Objectives. In this population-based cohort study, we assessed baseline risk factors for homelessness, including the role of service in the Iraq or Afghanistan conflicts, among a large cohort of recent veterans. Methods. Data for this study came from administrative records for 310 685 veterans who separated from active military duty from July 1, 2005, to September 30, 2006. We used survival analysis methods to determine incidence rates and risk factors for homelessness, based on baseline data for military factors, demographic characteristics, and diagnoses of behavioral health disor- ders and traumatic brain injury. Results. Service in Iraq or Afghanistan and, more …

Peter J. Aschenbrenner
The traditional citation format for reference to specific passages in the federal constitution does not account for the order in which text was added, changed or deleted; a new citation format is proposed, called ‘Constitutional Text Units’; Madison’s June, 1789 suggestion for maintaining a coherent presentation is explained and defended.

Brain Activity And Medical Diagnosis: An Eeg Study, Laila M. Ribas, Fábio T. Rocha, Neli R. Ortega, Armando F. Rocha, Eduardo Massad
Armando F Rocha
Despite new brain imaging techniques that have improved the study of the underlying processes of human decision-making, to the best of our knowledge, there have been very few studies that have attempted to investigate brain activity during medical diagnostic processing. The main purpose of this paper was to investigate brain electroencephalography (EEG) activity associated with diagnostic decision-making in the realm of veterinary medicine using X-rays as a fundamental auxiliary test. The principal component analysis revealed four patterns that accounted for 85% of the total variance in the EEG activity recorded while veterinary doctors read a clinical history, examined an X-ray image …
A Spatial Analysis Of The Second Republic, Riccardo Pelizzo
A Spatial Analysis Of The Second Republic, Riccardo Pelizzo
riccardo pelizzo
The Optimal Classification method is applied to a newly created data set to provide a spatial map of the Italian Second Republic (1996–2008). A bi-dimensional political space was found in the XIII Legislature and virtually a one-dimensional political space in the XIV and XV Legislatures. In addition, the main dimension is explained along the government–opposition dimension rather than on the traditional left–right dimension. During the Second Republic, Italy experienced changes in the electoral system and in the format of parties. The data are used to discuss the implications of either change on the dimensionality space. It was found that the …
A Note On Dummies For Policies In Gravity Models: A Montecarlo Experiment, Claudio Vicarelli, Maria Pina Cipollina, Luca Salvatici, Luca De Benedictis
A Note On Dummies For Policies In Gravity Models: A Montecarlo Experiment, Claudio Vicarelli, Maria Pina Cipollina, Luca Salvatici, Luca De Benedictis
Claudio Vicarelli
The use of the gravity model to evaluate the effect of policies in a cross-country framework is largely predominant in the international economics empirical literature. This literature usually implements importer and exporter fixed effects to account for the theoretical Multilateral Trade Resistances, while preferential trade policies are approximated through the use of dummy variables. Results from a Monte Carlo experiment confirms that the identification of trade policy impact using a gravity equation including fixed effects is severely limited. Moreover, the consequences of the error in measurement of the policy variable are magnified by the fixed effects control for unobserved heterogeneity.

Redrawing The Boundary: Work Units And Social Stratification In Urban China, Xiaogang Wu
Redrawing The Boundary: Work Units And Social Stratification In Urban China, Xiaogang Wu
Xiaogang Wu
While work units continue to play an important role in shaping employees’ economic rewards in urban China, the way organizational affiliations affect social stratification has undergone a subtle transformation and the distinctive boundaries among work units have been redrawn. Analysis of the data from the Chinese General Social Survey (2005) shows that the boundaries exist mainly between government agencies/public institutions and enterprises: workers in the former sector enjoyed significantly higher income as well as more fringe benefits than their counterparts in the latter sector. Analyses using propensity score matching methods further identify the existence of organizational premiums (structural effect) on …

The main purpose of this research is to determine physical education teachers' educational beliefs and the study was conducted in relational screening model. A total of 240 people participated in the study, of which 73 were physical education teachers and 167 were candidate physical education teachers. As a data collection tool, "Education Beliefs Scale (EIO)" was used in the study. Descriptive statistics and t-test technique were used to analyze the data. In the study, progressivism was found to be the educational philosophy with highest agreement from physical education teachers. In addition to this, it was observed that they agreed with …
Unnatural Disasters: Rethinking The Distinction Between Natural And Man-Made Catastrophe, Michael D. Cooper, Esq.
Unnatural Disasters: Rethinking The Distinction Between Natural And Man-Made Catastrophe, Michael D. Cooper, Esq.
Michael D. Cooper, Esq.
The distinction between “natural” and “man-made” disaster has grown increasingly difficult to defend. Our current conception conflates extreme natural events with the notion of disaster—an exclusively human construct. We define our cultural perception of “natural” disaster through three “man-made” constructs. First, our values alone characterize the scope and scale of loss. Second, our volition exacerbates otherwise benign natural hazards, exposes us to otherwise avoidable hazards, and, through technology, generates new and otherwise non-existent hazards. Finally, when natural hazards do unleash their destructive powers, pre-existing socio-economic inequalities manifest as vulnerabilities that ultimately determine both absolute and relative social outcomes and impacts. …

Urban Property Development In Malaysia: The Impact Of Chinese And Malay Conceptions Of Space, Hans-Dieter Evers
Urban Property Development In Malaysia: The Impact Of Chinese And Malay Conceptions Of Space, Hans-Dieter Evers
Hans-Dieter Evers
In the past 30 years Peninsular Malaysia has undergone rapid urbanization from 34% urban population in 1980 to 71% in 2010. This has created an unprecedented building boom, leading to the rise of large construction companies. This chapter is going to argue that next to the political economy of ethnicity the cultural conceptions of space will have a decisive impact on the process of urbanization. The physical city-scape of Malaysian urban areas in turn will determine the everyday life and the employment opportunities of all Malaysians.

