This first meeting of two newly reconstituted Working Groups for the National Health Security Preparedness Index Program examined opportunities for improving and refining the Index's measurement, scaling, weighting, and aggregation methodologies. Methodological improvements will enhance the Index's utility for education, planning, policy development, and quality improvement efforts focused on improving national preparedness and resiliency for large-scale health threats.

The purpose of the present study was to compare the cognitive emotion regulation strategies among normal persons and persons in methadone or Narcotics Anonymous (NA) treatment programs. This causal–comparable study enrolled all addicted persons from Kangavar, Iran. The study population comprised 80 participants in methadone and NA treatment programs who were divided into two groups of 40 persons per group. Participants were selected by the simple random sampling method. An additional 40 persons were chosen as the normal group. All participants (n=120) answered the Cognition Emotion Regulation Questionnaire (CERQ). The acquired data of the present study showed a significant difference …

The principles of Critical Incident Stress Management for assisting individuals and groups are ap- plied to an Eastern European crisis event. This case study demonstrates the importance of understanding the cultural context where crisis events occur and the value of developing a network of local relationships as a step toward gaining credibility when working cross-culturally. In this paper we investigate the relationship between the quality of governance, the business environment and foreign direct investments. Looking at 49 countries in Africa, we present evidence supporting the claim that the quality of governance does affect the stability of policies and the quality of the business environment. However, our data analysis also reveals that neither the quality of governance nor the quality of the business environment have any impact, at least in Sub-Saharan Africa on the level of FDI.

In many cases, these librarians are responsible for additional subject areas and may or may not have any theological expertise or training. While the two groups do the same types of work, they are doing so in different ways. Am 18. März 2015 wird der neue Generalsekretär der Organisation Amerikanischer Staaten (OAS) gewählt. Der anstehende Amtswechsel ist jenseits der konkreten Per-sonalie auch deshalb von Interesse, weil die künftige Rolle der zentralen Organisation der westlichen Hemisphäre zur Debatte steht. 1948 gegründet, haftet der OAS noch immer der Ruch des Kalten Krieges an, die Neubestimmung ihrer Rolle in der Region ist mithin überfällig. Gleichzeitig muss sich diese älteste Regionalorganisation der Welt intern umfassend reorganisieren, um die Anpassung ihres Mandats mit ihren politi-schen und finanziellen Möglichkeiten in Einklang zu bringen. Besonderes Augenmerk hat dabei der Bewahrung des interamerikanischen Menschenrechtssystems zu gelten.

The legal system constantly follows the footsteps of innovation and attempts to discourage its migration overseas. Yet, present legal rules that inform and explain entrepreneurial circumstances lack a core understanding of the concept of innovation. By its nature, law imposes order. It provides rules, remedies, and classifications that direct behavior in a consistent manner. Innovation turns on the contrary. It entails making creative judgments about the unknown. In Apple, Inc. v. Motorola, Inc., 757 F.3d 1286 (Fed. Cir. 2014), the four federal judges who considered the case—Judge Posner by designation at the trial level, and three Federal Circuit judges on appeal—all expressed differing opinions on the question of whether and to what extent extraordinary patent remedies should be available for the infringement of standard-essential patents. Is There A Relationship Between Research Sponsorship And Publication Impact? An Analysis Of Funding Acknowledgments In Nanotechnology Papers, Jue Wang, Philip Shapira

This study analyzes funding acknowledgments in scientific papers to investigate relationships between research sponsorship and publication impacts. We identify acknowledgments to research sponsors for nanotechnology papers published in the Web of Science during a one-year sample period. We examine the citations accrued by these papers and the journal impact factors of their publication titles. The results show that publications from grant sponsored research exhibit higher impacts in terms of both journal ranking and citation counts than research that is not grant sponsored. This article highlights an anomaly. It shows that two tax rules aimed to achieve a similar goal were introduced at the same time. Both meant to be temporary and bring economic stimuli but received a dramatically different treatment. The economically inferior rule survived while its superior counterpart did not. The article reviews the reasons for this paradox. It shows that the causes are both political and an agency problem. The article not only enriches an important and ongoing debate that has received much attention in recent years, but also provides important lessons to policymakers.

Estimating The Costs Of Foundational Public Health Services, Glen P. Mays

The Institute of Medicine’s 2012 report on public health financing called for the convening of expert panels to identify the components of a “minimum package” of public health services and cross-cutting capabilities that should be available in every U.S. community to protect and improve population health. This report also called for studies to identify the resources required to make these services universally available across the country. This research brief describes the research methodology in use to generate first-generation estimates of current resource use and estimated resource needs for implementing foundational public health services and capabilities.
