Digital libraries can be deployed at many points throughout the life cycles of scientific research projects from their inception through data collection, analysis, documentation, publication, curation, preservation, and stewardship. Requirements for digital libraries to manage research data vary along many dimensions, including life cycle, scale, research domain, and types and degrees of openness. This article addresses the role of digital libraries in knowledge infrastructures for science, presenting evidence from long-term studies of four research sites. Findings are based on interviews (n=208), ethnographic fieldwork, document analysis, and historical archival research about scientific data practices, conducted over the course of more than …

Fiscal Consolidation And Expenditure Arrears: Evidence From Local Governments Investments, Paolo Chiades, Luciano Greco, Vanni Mengotto, Luigi Moretti, Paola Valbonesi

In this paper, we investigate how tightening fiscal constraints (e.g., through intergovernmental transfer cuts) can lead local governments to postpone investment payments. We first provide a simple model showing how local governments can use arrears to relax their short-run financial constraints. We then empirically assess our theoretical prediction using information from accounting and financial reports from all Italian municipalities for the period 2003-2010. Exploiting the long-lasting effect of the 1979 structural reform of Italian local public finance, we employ an instrumental variable approach to face endogeneity concerns. MOTIVATION: Thirty states are expanding Medicaid eligibility under the Affordable Care Act (ACA) as of 2015, and while federal funds cover most costs for newly eligible recipients, states must share the additional costs of covering previously-eligible state residents who enroll in Medicaid. States, together with their local government counterparts, also provide the vast majority (87%) of public sector funds for public health programs designed to promote health and prevent disease and injury on a population-wide basis. This paper explains the nature and extent of distress in Indian agriculture by analytically separating the issues therein into two interrelated domains—the agricultural and the agrarian—the former being about production and the latter about distribution; the former about the farm and the latter about the farmer; the former about the inadequacies and inappropriateness of the agricultural developmental programmes, and the latter about the livelihood of the people involved in or dependent upon agrarian activities. Wallace neutrality is a term that, as far as I know, was coined by University of Michigan economist Miles Kimball. It refers to the seminal model of Neil Wallace in "A Modigliani-Miller Theorem for Open-Market Operations", American Economic Review, June 1981. In Wallace's model, open market operations have no effect on any asset prices, including money (no effect on inflation). This is a shocking result, and it cries out for how and why. Exchange rates are difficult to forecast because the market is continually reacting to unexpected events or news. Even in the absence of any major news, exchange rates adjust through the day as foreign exchange dealers manage their inventories and respond to trades with others who may be better informed. The role of exchange rate changes in eliminating international trade imbalances suggests that we should expect countries with current trade surpluses to have an appreciating currency, whereas countries with trade deficits should have depreciating currencies. Financial Development And Sustainable Exports: Evidence From Firm-Product Data, Melise Jaud, Madina Kukenova, Martin Strieborny

We combine a novel measure of export-related financial needs at the product level with a unique database of firm-product export data (including names of the exporting firms) from five developing countries. Using the tools of survival analysis and taking into account firms' and products' heterogeneity, we then examine the impact of financial development on the long-term trade. Finance matters for sustainable export performance, as goods with higher export-related financial needs disproportionately benefit from better financial development. Our results complement existing literature on finance and trade, which has relied on production-based measures of financial dependence at the industry or firm level.