An Affordable Model For Enduring Iss Mission Operations With Increased Scientific Productivity, Donovan Torgerson, Josh Berk, Jeremy Straub, Anders Nervold
Jeremy Straub
The current model of operations for the International Space Station (ISS) is an exercise in futility. Persistent maintenance, risk aversion, high ground support and logistics costs and a lack of scientific productivity have rendered the world's most expensive laboratory severely underutilized.
An alternate management paradigm for ISS operations, based upon an approach utilized by national, state and local governments for the maintenance of public infrastructure (e.g., roadways) is presented. These governments, instead of trying to become experts at estimating the costs of, planning for and conducting repairs and upkeep on this infrastructure, instead hire a commercial vendor to perform these …

Space Station 2.0: A Public-Private Model For International Space Exploration, Donovan Torgerson, Josh Berk, Jeremy Straub, Anders Nervold
Jeremy Straub
The international community’s USD$150 billion (€113.94 billion) investment in the International Space Station (ISS) has produced a fraction of the scientific value that was anticipated. This paper presents a concept for how to prevent this problem from occurring for humanity’s next space station project referred to herein as Space Station 2.0. For Space Station 2.0, a research style acquisition program for acquiring modular Space Station components could be used or it could be administered as a commercial facility with international space agencies leasing space for research and other purposes, such as furnished habitat space. Customers may pay a mooring fee …
Are Green Cities Nice Places To Live? Examining The Link Between Urban Sustainability And Quality Of Life, David S. Bieri
Are Green Cities Nice Places To Live? Examining The Link Between Urban Sustainability And Quality Of Life, David S. Bieri
David S Bieri
The growing importance of nonmarket assets such as the environment, combined with the unprecedented availability of high-resolution data, has renewed broad interest in quantifying sustainability at different spatial levels. Policy-related decision making requires that potential sustainability measures meet three key requirements; (i) sustainability metrics need to be comprehensive such that they reflect the experience of representative households; (ii) sustainability indices need to be comparable across different geographic scales, and; (iii) measures of sustainability need to be economically meaningful, ideally tying into the larger system of national accounts. However, conventional sustainability indices do not tend to meet these criteria, rendering them …

A Priliminary Critique Of Draft Media Laws With Special Reference To The Kica Bill 2013, Muiru Ngugi
Charles Muiru Ngugi
The Constitution of Kenya 2010 gives priority to the enactment of statutes relating to media law. These new laws are expected to be aligned to the very progressive provisions on free expression, media freedom as well as data protection and freedom of information. I have quickly perused through the recently published Kenya Information and Communications Authority (KICA) and Media Council of Kenya (MCK) Bills, and proffer my initial reaction.

For libraries who embrace patron-driven acquisitions, the workflows of ILL, Acquisitions, and Collection Development are becoming more interdependent. Workflows that are traditionally siloed in different systems impede the efficient provision of library materials. The Getting It System Toolkit for ILLiad (http://www.gistlibrary.org/) provides an elegant solution to this problem.

The rise of the GeoWeb and the proliferation of volunteered geographic information (VGI) have permanently changed the volume and types of geospatial data available for consumption. This has simultaneously altered the role of data curation and information provision roles of Geographic Information Librarians (GILs). The purpose of this paper is to provide a succinct history of geospatial data services in libraries and a discussion of current challenges encountered by information professionals with the GeoWeb. This paper concludes with an overview of the importance of GIS for the future of geospatial data curation.

The Influence Of Parental Aspirations, Attitudes, And Engagement On Children's Very Low Food Security, Elizabeth T. Powers
Elizabeth T Powers
Survey of Income and Program Participation data are used to investigate the relationship between parenting and children’s very low food security. Parenting is characterized along five domains (emotional outlook, support, education desires, activities with the child excluding meals, and television viewing rules). Food security definitions are obtained from questions in a special SIPP module that are based on the USDA’s core food security module. Graphical evidence indicates that parenting patterns differ distinctly for households experiencing various levels of food insecurity. Descriptive regression evidence suggests that some of the parenting attributes are significantly associated with children’s food insecurity, even controlling for …

In discussing theoretical and analytical issues relating to cross-border resource management, this book explores a group of geographical, political, legal, economic and cultural factors that arise when political units (such as sovereign countries, dependent states and other administrative units) seek to maximize their political and economic interests while minimizing the resultant damage (e.g. resource degradation and preservation of the physical environment). The book is organized into three parts. Part one discusses the theoretical issues relating to cross-border development and the cross-border management of natural and environmental resources. Part two provides a variety of alternatives to advancing cross-border development as well …

A Market For Tax Compliance, Walter E. Afield Iii
Walter E Afield III
It is becoming increasingly clear that, due to political realities and budgetary constraints, the IRS is going to have to attempt to enforce the tax laws by doing more with less. Current enforcement efforts have yielded a tax gap (i.e., the difference between the amount of taxes that should be paid and the amount that are collected) of roughly $450 billion annually. Faced with this task, one of the steps that the IRS has recently taken is to try to improve the quality in services performed by paid tax preparers, a group that historically has been subject to little IRS …
