Patent law was constructed to facilitate innovation and development by granting a limited monopoly in exchange for right of the public to be able to use the invention after the expiry of the exclusivity period. The trade-off to grant intellectual property protection as a reward for the investment in an invention is intended to be a temporary benefit. In this work, I discuss the tension between gift and market economy throughout the history of creativity. For millennia, the production of creative artifacts has lain at the intersection between gift and market economy. From the time of Pindar and Simonides – and until the Romanticism will commence a process leading to the complete commodification of creative artifacts – market exchange models run parallel to gift exchange. From Roman amicitia to the medieval and Renaissance belief that “scientia donum dei est, unde vendi non potest,” creativity has been repeatedly construed as a gift. The Affordable Care Act and larger economic forces are leading both health care providers and public health agencies to renegotiate their roles and responsibilities within the U.S. health system. This session reviews major changes occurring in both health care and public health delivery systems, with a focus on the implications for cancer prevention and control. The information infrastructure created by cancer registries and other health information systems are increasingly important for enabling greater coordination, alignment and accountability within the nation's changing delivery systems.

Since political discourse reflects the close relation between politics and language, it has attracted many scholars’ attention at home and abroad. Therefore, English political public speaking (EPPS for short), the subcategory of political discourse, has been chosen as the subject of the study. Based on the findings of Kenneth Burke’s new rhetoric and classical rhetoric, the identification strategies of EPPS in John F. Kennedy’s Inaugural Address from the perspectives of rhetorical content and rhetorical form were probed. This article reviews the law and economics of consumer debt collection and its regulation a topic that has taken on added urgency in light of the announcement by the Consumer Financial Protection Bureau that it is considering new regulations on the subject. Although stricter regulation of permissible debt collection practices can benefit those consumers who are in default and increase demand for credit by consumers, overly-restrictive regulation will result in higher interest rates and less access to credit for consumers, especially higher-risk consumers. The U.S. Centers for Disease Control and Prevention (CDC) initiated development of the National Health Security Preparedness Index in 2012 to create a platform for measuring the nation’s progress in preparing for, responding to, and recovering from disasters and other large-scale emergencies that pose risks to health and well-being in the United States. As a measurement tool, the Index is designed to summarize levels of preparedness achieved within individual states and for the nation as a whole. Organized by the Sacred Heart University Office of Volunteer Programs & Service Learning since 1996, Community Connections allows incoming first-year students to provide assistance to agencies and outreach programs across the city. Students work on projects as varied as tending a community garden in a housing project, helping a public school teacher set up her classroom for the first day of school, sorting donations at the Bridgeport Rescue Mission warehouse and building bookshelves for a new home for the Habitat for Humanity of Coastal Fairfield County. This paper is a critical study in Critical Discourse Analysis paradigm of a Textbook prescribed for intermediate students (Second Language Learners) in Government Colleges affiliated to the Board of Intermediate and Secondary Education (BISE) Larkana, Sindh, Pakistan. This paper presents a citation analysis of Internext-Review of International Business to detect the impact caused by papers published for the period 2006-2013. The Publish or Perish (PoP) software is used, which retrieves articles and citations from Google Scholar database. As part of the applied indicators are: the distribution of authors by articles, citations per year, citation vs. self-citation, journal’s citable vs. non citable documents, journal’s cited vs. uncited documents, co-word analysis, and H Index. A total of 131 articles were obtained for 153 citations made until June, 2014. Most articles present multiple authorship. It is also detected an ascending …

One of the most startling examples of unmitigated disaster occurred in Bhopal, India, in 1984, when a Union Carbide pesticide plant exploded tons of methyl isocyanate into the air, killing 3800 people overnight. 30 years later, the plant site has not been remediated, and the estimated death toll from the explosion now has reached over 20,000. Disaster victims repeatedly have sought relief directly from the government. Yet, the Indian and US governments and Union Carbide have refused to provide the necessary resources for proper remediation. From Black And White To Left And Right: Race, Perception Of Candidates' Ideologies, And Voting Behavior In U.S. House Elections, Matthew L. Jacobsmeier

While there is a strong scholarly consensus that race continues to play a central role in American politics, research on the effects of the race of candidates on electoral behavior have been decidedly mixed. Using American National Election Studies data and a non-linear systems of equations approach to estimation, I show that race-based misperceptions of candidates' ideologies have a significant indirect impact on voting decisions in elections to the U.S. House of Representatives. The indirect effects of race on voting behavior outweigh any direct effects of racial prejudice by a large margin. More specifically, the results suggest that white citizens …

This paper reviews mine closure practice in Australia and Canada and provides similarities, dissimilarities and common shortcomings of mine closure practice. Closure of mine with appropriate planning is a recent move as a part of sustainable mining practice and both Canada and Australia have developed requirements for mine closure process. By reviewing ten site-specific closure plans against international good practice criteria, this study finds that in general, both the countries share key requirements of mine closure; hence comply with good practice of mine closure planning. In the fall of 2013, the chair of Biological Sciences asked the IR librarian about digitizing the herbarium collection and including it in The Keep. A meeting between the IR librarian and Herbarium Curator Dr. Tucker thus began a project that would represent the maturing of The Keep into a substantial repository, involve both the IR librarian and the Head of Library Technology Services, and require steep learning curves in a number of areas including equipment procurement, metadata schema, data manipulation, and cross-platform communication. A satisfaction and perception survey was carried out to assess the effects of recent adoption of bioclimatic design strategies in influencing the residents’ comfort levels and the appropriateness of an old building to meet the needs of contemporary life. This residential building is located in Kuala Lumpur and was recognised as a residential college building with the most considerate implementation of bioclimatic design strategies, particularly in terms of the daylighting and natural ventilation. As relying on 95% confidence level and ±5% margin of error from the overall population, a total of 266 responses retrieved were fully supplied by the respondents. …

A large and growing group of insured patients is being unfairly burdened by hospitals’ exorbitant chargemaster prices. The burden is brought to bear on these patients through a process known as balance billing. For a variety of reasons hospital networks are becoming narrower as hospital systems contract with fewer insurers, and as a result, more and more patients are receiving balance bills. The practice of balance billing puts upward pressure on health care prices in general. That is, this practice leads to higher prices across the board for the uninsured, the out-of-network insured and even the in-network insured. This article …

Stimulating public-private partnerships (PPP) for health and economic development initiatives requires research that can answer key questions: (1) what are the health and economic returns likely to be realized; (2) over what time frames and with what certainty; (3) what investments are required to achieve results; and (4) what are the implementation strategies most likely to succeed. This presentation reviews ongoing research on the PPPs used to deliver public health services in the U.S., and explores the lessons this research offers PPPs in low and middle income countries.
