Assessment personnel are those individuals who work in the capacity of evaluation of students with disabilities, including, but not limited to, educational diagnosticians, educational examiners, psychometrists, and instructional specialists. These professionals are responsible for identifying strengths and weaknesses and for providing teachers with evidence-based recommendations that can be implemented in the classroom to improve performance of students with learning deficits. This qualitative study examines 19 educational diagnosticians’ perceptions related to the barriers and supports that impacted their ability to provide evidence-based recommendations for students who are learning disabled. Have Farm Custom Rates Kept Pace With Machinery Costs?, William M. Edwards

Average custom rates for eight common farming operations as reported in surveys done in Iowa and Kansas in 1995 were inflated to 2015 values (Iowa) and 2013 values (Kansas) using the Prices Paid indices gathered by the National Agricultural Statistics Service (NASS). The projected rates were generally higher than the average rates reported in surveys completed in the corresponding years, except for planting. Possible explanations for the lag in custom rates include uncertainty about fuel prices, improved fuel efficiency, improved field efficiency, adoption of larger equipment where economies of size exist, and extension of field hours per season

We engage in story-retelling by recounting, reconstructing, and reflecting on our experiences as evaluators in a cross-cultural setting, a South African village. A principal focus on the serendipitous ethical and methodological issues that arose is highlighted. As most ethical dilemmas go, solutions are not clear. Therefore, the authors spend time critically considering the soundness of the decisions that were made, from the lack of diversity of the research team, to the ways we interacted with local citizens, to research design issues. We share our thoughts through a confessional tale via research poetry.

We examined the relationships among the variables that comprise the extended marketing mix and satisfaction, trust, commitment, and revisit intentions toward dance as a performing art in the context of Korean audiences. Data were collected from 241 patrons of 4 dance performance facilities located in 2 metropolitan cities in South Korea. We performed confirmatory factor analysis and structural equation modeling to test the psychometric scales’ properties and the hypotheses, respectively. Results indicated that the extended marketing mix was related to satisfaction, which affected both trust and revisit intentions; trust mediated the relationship between satisfaction and commitment; and commitment was positively …

Elections are sometimes seen as legitimizing institutions, promoting system-level support among citizens by providing them with input into the political process. However, prior research has found that is less true among the supporters of losing candidates, who often exhibit lower levels of political trust and satisfaction with democracy. We analyze two statewide surveys in Florida (following the gubernatorial and senatorial elections of 1998, and the controversial presidential election of 2000), and find that (1) losers do exhibit lower levels of political trust, satisfaction with democracy, and beliefs that government is responsive to citizens; (2) losers also are more likely to …

These abstract ideas provide a framework for understanding the context of the empirical articles that follow in this volume. The primary focus of this theoretical literature is on the use of mathematical formalism to describe electoral systems and outcomes by modeling both voting rules and human behavior. This study reformulates the classic funnel of causality proposed in The American Voter. Where The American Voter suggests that group affiliation and values are equally influential in candidate choice, the foundational sociological literature suggest that values are derived from group affiliation, and therefore The American Voter has misconceptualized the ordering of these influences. We concur with the sociological literature, which suggests that values are more proximate to that decision than is group affiliation. This research creates a theoretical framework for understanding the effect of Internet voting on the electorate. Based on standard Downsian rational choice voting theory, we claim that Internet voting lowers the cost of voting for certain voting demographics based upon race, age, and income.We further contend that this electoral advantage may crystallize the growing turnout disparity be-tween demographic groups. The theory is tested using Bayesian inferential methods with data from the Internet turnout in the 2000 Arizona Democratic Presidential Primary merged with demographic data obtained from the 2000 Census. Is there a distinct “woman’s perspective?” This paper argues that the answer is an emphatic yes. American National Election Study survey data are used to explore Republican and conservative women’s attitudes concerning social spending issues and religiosity. Most of the previous gender gap research focuses on gender differences in attitudes by examining gender shifts in political party identification and voting, but do not adequately address opinion differences along gender lines between groups that think of themselves as similar. This paper explores the link between congressional actions and public attitudes about government responsiveness, public efficacy, and public trust in government. Congressional actions are moves by members of Congress that are potentially consequential to public opinion. The theory contends that actions taken by Congress influence these perspectives on government within an alert stratum of the public. This relationship is demonstrated by employing a pooled time-series logistical regression modeling data that come from the American National Election Studies merged with historical actions data. This study is based on data from a three-wave telephone panel survey conducted during the 1998 governor's race in Florida. The evidence suggests that a considerable amount of issue-related learning (having to do with candidate policy stands and group endorsements) took place over the course of the general election campaign, though substantial differences were observed from one issue area to the next. Further analysis indicates that learning was especially likely to occur among voters who (a) were more knowledgeable about political affairs to start with(confirming that the so-called "knowledge gap" may be exacerbated during campaigns); (b)scored high on a measure …

Some Iowa corn and soybean producers are facing substantial if not complete crop losses due to flooding. In particular, many acres of crops in the Missouri River Valley have been under water for a month or more this year. Based on the Ricardian rent theory, this study employs the variable profit function to analyze the determinants of Iowa cropland cash rental rates using county-level panel data from 1987 to 2005. Accounting for spatial and temporal autocorrelations, responses of local cash rental rates to changes in output prices and other exogenous variables are estimated. We find that Iowa cash rental rates are largely determined by output/input prices, soil quality, relative location, and other county-specific factors. Iowa's farmland consists of over 16% hay crops and pastureland, a significant portion of which is under cash rental contracts. This study investigates the comparative relationships between cash rental rates for cropped land and non-cropped land, where the latter includes hay and pastureland. We find that higher crop prices resulting from biofuel demand induces land use conversion from non-cropped land to crop production and thus bids up non-cropped land rents. Compared with changes in cropped land cash rents, non-cropped farmland rents could increase by a higher percentage. A simulation model representing a north central U.S. corn and soybean farm was used to estimate the degree of financial risk borne by the tenant and the landlord under 10 different types of flexible cash leases. Probability distributions for yields, prices and production costs were incorporated. Measures of risk included standard deviation of profits, probability of loss, and 10th percentile value at risk. A profit sharing lease that included rent adjustments for all three variables shifted the most risk from the tenant to the landowner, and reduced the tenant's probability of incurring an economic loss from 51 percent to 37 …
