics In The Archives: Suicide And Historical Empathy, Kayla Harris
Kayla Harris
The development of historical empathy in students is a desired learning outcome in many history curriculums. Although historical empathy is written about frequently in educational literature, it is not addressed in archival journals. The integration of "historical empathy" into archival pedagogy is rich with opportunities. Three archivists discuss their successful collaborations with educators to develop archival projects that incorporate empathy development in a wide range of academic settings.

Measuring The Value Of Professional Indexing, Philip Hider, Pru Mitchell, Robert Parkes
Pru Mitchell
This study provides both a quantitative estimate and qualitative analysis of the additional ‘retrieval power’ that professionally assigned subject indexing affords users of a typical database in the field of education. A full version of Informit’s A+ Education database and one stripped of its subject indexing were searched by four research assistants tasked with compiling exhaustive bibliographies on forty-eight topics. The searchers were then surveyed about their use of the two databases, while their bibliographies and search logs were also examined. A two-way ANOVA model was constructed to estimate the percentage of additional resources found by the searchers on the …
Prisoner Of Context: The Truman Doctrine Speech And J. Edgar Hoover’S Rhetorical Realism, Stephen Underhill
Prisoner Of Context: The Truman Doctrine Speech And J. Edgar Hoover’S Rhetorical Realism, Stephen Underhill
Stephen M. Underhill
In this project, I argue that J. Edgar Hoover’s style of political realism should be studied by critics because it long preceded that of President Harry S. Truman. Thestyle belonged to a stockpile of anti-Communist imagery that helped to shape how the Truman Doctrine speech was drafted and how audiences interpreted its meanings in more local domestic politics. When Truman fınally announced that the Soviet Union had challenged international protocol, I argue that he confırmed the vision that his Federal Bureau of Investigation (FBI) director and other detractors had developed throughout the New Deal to discredit reformers who challenged issues …

A Belmont Report For Animals?, Hope Ferdowsian, L. Syd M. Johnson, Jane Johnson, Andrew Fenton, Adam Shriver, John Gluck
John P. Gluck, PhD
Human and animal research both operate within established standards. In the United States, criticism of the human research environment and recorded abuses of human research subjects served as the impetus for the establishment of the National Commission for the Protection of Human Subjects of Biomedical and Behavioral Research, and the resulting Belmont Report. The Belmont Report established key ethical principles to which human research should adhere: respect for autonomy, obligations to beneficence and justice, and special protections for vulnerable individuals and populations. While current guidelines appropriately aim to protect the individual interests of human participants in research, no similar, comprehensive, …
