Recent research demonstrates that imperfect information about returns to education distorts schooling investments. Questions remain about what information is missing in different settings and for whom such information is most critical. We conducted a field experiment to investigate whether Grade 8 children increase effort after learning about financial aid for post-secondary schooling; whether responses are larger for high or low ability students; or when parents as well as children learn about financial aid. We randomly assigned over 6,000 Chilean 8th graders in poor urban schools to information treatment or control groups, with half of the treatment group watching an information …

Diesel in Chile receives a different tax treatment depending on its use. If diesel is used in industrial activities the diesel taxes paid can be fully used as a credit against VAT, but if it is used in freight or public transportation -basically trucks and buses- only a fraction of diesel taxes paid can be claimed as a tax credit for VAT payments. As a result of this different tax treatment firms have incentives to use “tax exempted” diesel in activities requiring “non tax exempted” diesel. This paper examines whether offering afterschool care for 6- to 13-year-old children has an impact on labor market outcomes among women in Chile with a randomized experiment. Effects on labor force participation and employment are found: program participation increases employment by 5% and participation by 7%. The program has stronger effects among women with young children who were ineligible for the program. At the same time, the program triggers the use of daycare for young (ineligible) children. The results are consistent with the indivisibility of childcare: all children must be eligible in order to break the childcare constraint.

Stable food such as rice, millet and sorghum crops are of considerable importance for food security. Of all the staple crops, rice has risen to a position of prominence. We analyze geographic regulation of vertically-integrated operators who build infrastructures and provide access in di¤erent areas. We compare duplication-based remedies, where the regulator sets access prices that depend on the local degree of infrastructure competition, to competition-based remedies, where access is deregulated in competitive areas. We find that the latter regime leads to more regulatory uncertainty and lower welfare, as it leads to multiple and inefficient equilibria at the wholesale level, with either too little or too much investment.

We study the optimal tari¤ structure that could induce a regulated utility to adopt energy efficiency activities given that it is privately informed about the effectiveness of its effort on demand reduction. The regulator should optimally offer a menu of incentive compatible two-part tariffs. If the firm's energy efficiency activities have a high impact on demand reduction, the consumer should pay a high fixed fee but a low per unit price, approximating the tariff structure to a decoupling policy, which strenghtens the firm's incentives to pursue energy conservation. Independent Agencies, Political Interference And Firm Investment Evidence From The European Union, Carlo Cambini, Laura Rondi

This paper studies the impact of the inception of Independent Regulatory Agencies (IRAs) on the investment decisions of a sample of European publicly traded regulated firms. We investigate the impact of governments’ political influence on corporate investment and control for residual state ownership. We account for the measurement error in formal independence of IRAs by exploiting cross-country heterogeneity in the quality of political, financial and social institutions. Our results show that regulatory independence has a positive impact on firm investment, but, notwithstanding the presence of IRAs, political interference in the regulatory functions persists and is detrimental to firms’ investment.

This article explores the persistence of stereotypical representations of Native Americans as brand images and situates a call for change within an ethics of representation. American Spirit Cigarettes are used as an illustrative case study to demonstrate that these representations cannot be relegated to less enlightened times, rather endure because naturalization is part of commodified racism. The present essay argues for engagement in representational ethics on the part of communicators to interrupt the contribution of stereotypes to the maintenance of colonial ideologies.

Environmental Inequalities And Democratic Citizenship: Linking Normative Theory With Empirical Research, Fabian Schuppert, Ivo Wallimann-Helmer

The aim of this paper is to link empirical findings concerning environmental inequalities with different normative yard-sticks for assessing whether these inequalities should be deemed unjust, or not. We argue that such an inquiry must necessarily take into account some caveats regarding both empirical research and normative theory. We suggest that empirical results must be contextualised by establishing geographies of risk. As a normative yard-stick we propose a moderately demanding social-egalitarian account of justice and democratic citizenship, which we take to be best suited to identify unjust as well as legitimate instances of socio-environmental inequality.

The social construction of emotion shapes communities’ definitions of what is “appropriate” to feel in a given situation. The social construction of emotion is especially salient and imperative to understand in the context of the current Anglo-American legal system. In this paper we develop a model of pollution control. The aim of the society is to maximize the net social benefits which are negatively affected by the emission of pollutants. We show that the presence of an upper constraint on pollution growth rate affects the actual trajectory of emissions even when emissions are far below the level where the constraint binds. We get three main results. The paper presents an electropalatographic investigation of supralaryngeal correlates of voicing in Japanese obstruents. Intervocalic voiced and voiceless stops and fricatives in different vowel contexts were elicited from 5 Japanese speakers wearing custom-made artificial palates with 64 electrodes. The results revealed systematic differences between voiced and voiceless consonants of the same place and manner, yet markedly different for stops and fricatives. While voiced stops showed less linguopalatal contact than voiceless stops, voiced fricatives showed the opposite – more contact and a narrower central groove than the respective voiceless fricatives. This study aims to understand the mechanisms of emergency response network evolution by quantitatively examining the link formation pattern among participants involved in a real emergency collaboration network. This is achieved by identifying the participants’ characteristics which can affect forming new links over time. This presentation, the basis for a working article, begins by positing that U.S. trademark law's denial of exclusive rights in "generic" words and phrases is, in essence, a proxy for what might be called "linguistic functionality." In other words, the doctrine of genericism is simply one iteration of trademark law's general principle that no one may claim exclusive rights where recognition of such rights would produce anticompetitive results. China and India together produce about half the world's rice and a third of the world's wheat, but production in both countries is heavily dependent on depleting groundwater resources. A large proportion of farmers buy and sell groundwater - the trading facilitated by small farm sizes and fragments land holdings. The economics of groundwater, when farm sizes are small, is little understood. This paper develops a simple, spatial model of the industrial organization of groundwater markets appropriate for smallholder agriculture.
